  •   Job Summary: 
    The Superintendent of Human Resources is responsible for strategic, administrative and analytical management of the District’s human resource functions. This includes hiring, compensation and employee benefits, performance evaluation, employee relations, workplace policies, and leave administration.
     
    Qualifications:
    Bachelor’s Degree in Human Resources from an accredited university required. Minimum of five years progressive Human Resource experience required.

    Essential Functions and Responsibilities
     

    A.      Personnel

     

    Human Resource Management

     

    1.     Provide exceptional customer service to both internal and external customers regarding all human resources matters.

     

    2.     Manage accurate employee files throughout employee lifecycle including new hire documentation and biweekly payroll processing.

     

    3.     Evaluate and manage the District’s compensation plan.

     

    4.     Develop, recommend, implement, and maintain personnel policies and procedures.

     

    5.     Provide guidance to supervisors and employees on human resource related concerns, policies and best practices.

     

    6.     Investigate and resolved employee relations matters. Recommend and initiate steps for resolutions. Server as an internal consultant to Department Heads, Manager and Supervisors on all employee processes and issues of discipline.

     

    7.     Oversee the employee separation process, including drafting termination letters, coordinating meetings, and ensuring proper documentation.

     

    8.     Evaluate, implement and maintain the human resource functions of the human resources management software system.

     

    9.     Participate in developing department goals, objectives and systems consistent with the organization's comprehensive and strategic plan.

     

    10. Implement and oversee the District’s performance evaluation program.

     

    11. Maintain and update job descriptions as needed to reflect current responsibilities and expectations.

     

    12. Advise Director of Finance and Personnel and Executive Director on when to involve legal counsel for human resource issues.

     

    Reporting and Compliance

     

    1.     Ensure compliance with all local, state and federal employment laws and regulations.

     

    2.     Analyze human resource metric reports to identify trends in recruitment, retention, wages, and benefits.

     

    3.     Participate in industry salary surveys; conduct competitive analysis of salaries and benefits; make well-supported recommendations.

     

    Benefits Administration

     
    1. Oversee all aspects of benefits administration including onboarding, qualifying events, open enrollments, claims resolution, termination, COBRA compliance, and retiree benefits.
    2. Manage workers’ compensation claims
    3. Administer medical leaves of absence and ensure compliance with FMLA, including overseeing light-duty and restricted-duty work.
     

    Staffing, Training & Development

     
    1. Lead recruitment efforts including job postings, screenings, interviews and job offers for hiring managers.
    2. Develop and coordinate job fairs and recruiting events.
    3. Develop and implement continuing education and in-house training.
    4. Conduct employee benefit training and educate staff in HR policies and procedures.
    5. Identify training needs, develop content, and coordinate with external vendors for training programs. Maintain training records for all staff.
    6. Administer an annual employee satisfaction survey and analyze results.
    7. Conduct exit interviews for all year-round employees and provide insights for organizational improvement.
     

    Other Duties

     

    1.     Maintain active membership in state and national park and recreation associations and other relevant organizations.

     

    2.     Attend professional education conferences, workshops, and training sessions relevant to the role, within budget parameters and supervisor approval.

      Marginal Functions 

    A.    General Administration

     
    1. Complete special projects assigned by the Director of Finance and Peronnel and the Executive Director.
    2. Relay Human Resource information to appropriate staff.
    3. Maintain an organized filing system for personnel, insurance, and legal documents.
    4. Send cards/flowers to employees and families for major life events.
    5. Document procedures required of position and regularly update as needed.
    6. Coordinate and order awards for employee recognition.
     

    Psychological Considerations

     
    1. Handle questions, complaints, and concerns from the public in a professional manner.
     

    Environmental Considerations

     
    1. Perform most responsibilities indoors. Lighting and temperature are conditions that may impact how the Superintendent of Human Resources performs their responsibilities.
    2. Subject to outdoor weather conditions when driving to make deliveries or pick up documents as requested.
     

    Cognitive Considerations

    1.    Follow directions and perform responsibilities as described. 

    Requirements

     
    1. General knowledge of the operation of office machines.
    2. General knowledge of typing/word processing.
    3. General knowledge of park activities, operations, and boundaries.
    4. Ability to prioritize work assignments and complete in an accurate and timely manner.
    5. Ability to perform duties with initiative, sound judgment, persistence, creativity, integrity, tact, and courtesy.
    6. Ability to work within time deadlines.
    7. Ability to handle and maintain confidentiality of specified matters of the park district.
    8. Ability to work for extended periods on a computer display terminal.
    9. A valid Illinois State driver’s license is required.
    10. Be able to lift 20 lbs. Encourage to use mechanical or manual assistance for lifting over 50 lbs.
