Job Description
 
Purpose Statement The job of Multi-Tiered System of Support (MTSS) Coordinator is done for the purpose/s of supporting the effective implementation of the district's multi-tiered system of support model and vision for students with academic and behavioral challenges. The MTSS coordinator will assist in all MTSS procedures across the district, including communication with building site teams, working with the curriculum department in developing training for district staff, providing resources in the area of MTSS, guiding school-based processes, and monitoring data to increase student achievement. The 504 Coordinator is responsible for coordinating policies and procedures relating to students with disabilities, tracking progress related to Section 504 policies and procedures, maintaining all data required for Section 504, and providing training and consultative services to school staff regarding Section 504.
 

Responsibilities and Essential Functions:  
 
• Ability to use, understand, and disaggregate appropriate data for diverse purposes which will include presentations to multiple audiences. 

• Lead and monitor a district-wide MTSS implementation plan aligned with the district’s vision for MTSS.

• Implement and lead a District MTSS Committee that includes representation from school sites and other key stakeholders. 

• Based on a needs assessment, oversee the development of Tier 1, 2, and 3 intervention protocols, problem-solving processes, data-based decision-making, progress monitoring, and communication and collaboration processes among student support teams. 

• Identify and implement district-wide universal screening for academics, social-emotional learning, and behavior. 

• Develop training programs and provide ongoing coaching for leadership teams, staff, and teachers on the MTSS framework and research-based practices for tiered intervention. 

• Implement an MTSS intervention management system and partner with school sites to ensure effective data collection, data analysis, and program evaluation and efficacy. 

• Coordinate and organize meetings between school representatives and district committees to provide support and consultation.  

• Collaborate with school administrators to identify areas for improvement and propose solutions to district committees.

• Facilitate the implementation of the district’s policies and procedures related to Section 504 and ensure that they are applied consistently across the district and at each school building.

• Coordinate revisions to district policies and procedures related to Section 504, as necessary, to ensure that they are up-to-date and consistent with current requirements under these laws.

• Develop and maintain a systematic process for monitoring both district- and building-level compliance with Section 504 requirements. 

• Monitor all Section 504 data, such as number of eligible students, compliance data, Section 504 plans, etc.  

• Provide information about the availability and use of the grievance procedure and maintain a record of all grievance problems and solutions. Respond to students, parents, staff, administrators, and others who report suspicion of Section 504 violations. 

• Support building level teams in identifying educational needs, supports, and services for students eligible for 504 services through the development of effective professional learning.

• Coordinate training for building-level Section 504 designees and ensure that they are informed about their job responsibilities.  

• Provide ongoing support and training to administrators and district- and building-level staff about requirements under Section 504, staff responsibilities, complaint procedures, and related district policies and procedures. 

• Maintain up-to-date knowledge and expertise on evidence-based practices, legal mandates and service delivery to students eligible for 504 services.

• Attend district, local, and/or national professional development conferences for the redelivery of information and/or working with diverse stakeholders. 
 
Other Duties
 
Assume other responsibilities as assigned by the Executive Director of Student Support Services.
 
Qualifications: 
 
1. Master's degree in Education, Special Education, School Counseling, School Psychology, Administration, or a related field 

2. 5 to 7 years of experience in education, preferably with supervisory experience

3. Possess appropriate and valid SC Educator Certification

4. Extensive knowledge of the MTSS framework that includes positive behavior interventions and supports (PBIS), response to intervention (RTI), social-emotional learning (SEL), restorative practices, trauma-informed practices, and family engagement. 

5. Extensive knowledge of ADA/Section 504 and related standards. Knowledge of physical, medical, psychological, and learning disabilities, and reasonable accommodations for specific disabilities. Knowledge of adaptive equipment and technology. 

6. Experience and training with effective academic and behavioral interventions, including school-wide, classroom, and individual student behavior intervention plans, school improvement, and cultural diversity.  

7. Experience providing and coordinating staff development activities and curriculum design.

• Compile, maintain, and electronically file all reports, records, and meeting paperwork, and submit required components to district office according to established timelines

• Develop, monitor, and report on goals; determine needs, design interventions utilizing research-based best practices

• Provide clear documentation in designated platforms that support the progress and growth of students toward their documented goals

• Participate in IEP meetings and other meetings as LEA

• Collaborate with the Special Education Teacher(s) to select assessments and materials, establish system for data collection, and collection and organize all completed relevant assessment data

• Utilize data collected from school psychologists, special education teachers and therapists, to draft student’s initial, annual, and amendment IEPs in collaboration with the student’s team lead and within the district’ required preparation timelines

