I. TITLE: District ESL/Instructional Specialist 
II.  QUALIFICATIONS:
 
1. Valid Idaho Teaching Certificate
2. Several years of effective teaching experience
3. ESL, TESOL endorsement
4. Knowledge of another language is preferred
   5. Strong background in teaching methods, developmentally appropriate instructional strategies, and effective classroom management
6. Knowledge of subject matter and effective teaching methods
7. Strong background in curriculum and the Idaho Core Standards
8. Strong background in the integration of technology with instruction
9. Ability to create and maintain a positive learning environment
   10. Work well with students, staff, parents, and the public
11. Excellent organizational, interpersonal and communication skills
12. Ability to be flexible, adaptable, empathetic and to work with deadlines
13. Maintain confidentiality of staff and students
 
 III. REPORTS TO: Director of Federal Programs and Building Administrator 
IV.  NATURE AND SCOPE OF THE JOB:
Knowledge and experience working with or in a bilingual/EL program; knowledgeable about data and reports required; exhibits superior organizational and communication skills; is compassionate; can provide effective collaborative and open-minded leadership; and is knowledgeable about recent research in pedagogy in the field of second language acquisition and ELL/bilingual education.
  
V.  PERFORMANCE RESPONSIBILITIES:
 
1. Knowledge of current trends in the area of English Language Learners
2. Helps establish district and school level goals for EL program
3. Creates relationships and an environment of trust and respect
4. Collaborates, supports and provides resources to teachers of EL students
5. Coordinate testing and placement of all EL students
6. Collaborate with counselors on coordination of schedules and 4-year academic planning for students in the program
7. Coordinate the administration of required language proficiency and academic achievement tests for placement and ongoing monitoring of student progress and determining when student is to be exited from program
8. Compile and maintain a profile summary (record of achievement and progress, grades, attendance, ISATs, ACCESS etc.) for each student
9. Gather and report data for annual required reports (English Learner Plans, Screeners, WIDA, ACCESS, Grades, Attendance, Grants, annual EL Program Report, etc.)
10. Teach EL classes in the program as needed.
11. Provide Staff Development within the school, EL program and district pertaining to ELL students
 
12. Establish and maintain regular communication with parents of students in the program.
13. Serve as liaison between students in the program and/or their parents with staff and community services
14. Facilitate workshops for parents and participates in the PAC meetings
15. Collaborate with District 251 administration and staff on behalf of ELL students.(IEPs, LEPs, Student Support Teams, PLCs, and coaching cycles)
16. Supervise and assign duties to the ESL paras
17. Coordinates and organizes some activities outside of the school day. (Summer School, College and Career events, PAC meetings etc.)
18. Maintains high standards of ethical behavior and confidentiality of student information.

VI.  OTHER DUTIES AND RESPONSIBILITIES:
 
1. Performs all other duties as assigned consistent with the responsibilities of a teacher, the Idaho Code of Ethics, and the negotiated contract.
 
VII.   TERMS OF EMPLOYMENT
The exact terms of this position will be determined by the needs of the district and budgetary constraints. Benefits will be in accordance with approved board policy. 
VII      EVALUATION

Performance of this position will be evaluated annually by the Director of Federal Programs in accordance with provisions of the negotiated master agreement.

I.       TITLE: K/12 Instructional Para Professional Coach

II.      QUALIFICATIONS: 
1. Demonstrated success as a teacher – five years of successful experience preferred
2. Experience working with children who are underperforming in reading, writing and/or math
3. Strong communication skills and the ability to coach/mentor others
4. Experience in curriculum development, professional development and data interpretation
5. Knowledge of District 251 school improvement initiatives including evidence-based instructional strategies for reading and mathematics, sheltered instruction and differentiated instruction
6. Knowledge of assessment practices including universal screening, formative assessment and progress monitoring
7. Demonstrated effective use of instructional and assessment technology
8. Ability to maintain the integrity of confidential information relating to students, staff, or District patrons
9. Valid Idaho Teaching Certificate endorsed for appropriate levels and subjects preferred
10. Such alternatives to the above qualifications as the Board may find appropriate and acceptable
 
3. REPORTS TO: Directors of Elementary and Secondary Education
 
4. JOB GOALS:
 
         The Instructional Coach will work with building principals, classroom teachers and para-educators to provide direct support and assistance in the classroom to facilitate implementation of adopted curriculum, use of effective instructional strategies and the use of data to improve student achievement.  
5. ESSENTIAL DUTIES AND RESPONSIBILITIES:
 
1. Form strong professional relationships with colleagues
2. Communicate effectively with administrators, teachers and paraprofessionals
3. Provide model teaching lessons or side-by-side coaching based on observations
4. Support para professional learning by training and coaching staff in the implementation of adopted curriculum, interventions and evidence-based instructional strategies
5. Assist para-educators in the development of effective classroom management strategies
6. Coordinate ongoing formative assessment and progress monitoring practices
7. Support school intervention teams and collaborate regarding instructional decisions based on data
8. Use data to monitor and evaluate program implementation
9. Work with teachers and para educators to help analyze data and improve instructional practices
10. Provide staff development to small or large groups of educators
11. Work collaboratively with para educators to use evidence-based reading strategies, mathematics instruction and literacy techniques that support all content areas
12. Cultivate and model a respectful working and learning environment
13. Maintain high standards of ethical behavior and maintain the integrity of confidential information relating to students, staff, or District patrons
14. Have regular and predictable attendance
