JOB GOAL: To assist the Principal in the smooth, efficient operation of the elementary school, including discipline of students, day-to-day operations, being an instructional leader and evaluation of instructional and non-instructional staff.  Serve as liaison between employees, parents, and the Principal.
 
PERFORMANCE RESPONSIBILITIES: (may include but not limited to the following):
1.    Participate in the evaluation of instructional and non-instructional staff members, and assist in the analysis of performance of various other staff members.
2.    Assist in the assignment of teachers to achieve the best possible educational environment of students.
3.    Assist in the preparation and scheduling of effective and relevant teacher meetings.
4.    Assist in the analysis of curriculum and recommend changes and in-service programs.
5.    Assist in the purchases of appropriate materials to implement the instructional and support programs of the school.
6.    Responsible for the inventory of materials, supplies, and instructional equipment in the school.
7.    Responsible for policies and programs intended to assure the health and safety of all members of the student body, and provide leadership for the student body, which includes supervision and/or discipline where appropriate and maintenance of appropriate levels of behavior by all members of the group.
8.    Assist in the organization and administration of the full range of extracurricular activities as assigned by the Principal.
9.    Maintain close contact with parents in order to better understand and communicate with students.
10.    Maintain close association with the school community and provide leadership and direction for parent activities.
11.    Assist the Principal in the general administration of the school and serve as Principal when the Principal is absent.
12.    Serve with parent, faculty, and student groups as requested in advancing educational and related activities.
13.    Assist in the development and achievement of curriculum goals and objectives.
14.    Primarily responsible for school-wide data processing, which includes generating forms, lists, and registration.
15.    As assigned, serve on District and in-building committees.

TERMS OF EMPLOYMENT: Twelve-month contract.  Salary and work schedule as per contract.

Bachelor's degree in curriculum and instruction, education, or related field is required.  Master's degree in related field is required.
Completion of courses in leadership, curriculum and instruction, assessment, and educational administration is required.  A minimum of three (3) years of successful school experience as a licensed professional, preferably at the elementary school level.  A minimum of three (3) years experience in a curriculum and instruction leadership role and/or other job related occupation is required with demonstrated results in improving academic performance of students.  Demonstrated experience within the areas of responsibility is required.

BASIC FUNCTION:
The principal is the instructional leader of the school, responsible for establishing an instructional vision and a focused plan for improving student achievement; monitoring and supervising instruction; supporting teachers in improving their instructional practice; creating a community of continuous learning for all staff and students; and fostering a culture of high expectations for all staff and students.  In addition, the principal is charged with building strong partnerships with families and community, creating a safe, supportive school climate, and effectively managing operational, technical, and staff issues to promote instructional progress.
REPRESENTATIVE DUTIES:

Assists Professional Learning Communities to identify specific challenges and strategies to help the school attain its goals.
Leads the development, evaluation, and improvement of instructional programs that provide access and support to the rigorous instruction for all students.
Promotes a positive, caring climate for learning; deals sensitively and fairly with persons from diverse cultural backgrounds; and communicates effectively with students, staff, and parents.
Leads development of school improvement plans with staff, parents, and community members; develops, maintains, and uses information systems and relevant data to track progress on school performance objectives and academic excellence indicators.
Regularly observes classroom instruction and works to improve employee performance as principle evaluator for employee evaluation systems.
Assists in interviewing and selecting staff; orients new staff; manages staffing allocations.
Articulates the school's mission to parents and solicits their support in accomplishing the mission; and uses appropriate and effective techniques to encourage parental involvement.
Supervises or delegates all school operations, including daily school activities, the development of class schedules, teacher assignments, and extracurricular activity schedules; supervises monitoring of student attendance; and complies with federal and state laws, Office of Public Instruction rules, and board policy
Ensures that students are adequately supervised during non-instructional periods; develops and/or helps maintain a student discipline management system that results in positive student behavior; ensures that school rules are uniformly observed and that student discipline is appropriate and equitable, conducting conferences on student and school issues with students, parents, and teachers.
Applies current research to ensure effective teaching and learning experiences for teachers and students.
Follows a planned professional growth program, participates actively in local and state professional associations/organizations as assigned; and studies local, state, and national guidelines for effective services in areas of responsibility.
Prepares and manages the school's annual budget in accord with District parameters and the school's instructional and operational needs.
Supervises and evaluates the performance of assigned staff, and arranges for appropriate training of subordinates and provides for remediation of employees when necessary.
Assures accurate and timely dissemination of information.
Serves on committees as appropriate or assigned by immediate supervisor.
Represents the District as a liaison in meetings and committees that are related to areas of responsibility as assigned.
Represents the District, when so assigned in social, organizational, ceremonial, political, or other functions.
Keeps informed of current trends in improved student learning and positive climate within schools, and other pertinent areas, such as federal, state and local laws and District regulations, policies, and procedures.
Provides leadership and expertise in forming, guiding, and counseling District committees, groups, councils, and advisories for assigned areas of responsibility, providing leadership, support, and guidance to staff and members of the community to ensure thorough communication relative to the educational design and delivery process.

