Chief Financial Officer
Conway Public School District
Qualifications: - Significant experience with Arkansas School Finance, Arkansas Public School Computer Network (APSCN), and Arkansas accounting procedures
- Previous experience with school finance
- Strong verbal, writing, analytical, and interpersonal skills
- Thorough knowledge of all accounting and tax-related legislation, regulations, and reporting procedures
Reports to:
Deputy Superintendent
Supervises:
Directly supervises all employees in the accounting/fiscal services department in accordance with District policies and applicable laws.
Terms of Employment:
The contract length will be 240 days.
Evaluation:
Based on local district policy and Department of Elementary and Secondary Education guidelines and performed by the superintendent.
Job Goal:
The Chief Financial Officer will endeavor to direct the financial and business activities of the District to ensure the efficient and economic use of District financial resources personally or through subordinates to accomplish the educational goals of the District.
Performance Responsibilities: - Follows and maintains knowledge of all District policies and procedures.
- Serves as District treasurer.
- Is administratively responsible for general and property accounting, payroll and benefits accounting, accounts payable, accounts receivable, internal auditing, and budgetary controls.
- Updates, modifies, and conducts internal financial audits to ensure that appropriate records are being maintained and that established procedure is being followed; takes action as necessary to correct any irregular findings.
- Is responsible for the supervision and management of the District's business office and works collaboratively with building level administrators to support building financial operations.
- Is administratively responsible for Arkansas Public School Computer Network financials.
- Provides ongoing professional development for principals and financial bookkeeping staff across the district.
- Is administratively responsible for preparation of annual and interim budgets: analyzes financial information detailing assets, liabilities, and capital; prepares balance sheet, profit and loss statement, and other reports to summarize current and projected school financial position; prepares and makes presentations that summarize and forecast the school system's business activity and financial position in areas of income, expenses, and earnings based on past, present, and expected operations; is responsible for long-range budgetary planning and projections.
- Is responsible for working collaboratively with district and building personnel to develop, monitor, and coordinate budgetary matters relative to the District's federal programs.
- Is administratively responsible for the District's payroll accounting operations: provides direction and supervision for preparation of contracts, personnel record updating, insurance, retirements, annuities, dues, posting leave, unemployment, worker's compensation, cafeteria plan, fringe benefits, garnishments, etc.
- Directs the revision and updating of the purchasing procedures for the District that will enhance education and provide financial accountability.
- Prepares reports required by the Conway Public School Board and regulatory agencies.
- Maintains debt service records and advises the Superintendent in bond issue matters.
- Monitors and manages cash flow to assure that separate accounts are adequately funded; maintains records on bank accounts, certificates of deposits, etc.
- Administratively assists on all committees and/or issues relating to fringe benefits for licensed and non-licensed staff.
- Maintains records of inventory and real estate.
- Keeps informed of all legislation concerning school business administration.
- Other duties, as assigned.
