TITLE:       Director of Buildings and Grounds
 
PURPOSE:    To provide all students and staff with the highest quality physical environment possible, using all available resources.
 
QUALIFICATIONS:
1. Bachelor’s Degree preferred in electrical, architectural, civil or mechanical engineering or architecture.
2. In lieu of the specified degree above, eight years of experience required in designated administrative field.

1. Minimum of eight years of successful administrative experience managing various levels of supervision.
2. Experiences in the maintenance of school buildings and grounds are highly desirable.

MAINTAINS LIAISON WITH:

DUTIES & RESPONSIBILITES:
The following are the essential fundamentals to include but not limited to the following job duties:
1. Supervision of daily maintenance and custodial operations.
2. Screens candidates and makes employment recommendations to the Human Resources Department.
3. Evaluates the performance of all staff assigned under direct supervision.  Ensures that departmental members not under direct supervision are evaluated.  
4. Becomes knowledgeable of the provisions of all collective bargaining agreements to properly administrate those provisions for which the director is responsible. 
5. Periodically visits all district facilities.
6. Supervises the district garage operations.
7. Development and administration of procedures, systems, and controls for improvement of efficiency and minimization of operating costs relating to occupancy and use of buildings and grounds.
8. Establishes standards and long-term priority programs for maintenance and modernization of buildings and grounds, monitors and updates to ensure progress in obtaining goals and objectives.  Uses a basis of fund availability in decision making.
9. Develops work methods, analysis procedures, and refines schedules. 
10. Formulation and administration of the budgets for the Operations and Maintenance fund, the Life Safety fund, and the Site and Construction fund.
11. Performs quality control inspections and analysis of work accomplished to ensure compliance with current standards, codes, and regulations. 
12. Works with architects and the Coordinator of Purchasing to establish bid specifications for work to be accomplished under contract.
13. Works with the Coordinator of Transportation to schedule the movement of items within the District.
14. Oversees or acts as the construction manager of building projects.
15. Maintains project records, incorporates applicable information into site files, records cost data, and provides such reports as may be required relating to facilities, construction and/or the State School Building Program.
16. Attends all Board meetings.
17. Reviews status of Life Safety work.
18. Serves as District Safety Coordinator.  Is responsible for publishing and continuing revision of a safety manual which shall include all school and department applications.  Monitors District-wide self-inspection program.
19. Coordinates inspections from the Regional Office of Education and other inspections relative to workers’ compensation, general liability, life safety and boilers; initiates and supervises appropriate follow-up to those inspections.
20. Establishes and maintains a safe and effective work environment, including selection and evaluation of employees and training programs.  Enforces safety rules.  Inspects for unsafe acts/conditions and identifies prompt corrective action to eliminate causes of accidents; follows up as required.
21. Meets regularly with the Business Manager.
 
TERMS OF EMPLOYMENT:
Salary is determined by the Board of Education.  This position is exempt under the Federal Labor Standards Act.  The position is twelve month work year (260, 261, or 262 work days). 
                                   
SALARY RANGE:    $84,000 - $104,000
 
EVALUATION:
Performance of this job will be evaluation in accordance with provisions of the Board’s policy on Evaluation of Professional Personnel.
 
PHYSICAL DEMANDS:
Handle work which deals mostly with people, objects, equipment in a general setting; depth perception and field of vision are important. Employee regularly is required to bend, stoop, twist, turn, reach, lift (up to 50 pounds), carry, pull, push, climb, and kneel; walking and standing approximately 50-75% of each shift. Employee must recognize differences in sound, such as voices/noises that are loud and playful instead of angry and combative; ability to differentiate tones and volumes in conversation.
 
MENTAL DEMANDS:
There may be a number of situations happening at once, and the Administrator must be prepared to handle accidents and emergencies at any time.

