To apply, you will need either
30-Credit Instructional Substitute Credential: - Completion of 30 semester-hour credits at a nationally accredited college or university.
- Educator must be enrolled in a nationally accredited college or university at the time of application. Verification of enrollment is required.
- Educator must be at least 20 years of age.
- Criminal History Record Check: The approval date must be within 5 months of the application date with “Substitute Teacher” as the job position.
OR 60-Credit Instructional Substitute Credential:
- Completion of 60 semester-hour credits at a nationally accredited college or university.
- Criminal History Record Check: The approval date must be within 5 months of the application date with “Substitute Teacher” as the job position.
Complete Criminal History Record Check Process—Below are instructions and codes needed for the new Applicant and Archiving Applicant processes.
Criminal History / Fingerprinting: Please go to the following website

- Access the Office of Student Protection’s direct web address to begin the process. Click on Office of Student Protection. Click on “File Authorization and Make Electronic Payment.”
- Select the first option: “New Administration Fee Request (New Applicants Only),” and enter your Social Security number to ascertain your eligibility for the process. The screen displays four (4) options as to the job position(s) and employer. Please select the appropriate option and proceed to the next screen.
- Complete the requested applicant information to include the county, district, school, or contractor code names furnished to you by your employer (be below) and proceed to the Legal Certification. To continue with the ePayment process, read and accept the terms of the Applicant Authorization and Certification form by checking the box.
- Please complete the required payment information. The department charges a $10.00 administrative fee plus a service charge to process the request and issue an approval letter. Methods of payment are Visa, MasterCard, American Express, or Discover credit cards.
To complete the transaction, you must click the “Make Payment” button only once. - After completing the transaction, you will be presented with two required steps:
- View and/or print your New Administration Fee Payment Request confirmation page
- Click here to schedule your fingerprinting appointment.
- Select the first option, “View and/or print your New Administration Fee Payment Request confirmation page,” and print a copy of the receipt by clicking the print button in the upper right corner of the page and presenting a copy to the employing entity.
- Access the Idemia web page by selecting the second option, “Click here to schedule your fingerprint appointment,” or calling 1-877-503-5981 to schedule a fingerprint appointment.
- About two weeks after you get fingerprinted, you will be able to view and print your “Applicant Approval Employment History” by accessing the Office of Student Protection website. Give a copy to your employer.
New Applicants: When on the site, fill out the needed information. See the website for current fees for new applicants for school employment. The Department of Education charges a $10.00 administrative fee plus a convenience fee charged by the vendor NicUSA.