DESCRIPTION:
           
1.	Provide assistance and ongoing training to staff in the design and implementation of personalized student behavioral intervention plans and other areas associated with Tier 1 classroom management systems and behavioral intervention strategies to promote a healthy classroom environment and effective planning, organization, and implementation of strategies for optimum behavior outcomes.
2.	Work with students, parents, and staff in developing behavior plans, based on collected data, to address identified behaviors. Help students assume responsibility for their own self-regulation and behavior.
3.	Work with students and parents/guardians to develop cooperative and trusting relationships with the teacher, school, and community resources.  This includes establishing lines of communication between the home and school, and understanding the importance of daily school attendance.
4.	Collaborate and maintain frequent communication with parents, school and district administration, and community professionals in ensuring students are receiving the supports needed to be successful. This may include assisting in coordinating access to community services for families.
5.	Design and implement a fair and equitable referral process that is consistently applied in all schools. Collect and maintain data pertinent to the scope of the job, including an annual report documenting the program services and data showing results of services.
6.	If serving as a teacher in a transitional classroom setting, work with community professionals, the District team, and building administrator(s) in the design and implementation of an effective transitional learning classroom environment for elementary students.
7.	Follow BPS policies and procedures, including disciplinary policies. Exercise fiscal responsibility with any given annual budget. Be able to drive and access all district buildings as necessary during the day.
8.	Attend pertinent professional development opportunities.
9.	Identifies needs and sets goals for own growth and development; meets all mandatory organizational requirements.

16.    Provide orientation of new buildings and new class schedules to students with visual impairments as needed, including those community settings where students receive instruction.

EXAMPLES OF DUTIES  Keeps building and premises, including sidewalks, driveways and playgrounds neat, clean and safe at all times; sweeps and cleans classrooms daily; cleans corridors each day as required; scrubs, disinfects toilet rooms daily; performs flag duties daily; opens buildings and checks daily to insure that all exit doors are open; cleans and maintains all boilers, furnaces and other building equipment; has knowledge of painting, general repairs to plumbing, electrical and all other maintenance being performed.  Assumes responsibility for general security of building; performs emergency duties of cleaning and building maintenance as necessary; regulates temperature of building; washes windows on outside at least twice per year; performs yard keeping duties.  Reports to administrator all damage, emergencies, repair requests, supply requests, personnel problems and any other information requested by administrator.  Maintains a record of service to all mechanical equipment in building.  Remains on the school premises during duty hours and during other hours when state boiler regulations requires the attendance of a licensed operator, also when administrator requests.  Will be responsible for personnel training, supervision, follow-up performance checks, payroll sheets, substitutes, and other records pertaining to custodial staff.  Performs other related work as required.

GENERAL DEFINITION AND CONDITIONS OF WORK
Manages student learning in accordance with the goals and directives of the school and of the school district.
 
ESSENTIAL FUNCTIONS/TYPICAL TASKS
The minimum performance expectations include, but are not limited to, the following functions/tasks:
 
• Maintains and respects confidentiality of student and school personnel information;
• Maintains a discipline and classroom control that fosters a safe and positive environment for all students and staff in accordance with school and district policies;
• Ensures the adequate supervision to assure health, welfare, and safety of all students;
• Takes all necessary and reasonable precautions to protect students, equipment, materials, and facilities;
• Reports to office upon arrival at school;
• Reports all student injuries, accidents, illnesses, and discipline problems to the appropriate authority immediately or as soon as is reasonably possible;
• Implements the prepared lesson plans, while ensuring the integrity of academic time and in a manner which motivates students to learn and participate;
• Organizes students for effective instruction;
• Dismisses all students from the classroom before leaving the building;
• Completes a Substitute Teacher Report Form for the regular classroom teacher;
• Complies with and supports school and division regulations and policies;
• Models non-discriminatory practices in all activities;
• Performs other related duties as assigned by building administrator(s) in accordance with school/district policies and practices.
 
KNOWLEDGE, SKILLS AND ABILITIES
Must be able to follow oral and written directions and have the ability to establish effective working relationships with staff and students. Must possess the ability to maintain effective classroom management strategies.
 
EDUCATION AND EXPERIENCE
High School Diploma.  

SPECIAL REQUIREMENTS
 
• Candidate must be at least 18 years of age.
• Candidate must do an online orientation session.
• Candidate must agree to authorize Billings Public Schools to conduct a Criminal History Search/fingerprinting.
• Candidate must possess good moral character.
 
PHYSICAL DEMANDS/REQUIREMENTS
Duties performed typically in school settings to include: classrooms, gymnasium, cafeteria, auditorium, and recreational areas. Frequent walking, standing, stooping, lifting, up to approximately 30 pounds and occasional lifting of equipment and/or materials weighing up to 40 pounds may be required. Other physical activities may be required. Occasional travel with students on field trips may be necessary. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise and hazards. Occasional movement of students by wheelchairs and other mechanical devices may be required. Regular Instruction to special needs children may be necessary. Daily personal and close contact with children to provide classroom management and learning environment support is required on assigned days. Regular contact with other staff members and building administrator(s) is required on assigned days as a substitute.