• Leading Teaching and Learning Strategists with implementing a school strategic action plan and continuous improvement strategies to drive academic improvement in all DPS school, Grades PreK through 12.
• Builds day to day instructional capacity of Curriculum Coordinators, Classroom Teachers and School Administrators to deliver core District priorities aligned to teaching and learning.
• Strategically creates and implements a plan to increase student achievement.
• Plays an integral role in the efforts to horizontally and vertically align all content curriculum and oversees progress monitoring in all DPS schools, Grades PreK through 12.
• Supports the development of high-quality/effective instruction in all schools.
• Observes and coaches Classroom Teachers to improve instructional planning, teaching practice, and the use of data, assessment, and instructional technology.
• Works with Classroom Teachers, Support Staff, and Building Principals to refine and develop common standards-based pacing plans, mid-year, and end of year common assessments for each grade level (when applicable).
• Works with various teams to facilitate analysis of data provided by diagnostics, common assessments, and formative assessments.
• Helps Curriculum Coordinators, Classroom Teachers, Support Staff, and Building Principals develop both district-wide, school-wide and classroom academic intervention plans.
• Works with Assistant Superintendent of Teaching & Learning, Directors of Teaching & Learning and School Administrators to develop policies and school structures that facilitate the improvement of instruction and the appropriate interventions and supports for students.
• Supports and delivers guidance on all content using 21st Century learning strategies and techniques.
• Continuously monitors, tracks and analyzes student achievement data in order to identify needed supports and strategies.
• Provides differentiated teaching and learning support by working directly with Assistant Superintendent of Teaching & Learning, Directors of Teaching & Learning, Administrators and Teachers in the classroom to model effective, research-based instructional practices, by working collaboratively to drive data-informed instructional planning, and by working with school-based leadership teams to actualize CCSS implementation at the classroom level.
• Consults and collaborates with Principals, Assistant Principals, School-based Instructional Leadership Teams to develop data-informed strategies to support teaching and learning improvement. These strategies include (but are not limited to): curriculum development, professional development plans, direct support to classroom teachers, student outcome progress monitoring, and student intervention plans.
• Prepares and presents progress monitoring reports to the Assistant Superintendent of Teaching and Learning, PreK-12 Director Teaching and Learning and/or Designee which will include but not limited to: identifying information of teachers, grade levels of teachers assigned and specific timelines of support provided for teaching and learning improvement, outcomes of teaching and learning support provided to teachers and administrators.
• Performs multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions.
• Applies assessment instruments; coaching skills; training and workshop skills; operating standard office equipment including using pertinent software applications; and preparing and maintaining accurate records.
• Performs Algebra and/or Geometry; reads technical information, composes a variety of documents, and/or facilitates group discussions; and analyzes situations to define issues and draws conclusions.
• Performs the functions of the job which includes but are not limited to: appropriate codes, policies, regulations and/or laws; age appropriate activities; lesson plan requirements; stages of Essential Functions Adapts classroom activities, assignments and/or materials under the direction of the supervising teacher for the purpose of supporting and reinforcing classroom objectives.

PHYSICAL DEMANDS:
 
Handle work which deals mostly with people, objects, equipment in a general setting; depth perception and field of vision are important. Employee regularly is required to bend, stoop, twist, turn, reach, lift (up to 50 pounds), carry, pull, push, climb, and kneel; walking and standing approximately 50-75% of each shift. Employee must recognize differences in sound, such as voices/noises that are loud and playful instead of angry and combative; ability to differentiate tones and volumes in conversation.
 
MENTAL DEMANDS:

6. Remains readily available to students so as to provide counseling that will lead each student to increased personal growth, self-understanding and maturity.
7. Assist with the preparation and mailing of college, scholarship, financial aid and employment applications.
8. Initiates, assembles, maintains, interprets, and protects the confidentiality of student information and data. 
9. Assists with and updates Individual Career Exploration Plan and transcripts for assigned students.
10. Promotes drop-out prevention.
11. Provides resources for students who express interest in school and/or community activities/programs.
12. Consults and collaborates with the teachers, school psychologist, social workers, administrators, families, and community resources to develop student success.
13. Assist students with gathering information regarding admissions for trade schools, special skills schools, programs, colleges, universities, and/or military.
14. Arranges and organizes conferences between students and college/career/vocational representatives.
15. Reviews students' academic performance and confers with students and parents as needed.

24. Explores alternative educational opportunities with students.
25. Monitors student Service-Learning Hours and monitors all high school graduation requirements.
 
1. Works with administration to obtain school records from the student’s previous school (where applicable) and forwarding student records when appropriate.
28. Keeps current with changes in counseling strategies and implementation techniques.
55. As part of the school leadership team, assist in improving equity and access for all students.
82. Provide counseling for students struggling with attendance, discipline, and/or academics.
 
 II.        ASSISTANCE TO INSTRUCTIONAL STAFF:
 
1. Works cooperatively with other school personnel in the identification, diagnosis, and remediation of individual students with specialized needs. 
2. Meets with appropriate department chairperson regarding that department's course offerings and curriculum changes.
3. Assists in the planning for and supervision of all standardized testing programs.
4. Arranges for conferences with parents and teachers as needed.
5. Participates in multi-disciplinary conferences as needed.
6. Works with teachers, special service personnel, administration, and staff to develop new programs and explore innovative developments in the total school program.

