Description: 
 
The Institutional Research Analyst will assist with the development and implementation of a comprehensive institutional research program that supports strategic planning at the district, division, campus, and program level.  This position will focus on assessing, extracting, analyzing, and reporting data for evidence-based decision-making and assessment of outcomes. 

Essential Functions:  
 
1. Under consultative or self-initiated direction, assess, collect, extract, analyze, interpret, and review relevant and accurate data/information from existing sources; devise methods to identify data trends using a variety of qualitative and quantitative techniques; and summarize findings in charts, graphs, tables, reports, dashboards, etc.   

2. Perform data mining activities using available tools (Ellucian Colleague, CRM, Entrinsik Informer, ODCTE website, Survey Monkey). 

3. Merge or join data in Excel, Access, or Tableau; run new queries; and organize/format datasets as required for analyses, reports, and Program Review. 

4. Provide access to data through reports and dashboards, while also ensuring the security of sensitive data. 

5. Serve as a resource for and respond to ad-hoc requests for statistics and surveys.  

6. Conduct research and produce high-quality reports with valuable information and insight into the progress and outcomes of the students, programs, campuses, and institution.  

7. Provide integrated analysis and research needed by practitioners and decision-makers in a comprehensible manner.  

8. Collaborate with staff to automate and streamline routine reports, dashboards, and metrics. 

9. Collaborate with staff to improve existing data collection strategies and recommend new approaches and procedures for the collection and analysis of institutional data, working to enhance effective data and information flow between the programs, the executive offices and partnering with other offices, faculty, and staff to enhance Tech Center wide data collection and presentation. 

10. Assist with developing and maintaining standard operating procedures for data collection and reporting processes to ensure data integrity and efficiency. 

11. Perform duties and responsibilities effectively and efficiently under multiple deadlines. 

12. Perform tasks and duties relevant to any of various roles or responsibilities assigned by supervision and determined by management to be appropriate for this position; comply with all policy, procedure, regulation and other communicated requirements as may be in effect for the workgroup or worksite. 
 
Job Requirements:
 
• Five (5) years of experience in a research, assessment, or data analysis related career area or the combination of work experience and related education is required.
• Experience with dashboards, Tableau, and database query languages and tools, especially SQL is preferred.
• Ability to manage and complete multiple projects for internal and external customers to meet deadlines. 
• In-depth knowledge and experience using and applying analytical software, student information systems, and data mining software. 
• Advanced skills in Microsoft Excel; for example, knowledge of VBA, Macros, PowerPivot, etc. 
• Ability to use logic and reasoning to calculate and merge/join data. 
• Strong listening, verbal, and written communication skills required. 
• Ability to present data and findings in a clear and understandable manner meeting user needs.  
• Bilingual is a plus

Education: 
Bachelor’s degree or equivalent experience in a research, assessment, or data analysis related career area. 

Salary Schedule: 
SPMS

Hiring Range:
$55,861 to $65,792 annually dependent on experience, plus additional $9,000 annual compensation for salary-in-lieu of dependent coverage.

Description:
Provide technical research and provide training to employees of area companies to prepare the individuals to be successful and assist client companies in incorporating advancing technologies into their workplace.

Essential Functions:
 
1. Design customized continuing education products and facilitate employer-sponsored training courses related to the operation and maintenance functions for client companies in assigned embedded industry focus area(s).
2. Recommend process improvements and develop custom processes for client companies.
3. Develop project proposals for clients that outline recommended activities and training solutions for client-specific concerns related to design or improved operations.
4. Conduct research for current and needed training products, evaluate and propose as appropriate new projects/programs.
5. Maintain complete, accurate and current documentation of client projects and supportive activities.
6. Ensure all process and operational recommendations meet District quality and client standards.
7. Participate continuously in professional development activities related to assigned embedded industry focus area(s) to assure that technical and industry knowledge remains current with changes, improvements and enhancements in automated systems and related fields.
8. Recruit, select, recommend for hire, on-board, direct and evaluate adjunct employees including instructors and consultants that participate in providing client solutions to assure effective use of the resource, and quality of service to the client organization.
9. Exercise discretion and independent judgment in making decisions regarding the provision of services to internal and external customers and in day-to-day operations of the department. Interpret and implement policies in a manner consistent with the interests of the District. Provide advice and consultation to executive management as requested. Investigate and resolve issues as needed, represent the department and District in a professional manner to all.
 
