    Purpose

    Responsible for assisting in the development and maintenance of the District’s Position Management model and maintaining the quality of staff data for State and Federal regulatory reporting; to provide highly technical and professional support to the Business Operations department, which includes Human Resources, Payroll, and Finance.
     
    Supervision Received and Exercised
    Receives general supervision from the Chief Human Resources Officer; may also receive technical and functional direction from the Chief Finance Officer, the Information Technology Business Systems Team, and the Human Resources Leadership team. Incumbents initially perform the more routine duties assigned to positions in this class and work under close supervision. As experience is gained, incumbents are expected to perform the full range of duties as assigned with increasing independence. The primary duties of this class are performed in a general office environment.

    Essential Duties

    Duties may include, but are not limited to, the following:
    • Develop and maintain the Position Control model for the District’s FTE and budgeting process; configure, test, and implement Position Budgeting models in collaboration with Finance for payroll and benefit purposes.
    • Collaborate with leadership to develop, analyze, and maintain building FTE budget.
    • Review staff data quality issues and work with team members to resolve identified problems; assist in monitoring systems integrations to ensure successful transfer of employee data; perform system auditing of data; communicate with HR, Finance and IT to ensure completeness and accuracy of employee data.
    • Develop and document business processes to ensure data is ready for regulatory reporting; assist with compiling, reviewing, correcting, and submitting data for State and Federal reporting, including but not limited to Affordable Care Act data, Idaho State Department of Education (ISEE) employee data, Civil Rights Data Collection, and EEO-5; responds to surveys with District information such as number of employees, salary data, and related authorized information.
    • Analyze current systems function, identify opportunities for improvement and customization; provide training to maximize value and efficiency; troubleshoot and resolve system issues.
    • Collaborate with IT’s Business Systems Team to support Business Operations; partner with consultants who are hired to support and supplement project activities.
    • Develop custom reports and dashboards to help drive HR and Finance decisions; analyze employee data trends and present actionable insights to leadership team.
    • Assist in the development of the District’s working calendars; create, update and maintain job-related procedures and training materials.
    • Support development and electronic workflow of Human Resources and Finance related forms; assist with Human Resources operations such as onboarding, offboarding, and document management.
    • Establish and maintain effective working relationships with those contacted in the course of work.
    • Performs all work duties and activities in accordance with District policies, procedures, and safety practices.
    • Work with various cultural and ethnic groups in a tactful and effective manner; foster an environment that embraces integrity, trust and respect.
    • Be an integral team player, demonstrating flexibility, cooperation, and robust communication skills.
    • Assist in Human Resources related data entry.
    • Performs other duties as required.
     

    Minimum Qualifications
    Knowledge of:

     
    • Principles and practices of Enterprise Resource Planning (ERP) and other Business systems.
    • Principles and practices of human resources, information technology, business operations and administrative functions including personnel administrative procedures, personnel data, employment transactions, training, and other related areas.
    • Methods and procedures for business process development, documentation, and training.
    • Methods of statistical research, data collection and report preparation.
    • Operation of a personal computer and job-related software applications for word processing, spreadsheets, database creation and maintenance, information storage and retrieval, and related tasks.
    • English grammar, spelling, and punctuation.
    • Current office practices and procedures. 
    Ability to:
    • Independently perform professional analytical work in support of human resources, finance, and information technology programs.
    • Analyze and develop solutions to meet regulatory requirements, read, interpret, and evaluate data, prepare clear and concise high-quality reports, collect, compile, and analyze data, and develop logical conclusions and sound recommendations.
    • Communicate clearly, concisely, and effectively, both orally and in writing.
    • Comprehend and follow directions and established procedures and use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
    • Establish and maintain effective working relationships with users, other employees, and supervisory personnel.
    • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
    • Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks.
    • Maintain confidentiality of personnel information for applicants and employees and related to other matters affecting employees or the District.
    • Operate and use modern office equipment, including computers and appropriate software.
    • Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities. 
    Qualifications
    Any equivalent combination of experience and training that would provide the required knowledge and abilities necessary to perform the work.
    • Equivalent to a Bachelor’s degree from an accredited college or university with major course work in Business Administration, Public Administration, Information Systems, or a related field.
    • At least three (3) years of experience with Business (ERP) systems supporting human resources or administrative services.
    • Proficient with Microsoft Excel and Word.
    • Experience with SQL scripting, report development, process development and documentation preferred.
    Essential Physical Abilities
    • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively in person and by telephone. 
    • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, view computer screens, comprehend and prepare written technical reports, data sheets, user manuals, diagrams, and related information, and troubleshoot and perform repairs on computers.
    • Sufficient manual dexterity, with or without reasonable accommodation which permits the employee to operate standard office equipment, operate and make adjustments to computer equipment, and operate a motor vehicle.
    • Sufficient personal mobility, agility, and flexibility, with or without reasonable accommodation, which permits the employee to sit or stand for extended periods of time; install and repair wiring and operating systems that require bending, stooping, kneeling, crouching, reaching, and working in confined spaces; lift and/or move up to 50 pounds; and work in a classroom and office environment.

    Yearly by supervisor.