PERFORMANCE RESPONSIBILITIES:

6. Sets limits of student behavior which are defined, communicated, and monitored.

8. Keeps parents and students informed of each student’s academic progress.
9. Teaches in full compliance with curricular requirements of the State and of the Board.

13. Supervises, classifies, evaluates and guides students.
14. Utilizes community resources for the enrichment of the educational program.
15. Assists in maintaining good school-community relations.
16. Participates, from time to time, in the development of District Policies, and Administrative Regulations, on an appointive, elective, or volunteer basis.
17. Is responsible for student safety education and accident prevention.
18. Reports all unsafe conditions to the school principal promptly.
19. Reports all accidents or injuries to the principal as soon as possible.
20. Supervises and intervenes to regulate student behavior so as to alleviate the risk that inappropriate behaviors will place students or staff at risk of harm.
 
TERMS OF EMPLOYMENT:
                              Salary is based on Schedules A and B of the collective negotiated Agreement.
 
EVALUATION:
                              Each employee in contractual continuing service shall be evaluated at least once every two (2) years.  Each employee not in continuing contractual service shall be evaluated once every year.
 
PHYSICAL DEMANDS:
 
Handle work which deals mostly with people, objects, equipment in a general setting; depth perception and field of vision are important. Employee regularly is required to bend, stoop, twist, turn, reach, lift (up to 50 pounds), carry, pull, push, climb, and kneel; walking and standing approximately 50-75% of each shift. Employee must recognize differences in sound, such as voices/noises that are loud and playful instead of angry and combative; ability to differentiate tones and volumes in conversation.
 
MENTAL DEMANDS:
 
The Teacher must ensure that children are supervised at all times, and that children are involved in safe and appropriate activities. There may be a number of situations happening at once, and the Teacher must be prepared to handle accidents and emergencies at any time.

RESPONSIBILITIES:

• Coordinate and administer tests and language assessments for the purpose of evaluating student’s placement/progress in meeting academic learning targets and progress in language acquisition. Maintains complete and accurate records of student's progress and evidence of growth and progress.
• Plans, organizes, and provides instruction in English and Spanish based on the Core Curriculum Content Standards and Illinois English Language Proficiency Standards (IELPS). Instruction must be consistent and coordinated with the district's instructional program so that students meet and exceed learning targets and the requirements outlined in the state and federal law.
• Coordinate the administration of required language proficiency and academic achievement tests for placement and ongoing monitoring of student progress and determining when student is to be exited from program.
• Develops and delivers lesson plans utilizing a broad range of appropriate differentiated techniques and strategies addressing all aspects of communication that develop each student's ability to read, write, speak, and listen in content areas at levels that ensure learners meet or exceed learning targets, and allow English learners to meaningfully access the district's instructional program.
• Compile and maintain a profile summary (record of achievement and progress) for each student.
• Gather and report data for annual ISBE and other required reports (census, application, grant, annual report, etc.).
• Provides a nurturing, supportive, and positive learning environment with high expectations that encourage student responsibility, enhance motivation, clearly communicate classroom routines, and incorporate challenging instructional strategies.
• Promote research-based pedagogical practices among program staff.
• Coordinate communication among bilingual/ESL teachers about issues and needs relating to ELL students.
• Serve as liaison between students in the program and/or their parents with staff and community services.
• Design and conduct academic support programs for students as they transition to the mainstream
• Facilitate workshops for parents.
• Articulate with District 61 administration and staff on behalf of ELL and ESL students.

The Teacher will be working in a busy and occasionally noisy environment. There may be a number of activities and situations happening at once, and the Teacher will have to supervise all students at all times.

TITLE:           High School Counselor
 
PURPOSE:    
To assist students in making educational, career, and/or life plans that holds promise for their personal fulfillment as productive citizens.
 
QUALIFICATIONS:
1. Holds a valid Illinois Professional Educator License
2. Holds a certificate as a guidance counselor – or- Holds a type 73 certificate
3. Master’s Degree or higher education
4. The ability to function effectively as a member of the school staff.
5. Good organizational skills, detailed oriented, and ability to prioritize tasks effectively and efficiently.
6. Ability to understand and follow basic oral and written instructions.
7. Good written and communication skills.
8. Ability to communicate to students, parents, staff, and administration in a courteous manner.
REPORTS TO:  
The Principal or Designee
 
MAINTAINS LIAISON WITH: 
Parents, Staff, Administration, and post-secondary institutions.  Communicates on a regular basis or as requested by parents, staff, and/or administration.
 
