    Qualifications and Skills:
    ? Bachelor degree in Human Resources, Business Administration or related field preferred or comparable certification in payroll or benefits.
    ? Minimum of 5 years payroll and benefits experience.
    ? Minimum of 3 years payroll or benefits supervisor experience.
    ? Related experience in school district or comparable governmental environment preferred. ? Demonstrated coaching/mentoring skills and issue management problem solving skills. ? Strong customer service skills. ? Strong organization skills, attention to detail and follow through to resolve any outstanding issues. ? Strong time management skills. ? Strong written and verbal communication skills; appropriately communicates with all levels of customers from employees to administration. ? Ability to adapt to changing environment and support of multiple clients. ? Ability to analyze/interpret data and take appropriate action.
    ? Advanced computer skills and experience required, particularly in Microsoft Office products and payroll software applications.
    ? Possession of the knowledge, skills and abilities necessary to perform the essential functions of the position.
    ? Such alternatives to the above qualifications as the Board of Education may find appropriate or acceptable.

    All Payroll and Benefits non-exempt staff
    Job Goal: Supervises Payroll and Benefits staff, ensuring that all processes are executed appropriately and in a timely manner. Operates as the subject matter expert and escalation point to resolve issues and continuously looks for improvements in operational processes and designs and implements those initiatives. Optimizes the contribution of the team through coaching, counseling and implements workable solutions to business issues/problems with minimum referral to management. Conducts work planning, estimation and prioritization to optimize performance of team and works with Director of
    Business/Benefits to define standards and reusable approaches for operations. This individual manages effective internal/external client relationships within own area of responsibility, and builds client relationships in the wider group or unit.
    Performance Responsibilities for Payroll/Benefits Supervisor:
    The following responsibilities may be included for this position: ? Interprets day-to-day business objectives and preparation/execution of operational practices/work programs. ? Serves as the primary liaison with Human Resources for employee pay and benefits.
    ? Monitors and directs workloads of payroll and benefit staff. ? Identifies process improvement initiatives and define standards for new processes.
    ? Responsible for all activities necessary to process and distribute payrolls in complex environment, including auditing, funding, payroll tax and withholding reports, reconciliations, and supervising support staff.
    ? Evaluates, selects, configures and maintains HRIS/Payroll, Time & Attendance and related systems, ensuring compliance with all regulations and company policies
    ? Supports all internal and external audits related to payroll and benefits.
    ? Researches, resolves, and responds to inquiries and/or discrepancies as requested by internal and external customers.
    ? Maintains employee confidence and protects payroll operations by keeping information confidential.
    ? Reviews and approves payroll and related expenditures prior to release for adherence to board policies and administrative procedures. ? Supervises staff for accurate, timely updates and maintenance of employee payroll and benefits files, i.e. new hires, terminations, open enrollment and miscellaneous changes. ? Extensive knowledge for the following products: self-funded and fully insured worker compensation, medical, dental, vision, life insurance, LTD, FSA, and 403b/457b plans. ? Ensures compliance with government requirements, i.e. ACA, DOL, IRS, etc. ? Works with the various insurance carriers, administrators, service providers and consultants to optimize benefit program results. ? Directs in-house administration of COBRA, FMLA, HIPAA, leaves of absence. ? Directs development and preparation of all employee benefit related communication material including: benefit summary material, open enrollment information packets, plan change notifications, assorted updates and required communications.
    ? Contributes to team effort by accomplishing related projects as needed.
    ? Makes recommendations for the assignment of and termination of employment for all personnel encompassed within his or her area of operations.
    ? Other duties as assigned
    Terms of Employment:
    Payroll/Benefits Supervisor will be employed for twelve month positions. The salary and work year will be established annually by the Board of Education.
    Evaluation:
    Performance of this job will be evaluated by the immediate supervisor using the Independence School District Supervisor Evaluation.
