Primary Purpose:
Direct and manage the accounts payable activities of the district.  Ensure compliance with applicable state laws and regulations.
 
Qualifications:
Education/Certification:
High School Diploma or GED
 
Experience:
Three years accounts payable experience at a high level of responsibility
 
Special Knowledge/Skills:
Knowledge of accounting principles
Effective communication and interpersonal skills
Proficiency skills in keyboarding and file maintenance
Ability to work with numbers in an accurate and rapid manner
Ability to use personal computer and software to develop spreadsheets, databases, and do word processing
Ability to supervise personnel
Major Responsibilities and Duties:
 
Accounting
 
1. Oversee the daily operation of the accounts payable department.
2. Develop and implement procedures to ensure timely processing of all accounts payable invoices, requisitions, purchase orders, etc.
3. Maintain accurate records of accounts owed.
4. Prepare invoices, including computing discounts, and coding expenses.
5. Process timely payment of all liabilities generated.
6. Conduct periodic checks of department payables, including travel reports and food service orders.
 
Personnel Management
 
7. Assign work to the accounts payable staff.
8. Select, train, and supervise accounts payable staff and make recommendations relative to placement, transfer, retention, and dismissal.
9. Evaluate job performance of employees to ensure effectiveness.
 
Administration
 
10. Work with administrators, principals, directors, and staff regarding accounts payable issues.
11. Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable records.

Education/Certification:
• Bachelor’s Degree in Human Service field recognized by ECI as relative to early intervention or Bachelor’s Degree with 18 hours approved as related to early intervention.
• Successful previous work experience with young children and families preferred.
• Valid Texas Driver’s License
• Eligible for entry into ECI Competency System
 
Job Goal:
Responsible for providing of early intervention services to young children who are developmentally delayed (0 – 3) and their families. 
Major Duties:
 
1. Plans and delivers an individualized developmental plan of services for each child and his/her family.
 
2. Participates as the primary service coordinator for designated children and their families.
 
3. Assists with the organization of the assessment process and participates in the collection and review of assessment data.
 
4. Participates and coordinates the development of IFSPs for assigned children.
 
5. Delivers early intervention services to enrolled children and their families in variety of natural settings, i.e., the home/center/children’s community programs.
 
6. Oversees health, safety and well-being of children, i.e., adheres to the IFSP recommendations, follows policies on infection control and universal precautions and use first aid and CPR, as needed, during the delivery of services.
 
7. Arranges for transportation for children and families.  Maintains a valid Texas Driver’s License.
 
8. Documents all services provided to children and families using required forms and correct grammar/spelling/punctuation.
 
 
 
9. Completes all required training.
 
10. Coordinates and communicates with personnel from other community agencies and public services to meet child and family needs and/or service as a program representative for purpose of public relations/networking.
 
11. Maintains a good attendance record in order to ensure integrity of program services.
 
12. Establishes open communication with families.
 
13. Follows all policies and procedures of the Texas ECI Program, ECI DEBT and participating school districts as these P/P pertain to ECI DEBT.
 
14. Works harmoniously with cohorts to generate a productive, cohesive work environment.
 
15. Completes and submits all required documentation, i.e., MSRs, travel logs, time cards, etc.

4. Must be able to work in variable environments related to temperature, humidity, degrees of cleanliness and other uncontrollable environmental conditions.
 
5. Must have the physical ability to do heavy to moderate lifting (up to 35 lbs.), light to moderate carrying (up to 35 lbs.), talking, walking, bending, kneeling, floor-sitting, pulling, pushing, sitting, stooping, standing, climbing, reaching and grasping and must be able to move with agility needed to carry out job duties.

Primary Purpose:
Responsible for the participating districts’ adherence to all state and federal requirements as established for speech delayed and/or communication disordered children (0 – 3) referred to the ECI DEBT Program for services, ensuring that the children are served appropriately and in keeping with their rights and needs. 
Qualifications:
Education/Certification:
Master’s Degree
Current Texas Licensure  in Field of Speech/Language Pathology (LST/CCCs).
Experience with Pediatric Speech Therapy Preferred
 
Major Duties (with/without reasonable accommodation):
 
1. Participates in the assessment process for children referred for services due to delayed and/or atypical motor responses/behaviors, which impact feeding, sensory integration and other language responses/behaviors affecting the ability to communicate.
2. Participates in the IFSP meetings for children exhibiting speech/language behaviors for sharing assessment information and assisting with the development of IFSPs.
3. Prepares written recommendations for children with diagnosed/identified atypical feeding and communication disorders and their families to be shared with parents and/or primary caregivers, appropriate staff and related personnel.
 
4. Collaborates on an ongoing basis with teachers/service coordinators, parents and other team members regarding the motor status of children identified as communication delayed for the purpose of establishing and reviewing therapeutic needs.
 
5. Serves as secondary service coordinator for assisting the family with assistive technology (equipment/devises/etc.) needs and for identifying other appropriate available resources.
 
6. Maintains and submits all required documentation, i.e. therapy reports/notes, monthly service reports, child/family service logs, etc.