DUTIES AND RESPONSIBILITIES:
(The following are the essential fundamentals to include but not limited to the following job duties.)
I.         MANAGEMENT AND COORDINATION OF STUDENTS SERVICES:
 
1. Assists teachers, parents/guardians, and other stakeholders in interpreting and understanding student data.
2. Counsels and assists students in course and subject selection.
3. Assists students individually, or in groups, with developing academic, career, and personal/social skills, goals, and plans throughout their educational career.
4. Assist new students with scheduling, orientation, and transitioning to new environment.
5. Help students with coping and/or problem-solving skills.
6. Remains readily available to students so as to provide counseling that will lead each student to increased personal growth, self-understanding and maturity.
7. Assist with the preparation and mailing of college, scholarship, financial aid and employment applications.
8. Initiates, assembles, maintains, interprets, and protects the confidentiality of student information and data. 
9. Assists with and updates Individual Career Exploration Plan and transcripts for assigned students.
10. Promotes drop-out prevention.
11. Provides resources for students who express interest in school and/or community activities/programs.
12. Consults and collaborates with the teachers, school psychologist, social workers, administrators, families, and community resources to develop student success.
13. Assist students with gathering information regarding admissions for trade schools, special skills schools, programs, colleges, universities, and/or military.
14. Arranges and organizes conferences between students and college/career/vocational representatives.
15. Reviews students' academic performance and confers with students and parents as needed.
16. Counsels students who are enrolled in
17. DPS alternative schools/programs (This applies to counselors assigned to alt ed.)
18. Will evaluate high school students’ transcripts prior to alternative education placement.
19. Schedule meetings with students and parents for education-related purposes.
20. Assists students with post-secondary options.
21. Collaborate with Innovation Programs to assist with referring students for part-time job placement and/or college visits/fairs.
22. Conducts follow-up of students new to the school to determine their academic and social adjustment to school.
23. Utilize data to identify student struggles, needs, and/or barriers to academic success.
24. Explores alternative educational opportunities with students.
25. Monitors student Service-Learning Hours and monitors all high school graduation requirements.
 
1. Works with administration to obtain school records from the student’s previous school (where applicable) and forwarding student records when appropriate.
28. Keeps current with changes in counseling strategies and implementation techniques.
55. As part of the school leadership team, assist in improving equity and access for all students.
82. Provide counseling for students struggling with attendance, discipline, and/or academics.
 
 II.        ASSISTANCE TO INSTRUCTIONAL STAFF:
 
1. Works cooperatively with other school personnel in the identification, diagnosis, and remediation of individual students with specialized needs. 
2. Meets with appropriate department chairperson regarding that department's course offerings and curriculum changes.
3. Assists in the planning for and supervision of all standardized testing programs.
4. Arranges for conferences with parents and teachers as needed.
5. Participates in multi-disciplinary conferences as needed.
6. Works with teachers, special service personnel, administration, and staff to develop new programs and explore innovative developments in the total school program.
7. Uses grammatically correct English in verbal and written communications.
                                                                                                                     
III.        STAFF AND PROFESSIONAL RESPONSIBILITIES:
1. Takes an active role in interpreting the school's objectives, rules, and policies.
2. In cooperation with local agencies, participates in Career Awareness Programs and/or assemblies.
3. Provides approved material for press releases and/or newsletters.
4. Maintains and submits accurate and timely records/reports as required by law, Board policy, and administrative guidelines.
5. Follows building and district rules, procedures, and policies.
 
TERMS OF EMPLOYMENT:
Wages, hours, terms, and conditions of employment pursuant to the collective bargaining agreement.

PHYSICAL DEMANDS: 
 
While performing the duties of this job, the employee is required to handle work which deals mostly with people, objects, and equipment in a general setting. The employee may be required to use repetitive hand motions, including prolonged use of a computer terminal. The employee is frequently required to sit, see, talk and hear. The employee is occasionally required to stand, walk, bend, stoop, and kneel. The employee may be required to lift up to 20 pounds.
 
Specific vision abilities required by this job include close vision, depth perception and ability to adjust focus with or without correction.
 
The employee must recognize differences in sound, such as voices/noises that are loud and playful instead of angry and combative. The employee must have the ability to differentiate tones and volumes in conversation. The employee should hear in the normal audio range with or without correction.
 
WORK ENVIRONMENT: 
The noise level in the work environment is usually moderate.
 
MENTAL FUNCTIONS: 
While performing the duties of this job, the employee regularly is required to compare, analyze, communicate, coordinate, compile, instruct, synthesize, evaluate, use interpersonal skills, negotiate, and maintain emotional control under stress. The employee frequently is required to compute. The employee occasionally is required to copy.
