    JOB DESCRIPTION – DIRECTOR OF BUILDINGS & GROUNDS
    DEPARTMENT OF BUILDINGS & GROUNDS

     
     
    JOB PURPOSE
    Is responsible for overseeing the maintenance, repair, and operations of all district facilities, capital improvement, facilities planning, and infrastructure management. The position ensures that school buildings and grounds, administrative buildings and grounds, and support facilities are safe, highly functional, and well-maintained environments conducive for teaching and learning. The position ensures that school buildings and grounds, administrative buildings and grounds, and support facilities are designed, constructed, renovated, and maintained to provide a safe, sustainable, inclusive, and effective learning environment. The Director will lead long-term facilities planning, manage capital improvement projects, and oversee maintenance operations in alignment with district strategic goals and budgetary constraints. The position is the direct report of the Assistant Superintendent of Operational Management.
     
    ESSENTIAL JOB FUNCTIONS/CORE RESPONSIBILITIES
    EDUCATIONAL & ORGANIZATIONAL LEADERSHIP
    1. Develop and implement comprehensive facilities maintenance strategies aligned with the district’s strategic plan and operational goals in collaboration with district and school administrators, staff and parent-teacher organizations.
    2. Lead strategic planning initiatives, capital improvement projects, and budget forecasting for facility operations and maintenance.
    3. Supervise and evaluate subordinate supervisory, technical and support staff; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; and recommending employee transfers, promotions, discipline and discharge.
    4. Collaborate with district administrators and educational leaders to ensure that facility and maintenance enhancements support academic excellence.
    5. Interact and communicate with various groups and individuals such as the immediate supervisor, Superintendent, subordinates, other District administrators and staff, school administrators and staff, Board members, State Department of Education personnel, various councils and committees, parents, students, design professionals, contractors, vendors and service providers, and the general public.
    6. Provide organizational leadership to a diverse team of facilities/maintenance professionals by fostering a culture of continuous improvement and professional development.
    7. Prepare and/or process budget documents, financial reports and analyses, estimates, Board reports, performance evaluations, various operations / administrative reports, memos, correspondence, etc.
    8. Mentor and supervise facilities and maintenance staff, including training on best practices in mechanical engineering and modern maintenance methodologies.
     
    OPERATIONS & MAINTENANCE MANAGEMENT
    1. Oversee daily operations of maintenance, custodial, and repair services across all district facilities.
    2. Implement preventative maintenance programs to reduce downtime and extend the lifecycle of facility assets.
    3. Inspect school facilities on a regular basis to determine needed maintenance and repairs; prepares cost estimates for facility renewal, repair and maintenance projects.
    4. Inspects maintenance and repair work performed by department staff for compliance with work orders, deadlines, codes and regulations, and standards of quality and safety.
    5. Ensure compliance with local, state, and federal regulations, as well as safety and environmental standards.
    6. Facilitate cross-department collaboration to integrate facility management into broader educational initiatives.
     
    MECHANICAL ENGINEERING & TECHICAL OVERSIGHT
    1. Apply mechanical engineering principles to oversee the design, installation, and maintenance of HVAC, carpentry, plumbing, electrical, and other mechanical systems.
    2. Evaluate and implement emerging technologies and energy-efficient solutions to improve facility operations and reduce operating costs.
    3. Conduct technical audits and collaborate with external consultants for specialized engineering projects.
    4. Select, hire and supervise the work of architects and engineers on new construction and renovation projects; facilitates related bid processes; supervises the activities of construction management firms, ensuring that contractors, architects and engineers adhere to contracts, specifications and applicable codes, and provide quality products; works with attorneys as necessary to resolve disputes with contractors and design professionals.
     
    SAFETY & COMPLIANCE MEASURES
    1. Ensure compliance with health, safety, and environmental standards across all district facilities
    2. Conduct regular inspections and audits to identify potential hazards and maintenance needs
    3. Maintain records related to maintenance activities, inspections, and regulatory compliance.
    4. Develop and provide in-service training and staff development opportunities. Develops and implements department policies and procedures.
     
    BUDGET & VENDOR MANAGEMENT
    1. Develop and manage the facilities operations budget, ensuring effective allocation of resources, cost control, authorizes invoices and statements for accounts payable, purchasing of equipment, supplies, and contracted services within budgetary constraints and following procurement guidelines.
    2. Negotiate and manage contracts with vendors, contractors, and service providers to ensure quality service delivery and adherence to district standards to include but not limited to fire monitoring/suppression systems, grounds maintenance, elevator servicing, pest management, utility systems maintenance, and communication systems.
    3. Prepare detailed reports for district leadership on maintenance activities, capital expenditures, and project progress.
     
    PROFESSIONALISM
    1. Operate a vehicle and a variety of equipment such as a computer, printer, copier, calculator, telephone, etc.; uses clerical and computer supplies, measuring devices, camera, engineering scales, ladders.
    2. Attend training, seminars and conferences, etc., as necessary to maintain and enhance job knowledge and skills.
    3. Assist with special projects as assigned.
    4. Maintain professionalism in demeanor, dress and demonstrate a welcoming approach in all interactions.
    5. Maintain confidentiality of information processed through the Office of Buildings and Grounds by handling sensitive and private information with discretion.
    6. Perform all other essential functions, duties and responsibilities directly or indirectly related to the job description as assigned by the Assistant Superintendent for Operational Management or the Superintendent.
     
    QUALIFICATIONS
    • Bachelor’s degree in Mechanical Engineering, Facilities Management or related field preferred
     
    • Advanced degree in Educational Leadership, Administration preferred
    • Professional certification in facilities management or related field preferred.
    • Three to five years of responsible experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
    • Must possess a valid state driver’s license.