Job Requirements:
 
• A minimum of five years’ experience working in a craft level position in manufacturing, construction, or related industries.
• Experience with OSHA, EPA and ADA regulations, and one year experience in a lead role is preferred.
• Experience maintaining industrial equipment with specific knowledge of hydraulics, pneumatics, AC/DC power, motor controls, programmable logic controllers, and other advanced manufacturing equipment and controls.
• Currently possess or have the ability to obtain within one year current certifications to deliver American Heart Association or Red Cross approved CPR, OSHA Outreach General Industry, OSHA General Construction and other safety topics is required.
• Experience in manufacturing, maintenance, or repair of electric or hybrid vehicles, manned or unmanned aircraft, or drones is preferred.
• Understand Adult learning principles specific to designing, developing and delivery of various course subjects.
• Knowledge of current state and federal regulations related to safety, health, fire protection and the environment.
• Valid State Issued Driver's License
• Bilingual is a plus
 
Education:
Bachelors degree or, high school diploma with equivalent experience in safety, engineering, manufacturing, or a related field.

Description:
Collaboratively work with Client Services Coordinators in coordinating external resources to develop solutions for area business that will enhance their capabilities and improve their effectiveness, performance and profitability from both short-term and long-term perspectives. Perform client services coordination based upon assignment or as directed by the Director of Workforce and Economic Development or their designee.

Essential Functions:
 
1. Coordinate the resources of product developers, instructors and clients to develop effective solutions to address identified needs/barriers that impact the client’s ability to meet their desired outcomes.
2. Recruit, manage and monitor instructors/consultants that participate in providing client solutions to assure effective use of the resource and quality of service to the client organization.
3. Develop and facilitate training for internal and external clients based upon job assignment or as directed by the Director of Workforce and Economic Development or their designee.
4. Assist as required with assessment activities with clients to identify presenting concerns and underlying causes in order to devise a proposed course of action that will improve the client’s potential for success.
5. Assist with various economic development programs, as a group or individually, to determine if a client qualifies for funding, research if funds are available, work with the client to define the project to be funded, develop the budget along with ODCTE, manage the project and report progress and completion data. Direct staff in the implementation of policies and procedures for the administration of the programs.
6. Manage multiple projects while effectively collaborating with the team to support training initiated by the Client Service Coordinator.
7. Generate comprehensive proposals for services that include pricing, resource requirements, and use of internal/external instructors/consultants.
8. Recruit, select, recommend for hire, on-board, direct and evaluate adjunct employees including instructors and consultants that participate in providing client solutions to assure effective use of the resource, and quality of service to the client organization.
9. Exercise discretion and independent judgment in making decisions regarding the provision of services to internal and external customers and in day-to-day operations of the department.  Interpret and implement policies in a manner consistent with the interests of the District. Job Requirements:
 
• Minimum of four years’ experience in project management and/or coordination, consultative selling, resource development, establishing working partnership relationships within private business sector or related roles is required.
• BIS Certification from ODCTE is required; but may be obtained after employment.
• LERN Certified Contract Trainer Certification required, but may be obtained after employment.
• Extensive knowledge or expertise in an area or discipline that can be effectively marketed to Tulsa Tech clients. 
• Experience with computer usage specifically with MS Windows and MS Office applications. 
• Must demonstrate effective time management skills, showcasing the ability to organize and prioritize projects as they arise.
• Must demonstrate strong oral and written communication skills.
• Valid State Issued Driver’s License
• Bilingual (Spanish/English) preferred

Description:

To accurately process payrolls for all full-time/part-time District employees and manage the District timekeeping and leave system while maintaining accurate and reliable records. 

Essential Functions:
 
1. Process pertinent financial information for the District ensuring correct outcomes through accurately implementing District procedures, including: 
   • Payroll for all full-time and part-time employees 
   • Reconcile and verify all insurance billings are submitted with supporting documentation.
   • All garnishments, child support, tax levies, etc. 
2. Administer the District timekeeping and leave system. 
3. Coordinate with all Stakeholders required information and develop reports for various leave and timekeeping requirements. 
4. File employee payroll information and monthly State and Federal reports in accordance with legal filing requirements.
5. Review and evaluate sick, vacation, personal business, sub-deduct and other leave for special circumstances to ensure compliance with District Policy. 
6. Exercise discretion and independent judgment in making decisions regarding the provisions of services to internal and external customer and in day-to-day operations of the payroll and associated areas. Interpret and resolves issues as needed, represent the Finance Office and District in a professional manner to all. 
7. Perform all other duties as may be assigned by management from time to time.
 
Job Requirements:
 
• This job requires a minimum of three (3) years of work experience in payroll, utilizing financial accounting skills. 
• Ability to interpret and apply state and federal laws and payroll/timekeeping guides to specific district operations. 
• Knowledge of school and /or financial accounting processes. 
• Bilingual is a plus.
 
Education:
Associate’s degree or higher with finance/accounting emphasis preferred. 

Salary Schedule:  
SPMS

Hiring Range:
$43,180 to $54,670 annually, dependent on experience, plus additional $9,000 annual compensation for salary-in-lieu of dependent benefit coverage.
