Summary of Position:
This position oversees the Innovative Educational Services Division, managing leadership development programs, professional learning, and curriculum leadership services for Chester County educators. Responsibilities include coordinating statewide initiatives for the Pennsylvania Department of Education, such as the Statewide System of Support Programs, and ensuring compliance for local school districts. The role also develops collaborative professional learning communities and creates feedback systems to meet the evolving needs of educators. Additionally, the position facilitates learning networks for assistant superintendents and leads the Aspiring Superintendents Leadership Academy. Other duties include overseeing grant-related programs, coordinating certification and endorsement offerings, and providing leadership in educational technology integration to improve student outcomes.
Dimensions and Organizational Relationships of Position: The Director of IES is a cabinet level position and reports to the Assistant Executive Director. The division has approximately 30 full and part-time employees. The position is responsible for providing professional learning for external clients including school districts, the Pennsylvania Department of Education, PAIU, higher education institutions and other public and private organizations throughout Pennsylvania. As a member of the cabinet, the director has organization-wide responsibilities, which include recommending organizational goals, evaluating staff, strategic planning and recommending new policies and procedures.
The position works closely with other division directors within the Intermediate Unit to develop new programs and coordinate collaborative projects. The position also serves on regional and state planning committees to develop new services, programs and resources.
Essential Duties and Program Responsibilities: - Leadership and Oversight of Innovative Educational Services
- Directs the operations and supervision of the Innovative Educational Services (IES) Division.
- Provides leadership for professional learning, curriculum services, and statewide educational initiatives.
- Oversees the development and delivery of statewide programs in collaboration with the Pennsylvania Department of Education (PDE).
- Leadership Development and Professional Learning
- Develops and implements curriculum and professional learning supports for CCIU organizational leaders.
- Provides consultation and guidance to internal leaders and external stakeholders.
- Statewide Educational Systems and Compliance
- Leads the coordination of Pennsylvania’s Statewide System of Support (SSoS) programs for Chester County schools.
- Manages state-mandated initiatives such as safe schools, school accountability, STEM education, and comprehensive planning.
- Supports schools and districts in customizing and implementing statewide educational programs.
- Collaboration and Professional Learning Communities
- Establishes and oversees professional learning communities for curriculum directors, principals, instructional coaches, and other educators.
- Designs programs and feedback systems to ensure alignment with the needs of Chester County educators.
- Expands CCIU’s educational services beyond Chester County.
- Conference and Professional Development Coordination
- Plans and delivers professional development programming for Chester County superintendents and the Suburban Schools Study Council.
- Aligns professional learning opportunities with PDE’s Act 48 PIL requirements.
- Introduces district leaders to emerging educational trends, technologies, and best practices.
- Regional and Assistant Superintendent Networks
- Co-facilitates learning networks for assistant superintendents in Chester County and the surrounding region.
- Organizes professional collaboration and leadership development opportunities.
- Conducts needs assessments and implements strategies to support district leadership.
- Aspiring Superintendents Leadership Academy
- Designs and facilitates a leadership academy for future superintendents.
- Coordinates mentorship, training, and panel discussions with experienced district leaders.
- Provides insight into key superintendent responsibilities such as governance, crisis management, and finance.
- Grant Management and Special Initiatives
- Manages grant-funded initiatives such as the Comprehensive Support and Improvement (CSI) grant and Evidence Resource Center.
- Ensures the effective delivery of technical assistance and professional learning for CSI schools.
- Collaborates with PDE to align grant priorities with statewide educational goals.
- Educational Technology and Innovation
- Leads instructional technology initiatives, including artificial intelligence, online instruction, and learning management systems.
- Provides strategic direction for technology integration to enhance student learning outcomes.
- Oversees professional learning related to emerging digital tools and instructional design.
- Expertise in Curriculum, Assessment, and Policy
- Possesses advanced knowledge in curriculum development, assessment, and professional learning.
- Understands national and state-level school accountability systems.
- Applies policy insights to develop technical tools and professional development resources.
- Supervision and Organizational Leadership
- Directs professional staff, including Teaching and Consultation (TaC) personnel.
- Leverages experience as a principal and district-level leader to shape professional learning services.
- Ensures continuous improvement in educational programs through data-driven decision-making.
Education and Experience: - Master’s degree in Education, Doctorate preferred.
- Experience and expertise in the areas of classroom instruction, educational theory, curriculum development, assessment, and adult education.
- Excellent organizational and communication skills.
- Principal experience preferred.
- Central office experience required.
- Superintendent experience preferred.

Salary Range (2025-2026):
Administrators, Level C ($159,103 - $198,879)
* Salary is based on years of direct experience in a comparable role.
260 day position, 7.5 hours per day, 5 days per week
