    PURPOSE:   
               Provide instructional leadership and program coordination for special education services within Early Learning and Elementary Schools.
                   
    PHYSICAL REQUIREMENTS:

                The employee performing the duties of this position is frequently required to walk, sit, talk, hear, bend, stoop, and reach.  The employee may be occasionally required to manually lift, move, or carry up to 50 pounds.  The employee is required to interact with staff and meet the demands of several different people.  The employee is responsible for the work output of others.  The employee occasionally works extended hours.  Vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.

    PERFORMANCE RESPONSIBILITIES
     
    ADMINISTRATIVE:
    1. Coordinates Early Learning and Elementary Special Education Programs:
     
    • Assign IEP case managers (initial and move-ins).
    • Assist school psychologist/IEP teams in placement of new special education students by interpreting transcript/records.
    • Work with School Psychologist and registrars in obtaining records on new students.
    • Work with general and special education teachers to support students with IEPs.
    • Coordinate with School Psychologists for facilitation of Manifestation Determination Reviews
    • Work with case managers to determine areas of needed support. 
    • Assist principals with facilitating meetings and professional development with paraprofessionals.
    • Facilitate training and onboarding with Special Education certified staff.
     
    1. Communicate, implement, monitor and evaluate the vision/mission of the USD 475 Special Education department.
    2. Understand community needs and resources to provide successful transition opportunities to Kindergarten and then middle school.
    3. Demonstrate continued professional growth.
    4. Recognize and reward staff regularly.
    5. Maintain current knowledge of state and district curriculum standards and special education laws.
    6. Formally and informally evaluate certified and non-certified staff members.
    7. Support student behavior intervention practices.
    8. Serve as LEA representative in conjunction with other LEA representatives.
    9. Assist in the recruitments, and screening, hiring and training of new staff members.
    10. Participate in district and building level meetings where so requested, and such other meetings as are required or appropriate.
    11. Facilitates communication regarding transportation requirements for students with IEPs.
    12. Assist Executive Director of Special Education with monitoring and completion of Early Learning and Elementary Special Education performance and compliance indicators.
    13. Maintain and update Special Education handbooks for staff, students and parents in conjunction with the Special Education Department leadership team.
    14. Perform other duties as assigned by the Executive Director of Special Education.
     
    SUPERVISION:
     
    1. Develops, implements, directs, evaluates and revises specialized curriculum used in USD #475.
    2. Advise parents, regular and special education teachers in proper programming of students.
    3. Assist in developing a continuum of programs and services & works with staff to coordinate appropriate placement and services of students.
    4. Assist teachers in short and long-range planning and scheduling.
    5. Orient staff to the policies, procedures and philosophy of USD #475.
    6. Monitors and assists teachers and other program personnel in the adaptation and evaluation of instructional materials and curriculums.
    7. Collaborate and coordinate the transition of Infant Toddler to Early Childhood and Early Childhood to Kindergarten.
    8. Maintains master Special Education list of students, IEP dates, and completion.
    9. Collaborates on the planning and implementation of Child Find screenings
    10. Participate in School Improvement Initiatives.
    11. Work with school buildings in the efficient allocation of staffing and materials.
    INSERVICE
     
    1. Plan and implement professional development aligned with district goals and staff proficiencies/needs.
    2. Research, plan and coordinates in-service training programs for administrators, parents/guardians, general education teachers, special education teachers, and para-educators in understanding special education students
     
    COMMUNICATION
     
    1. Implement federal, district, and state policies, laws, and regulations.
    2. Communicates with supervisor regarding students’ progress, teacher and other personnel effectiveness and program development.
    3. Develop and maintain two-way communication with students, staff, parents and community.
    4. Work with Executive Director of Special Education to develop a strong communication system and partnership with Infant Toddler Services.
     
    Term of Employment:             11 Months
     
    Salary Range:                          Commensurate with qualifications and experience
     
    Evaluation Frequency:            Job performance will be evaluated annually.
