JOB CHARACTERISTICS: 
Responsible for providing the fullest educational opportunity for each student by creating a safe and healthy environment and assisting the program to meet the health needs of individual students.
                                                        
ESSENTIAL FUNCTIONS: 
1. Maintains and monitors immunization records and ensures that students are provided with hearing and vision screenings/tests.
2. Shares responsibility for selection and referral of students in need of medical and dental care.
3. Reports to Program Administrator, parents, school personnel, physicians, clinics and other agencies about relevant medical matters.
4. Maintains up-to-date cumulative health records on all students.
5. Observes students on a regular basis to detect health needs and provides documentation to the Administrator.
6. Assumes authority, in the absence of a physician, for the care of a student or staff member who has suffered injury or emergency illness.
7. Visits student homes when necessary.
8. Participates with classroom staff in developing and implementing total health programs and develops parent education programs for wellness maintenance.
9. Contacts parents of children referred by teachers.
10. Participates in creating, following, and monitoring individual protocols and advises on modification of the educational program to meet health needs of individual students.
11. Prepares and submits reports for the Superintendent and the State Board of Health.
12. Authorizes exclusion and readmission of students in connection with infectious and contagious diseases.
13. Advises teachers on health matters.
14. Assists school personnel in establishing sanitary conditions in schools.
15. Attends IEP and IFSP meetings and conferences regarding health services and health curriculum.
16. Participates in in-service training programs.
17. Provides health and maturation instruction to students.
18. Completes paperwork requirements of the job using approved forms, including Medicaid billing, in an accurate and timely manner.
19. Maintains confidentiality of student records and of ESD staff, and complies with state and federal regulations regarding privacy.
20. Maintains regular attendance in order to preserve the continuity of service delivery for the program.
21. Meets standards for competent and ethical performance as outlined in OAR 584-20-005-035.
22. Adheres to safety standards.
23. Performs the duties of the Mandatory Reporters according to ORS 419B.005-ORS 419B.045.
24. Will adhere to the established ESD mission and values.
25. Will promote and support the ESD through positive communication.
26. Will complete and utilize the OIS system.
27. Actively participate in home district building meetings and activities.
28. Follow home district policies and procedures.
29. Performs duties in a manner reasonably expected and generally recognized by the profession.
30. Performs other duties and responsibilities as assigned by the Program Administrator and Superintendent.
QUALIFICATIONS: 
1. Experience in public health nursing, preferably in a school district setting.
2. Hold a current first aid card and CPR cards.
3. Hold a valid Oregon driver's license, automobile insurance, and provide own transportation.
4. Ability to work with staff, students, and the public in an effective manner and to establish and maintain effective working relationships with other employees.
5. Ability to respect confidential information.
EDUCATION/CERTIFICATION:
1. Valid state license to practice as a licensed nurse.
WORKING CONDITIONS:
 
The employee may work in regular or special education setting and/or in community settings with students in small or large groups or 1-to-1 and may be required to travel on the job. 

The employee may work beyond an eight-hour day or a five-day work week attending meetings, conferences, and school activities.  The employee needs to be competent in conflict resolution.  The employee must be able to communicate effectively in confrontational and emotional situations involving staff, students, parents and patrons.  Confidentiality is a top priority for the persons in this position.
 
The employee at times works under varied workloads and inflexible deadlines.  Problems may arise which require immediate attention setting up conflicting priorities.  Sound judgment is required to effectively prioritize these demands.
 
The employee must be able to lift materials, boxes or equipment weighing up to 30 pounds.  The employee may need to participate with others in lifting/moving equipment weighing up to 40 pounds.  The employee needs to be able to participate with one other employee in lifting students weighing up to 120 pounds, if the student’s protocol permits.  All lifting and transferring of students should be done in accordance with approved protocols.
 
The employee may come into contact with biohazards such as human waste, saliva, and blood, and should take appropriate protective precautions.  The employee may be required to provide intimate hygiene care to students, and may be required to accompany the student into restrooms and locker rooms.
 
The employee may be required to perform procedures necessary to maintain or enhance student health.  Such procedures may include, but are not limited to, adaptive feeding, tube feeding, stoma care, adaptive CPR, and seizure intervention.
 
TERMS OF EMPLOYMENT:
Terms of Employment: 191 Day
Union: South Coast ESD Education Association
Rate: $49,739 - $91,892 /yr DOE
 
First consideration for this position will be given to properly licensed members of the collective bargaining unit.

JOB CHARACTERISTICS:
It is the responsibility of the Speech Language Pathologist to provide complete identification and remediation of students with speech and/or language disorders between the ages of  Birth - 21.

ESSENTIAL FUNCTIONS:
1. Assess and describe the communicative behavior of the child/student, relating that behavior to what is known as normal development.
2. Coordinate and integrate test results with parents, school staff and/or other professionals.
3. Schedule and conduct eligibility and IFSP/IEP (Individual Family Service Plan/Individual Education Plan) meetings with parents and staff.
4. Plan and implement effective intervention programs for all identified students, basing IFSP/IEP goals and objectives upon accurate interpretation of diagnostic data, current performance and needs to learn.
5. Report progress to and conference with parents, teachers, and other concerned individuals in accordance with IFSP/IEP schedule.
6. Make inservice presentations upon request by the program administrator and/or Superintendent.
7. Order equipment, materials, resource texts, etc., necessary to conduct an adequate speech therapy program.
8. Function as case manager for all students whose primary disability is Communication Disorder.
9. Follow ESD procedures for assessment, placement, instruction, record keeping and dismissal of students.
10. Complete paperwork requirements of the job using approved forms (including Medicaid billing) in an accurate and timely manner.
11. Work harmoniously with other employees and deal tactfully with the public.
12. Maintain confidentiality of student records and of ESD staff, and comply with state and federal regulations regarding privacy.
13. Maintain regular attendance in order to preserve the continuity of service delivery for the program.
14. Meet standards for competent and ethical performance as outlined in OAR 584-20-005-035.
15. Performs duties in a manner reasonably expected and generally recognized by the profession.
16. Perform other duties and responsibilities as assigned by the Program Administrator(s) and/or Superintendent.
QUALIFICATIONS:
1. Hold required certification/licensure to function as a Speech Language Pathologist in the State of Oregon.
2. Hold an Oregon Driver’s license, appropriate automobile insurance and provide own transportation.
3. Hold a current first aid card and CPR card.
EDUCATION/CERTIFICATION:
1. Master's degree or equivalent in Speech Pathology.
2. Oregon Basic Certificate with Speech Pathology Norm  OR
3. Oregon State Health License in Speech Pathology.
WORKING CONDITIONS:
The employee may work in regular or special education settings and/or in community settings with students in small or large groups or one-to-one and may be required to travel on the job.
The employee may work beyond an eight-hour day or a five-day work week attending meetings, conferences, and school activities. The employee needs to be competent in conflict resolution. The employee must be able to communicate effectively in confrontational and emotional situations involving staff, students, parents and patrons. Confidentiality is a top priority for the persons in this position.

Supervision and instructional responsibilities require the employee to be able to stand up to 30 consecutive minutes and to move rapidly to intervene in situations where a student’s safety is being jeopardized. Outdoor supervision may be required during inclement weather.
