    POSITION OVERVIEW:
     The Director of Human Resources is responsible for leading and managing all aspects of the district’s
    human resources functions. This includes recruitment, employee relations, payroll and benefits
    administration, performance management, and compliance with labor laws and school policies. The HR
    Director plays a critical role in shaping the workforce, fostering a positive work environment, and
    supporting the district’s mission to provide high-quality education to all students.
     
    ESSENTIAL DUTIES AND RESPONSIBILITIES:
     
    Strategic HR Leadership:
    • Develop and implement HR strategies aligned with the school district’s goals and objectives.
    • Advise the Superintendent and senior leadership on HR best practices and workforce planning.
    • Drive initiatives to enhance employee engagement, retention, and professional development.
     
    Recruitment and Staffing:
    • Oversee the recruitment, selection, and onboarding processes for all school district positions.
    • Ensure that hiring practices are inclusive, equitable, and effective in attracting top talent.
    • Collaborate with school administrators to identify staffing needs and manage workforce allocation.
     
    Employee Relations:
    • Serve as the primary point of contact for employee relations issues, including conflict resolution, grievances, and disciplinary actions.
    • Promote a positive and inclusive work culture through proactive communication and engagement initiatives.
    • Provide coaching and support to managers and staff on HR-related matters.
     
    Compensation and Benefits Administration:
    • Manage the administration of employee compensation, benefits, and payroll activities.
    • Evaluate and recommend competitive compensation and benefits packages to attract and retain staff.
    • Ensure compliance with federal, state, and local laws and regulations related to wages and benefits.
     
    Performance Management:
    • Develop and oversee performance appraisal systems to evaluate employee performance effectively.
    • Work with the Education Assistant Superintendent to implement professional development programs to support employee growth and district objectives.
    • Address performance issues and facilitate improvement plans when necessary. 
     
    Compliance and Policy Development:
    • Ensure adherence to labor laws, district policies, and collective bargaining agreements.
    • Develop, update, and enforce HR policies and procedures to maintain a fair and compliant workplace.
    • Manage the district’s response to audits and legal inquiries related to HR practices.
     
    Training and Development:
    • Coordinate and facilitate training programs for staff on various HR-related topics, including compliance, diversity, and leadership.
    • Support the development and implementation of professional growth opportunities for all employees.
    • Encourage a culture of continuous learning and development across the district.
     
    HR Operations and Systems:
    • Oversee the maintenance and optimization of HR information systems (HRIS) for efficient data management and reporting.
    • Ensure accurate record-keeping and confidentiality of employee information.
    • Monitor HR metrics and analyze data to inform strategic decisions.
     
    Labor Relations:
    • Act as the district's representative in labor negotiations and manage relationships with employee unions.
    • Interpret and administer collective bargaining agreements, ensuring consistent and fair application of terms.
    • Address union-related issues and grievances in a timely and effective manner.
     
    Diversity, Equity, and Inclusion (DEI):
    • Champion initiatives that promote diversity, equity, and inclusion within the district.
    • Implement strategies to attract and retain a diverse workforce reflective of the community.
    • Foster an inclusive environment where all employees feel valued and respected.
     
     
    QUALIFICATIONS:
     
    Education:
    • Bachelor’s degree in Human Resources, Business Administration, Education Administration, or related field. Master’s degree or HR certification (e.g., SHRM-CP, PHR) preferred.
     Work Experience:
    • Minimum of 5-7 years of progressive HR experience, including leadership roles, preferably in an educational or public sector environment.
     Competencies/Skills:
    • Strong leadership, communication, and interpersonal skills
    • Proficiency in HRIS and other HR-related technologies
    • Knowledge of employment law and HR best practices.

    Work Environment:
    • This role operates in a dynamic school district environment, requiring frequent interaction with school staff, administrators, and community members.  The position involves occasional travel to various schools within the district and attendnace at meetings or events outside of regular working hours.