PERFORMANCE RESPONSIBILITIES:
1. Orders and purchases food and supplies wisely and upon delivery, checks against invoice for quality, quantity and accurate weight.
2. Maintains adequate and accurate records and controls to include: financial, personnel, inventories, operation reports and records, and the purchasing of food supplies.
3. Prepares and posts 10 days of advanced Planning and Production Records which includes the quantity of food, serving size, converting of standardized recipes to desired yield and the preparing employee.
4. Determines the size of servings to meet the necessary age requirements according to the USDA guidelines.
5. Supervises and assists in preparation, service, storage and care of food and proper cleaning of equipment and facility according to District, DHEC, “Serve Safe”, and HACCP guidelines.                           
6.  Inspects and maintains food service facility for highest standard of safety and sanitation hazards and ensures that all problems noted are corrected in a timely manner.
7. Cooperates with health officials in supporting local and state public health laws.
8. Reports to the Principal and/or Food Service Director or Field Supervisor any problem or accident which occurs in the kitchen or cafeteria.
9. Provides food service employees with a written and oral evaluation on a semi-annual basis or as needed.
10. Confers with School Food Service Director regarding any personnel or any others problems of the kitchen or cafeteria.
11. Assumes responsibility for the security of revenue from cafeteria services and assures accounting for the amount turned over to the proper authorities.
12. Performs the duties of assistant manager, cashier or technician as needed.
13. Handles employee conflicts and problems effectively and confidentially.
14. Maintains a filing system for inventory, perpetual inventory, cost control, invoices, personnel forms, payroll time sheets and accident forms.
15. Conducts employee meetings and training on proper use and care for all equipment.  Trains employees to use proper sanitation and handling procedures for food, using the “Serve Safe”/HACCP guidelines.

• Assists in the preparation of monthly, semi-annual, annual, and periodic reports on program administration and logistics.

• Maintains up-to-date knowledge on all aspects of the military branch.

• Assesses JROTC program to assure program objectives are met.

• Attends military-sponsored seminars to keep abreast of new requirements of program management.

• Makes annual presentation on JROTC Program to all students at feeder schools.

• Takes courses of instruction to improve teaching abilities.

• Counsels students in the JROTC Program.

• Maintains contact with civic groups to obtain their recognition of the JROTC program.

• Performs other duties as necessary for the effectiveness of the organization and the safety of students.

JOB DUTIES:
 
• Supports and upholds the mission, vision and strategic goals of Sumter School District.

• Teaches concepts and skills in law enforcement, including such areas as case studies, crime scene investigation, fingerprinting, handcuffing, and searches and seizures.

• Recruits professionals in the field to serve on the annual advisory committee; meets semi-annually to solicit input from community partners regarding current issues and employment opportunities.

• Actively serves as a SkillsUSA advisor in preparing students for competition and leadership opportunities; chaperones trips to conferences and events.

• Instructs and coaches students in the rudiments of obtaining and retaining a job; stays informed of current entry job requirements; completes job references for students when requested.

• Meets with parents, administrators and school counselors as needed to discuss student performance, activities, etc.; issues reports in accordance with school board policy to inform parents of students’ progress.

• Demonstrates a variety of 21st century teaching skills to foster independent, creative, critical thinkers and problem solvers.

• Designs and facilitates engaging, high level, sophisticated learning experiences and applications appropriate to prepare students for a 21st century global, knowledge-based economy.

• Develops students’ creative and practical problem-solving skills related to relevant materials and processes of the industry.

12. Operates a vehicle, back hoe, trencher, tractor, and a variety of equipment such as cutting torch, soldering torch, various plumbing and other hand and power tools, etc.; uses hardware, spare parts and other maintenance supplies.
13. Interacts and communicates with various groups and individuals such as the immediate supervisor, coworkers, facility supervisors, District / school administrators and staff, vendors and service providers, contractors, and the general public.
14. Attends training, meetings, workshops, etc., as necessary to maintain and enhance job knowledge and skills.
15. Responds to assigned work orders.
16. Responds to emergency calls after regular working hours, as directed.
17. Maintains a valid S.C. Driver’s License.
18. Must be able to work outside for eight (8) hours a day (flexible schedule when required) and lift 50 lbs. on a regular basis.
19. Moves furniture and other heavy items as necessary.
20. Works with others consistently in a cooperative and respectful manner.
21. Assists other building maintenance staff with tasks as necessary.
22. Performs all other duties and responsibilities designated by the Director of Maintenance and Operations.
 
STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
• Physical Requirements: Requires medium work that involves walking, standing, stooping, crouching, crawling, climbing, stretching or lifting all of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.
• Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
• Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes the giving of assignments and instructions to subordinates. Includes the receiving of information and instructions from supervisor.
• Language Ability: Requires the ability to read a variety of administrative, technical and other documents and reports. Requires the ability to prepare various types of reports and documents with the proper format. Has the ability to speak before others with poise, voice control and confidence.
• Intelligence: Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in oral, written, diagrammatic or schedule form. Requires the ability to apply influence systems in staff supervision; to learn and understand principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.
• Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach employees. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages including facility management, building trades, custodial care, etc.
• Numeric Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportion.
• Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape.
  Motor Coordination: Requires the ability to coordinate hands and eyes in using shop equipment; to operate motor vehicles and heavy construction equipment.
• Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, hand and power tools, measuring devices, etc. Must have significant levels of eye/hand/foot coordination.
• Color Discrimination: Requires the ability to differentiate colors and shades of color.
  Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to tension as a regular, consistent part of the job. Worker may be subject to danger or risk to a moderate degree.
• Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

EVALUATION:       Performance of this job will be evaluated annually in accordance with provisions of the Board’s policy on evaluation by the Director of Maintenance.
