Accountability:
• Under the direction of and reports to the Superintendent of Schools.
Scope
• The Assoc. The Superintendent of Human Resources and Wellness is responsible for all human resources functions including staffing, selection, assignment, employee counseling, policy administration, performance evaluation, and record-keeping for all certified and non-certified staff. Plans, coordinates and supervises the operations of the Human Resources office. Serves as a member of the negotiating team and contract administrator for all bargaining units. Participates in other labor relations and special projects as required. Plans and develops wellness programs for students, and works collaboratively with building administrators on proactive behavioral supports, student disciplinary hearings, and various interventions. Plans and implements a program for community relations. Coordinates and promotes multicultural training for staff, guest teachers, and students. 
Training/Education Requirements:
• Shall hold a Master’s Degree 
• Shall have a strong background in human resources or similar professional experience 
• Shall have a background in student/staff wellness including behavioral intervention 
Responsibilities:

Labor Relations:
• Serve as co-chairman of the Board’s negotiating team with the Assoc. Supt. for Business and Operations. Recommend contract changes to improve the effective operation of the District.
• Administer and interpret all District personnel policies and the Master Agreement including procedures dealing with staffing, transfers, discipline, leaves, resignations, retirement, and compensation.
• Serve as the Administration office representative in the grievance procedure.
• Supervise contract administration and interpretation of personnel functions of West Ottawa Education Association and West Ottawa Transportation Association.  
Personnel Management: 
• Serve as the District’s hiring agent for all personnel and coordinate the assistance of other appropriate administrators and staff in the personnel selection process.
• Supervise teacher certification procedures and records.
• Develop and implement the WO Administrator Academy
• Develop and implement employee onboarding procedures, exit procedures, hiring manuals, and hiring process training for all admins.
• Monitor unemployment and worker compensation claims.
• Develop and coordinate staff evaluation programs.
• Monitor substitute calling procedures. Supervise the substitute caller program.
• Act as an advisor to the Board’s Personnel Resource Team and serve as a member of the Administrative Cabinet and Administrative Team.
• Function as Administration Office Coordinator in the following areas: FOIA (Freedom of Information Act), Section 504, Discrimination complaints, Sexual Harassment complaints, and other similar areas of district concern.
Community Relations: 
• Assist the Superintendent with community-wide public relations work; interpret long and short-range goals and needs.
• Coordinate millage and bond issue election campaigns.
• Prepare legal reports.
• Serve as Title IX coordinator and decision-maker
Student and Staff Wellness:
• Develop and monitor employee wellness and counseling programs
• Coordinate behavioral interventions and support with building principals
• Function as the Superintendent’s Designee in disciplinary hearings
• Coordinate alternative and rehabilitative placement for students with disciplinary hearing outcomes 
General Responsibilities:
• Assist in planning and implementing orientation and in-service training for all employees.

IT Department Leadership
• Implement a comprehensive district-wide technology plan aligned with the WOPS District Strategic Plan.

Job Responsibilities
• Works with GSRP Lead teacher and team to uphold classroom requirements, standards and guidelines aligned with the Michigan Early Childhood Standards of High Quality
• Assist lead teachers in planning and implementing developmentally appropriate curriculum to create an engaging learning environment.
• Maintain a safe, nurturing, and inclusive learning environment that fosters social, emotional, physical, and cognitive development
• Observe and document children's progress, sharing insights with lead teachers to tailor educational approaches.
• Communicate effectively with families, providing updates on children's development and participating in home visits, parent-teacher conferences, and student-data meetings.
• Adhere to state licensing regulations and program policies, maintaining a safe and healthy classroom environment.

Pay Benefits: 
• All regular bus aides at WO receive five (5) days of pay during Spring Break (as paid time off) plus two (2) additional days during Winter Holiday Break (for those with 6 or more years of experience).
• All regular bus aides at WO receive three (3) personal paid days (as paid time off) during the school year
• Regular bus aides at WO receive two (2) paid snow days when used (as paid time off) and can receive pay on additional snow days from available accrued personal or sick time up to the maximum number of days allowed by law (with no impact on the attendance incentives described above).
• Regular bus aides at WO accrue sick leave each month to help provide income when sick and unable to work and earn retirement through the Michigan Public School Employees’ Retirement System (MPSERS).
• Regular bus aides at WO are eligible for vision & dental insurance and certain health insurance benefits, or, can opt out for a lucrative ‘cash in lieu’ (for those who work 30 or more assigned hours per week).

Note: This graduated pay schedule is designed to provide incentive for timely completion of obtaining a CDL and for timely completion of the first five (5) levels of the Graduated Driver Training Program (GDTP).

• New hires will be paid $500 after they have driven fifty (50) school days and an additional $1,000 after they have driven one-hundred and eighty (180) school days.
