KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

EDUCATION AND TRAINING:
• Must hold or be eligible to hold a NC Educator’s License in pre-k or birth- kindergarten
• Degree in preschool and/or early childhood education

• Experience in working with teachers/early childhood staff

PERFORMANCE RESPONSIBILITIES:
1. Monitor all phases of curriculum implementation.
2. Review lesson plans weekly.
3. Train teachers in all developmental and assessment instruments.
4. Assist teachers in developing and implementing effective classroom management techniques as adopted by the Early Childhood Program.
5. Work with Family Specialists to support families and family involvement.
6. Assist teachers in developing a daily/monthly/yearly schedule.
7. Assist teachers in room arrangement and utilization of materials and equipment.
8. Monitor the Head Start/Title I Education Components for implementation.
9. Prepare teachers for ECERS evaluations.
10. Observe students for potential referrals and ensure that required documentation is completed following time requirements.
11. Report student/classroom information with supervisors.
12. Perform other duties as assigned.
 
PHYSICAL REQUIREMENTS:
• Ability to be physically active, which includes, but is not limited to, standing, pushing, pulling, squatting, bending, sitting, and walking, including repetitive motions.
• Ability to carry furniture such as tables and chairs, supplies and materials.
• Ability to lift 15 pounds routinely and 30 pounds occasionally.
• Must be able to facilitate the evacuation of students during emergency situations and/or drills.
• Must be able to visually, auditorily, and physically monitor student performance and conduct.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

• Extensive knowledge of procedures, policies, and guidelines for services for exceptional children 3-22.
• Extensive knowledge of Early Childhood Education and Development of Young Children.

 PERFORMANCE RESPONSIBITLITIES:
1. Serve as a positive communication liaison among building level administrators, teachers, and parents in countywide preschool classes and the Department of Exceptional Children Services & Early Childhood Initiatives.
2. Consult with building level personnel in areas relevant to service delivery, including, but not limited to:  procedures, policies, and guidelines for serving PreK aged children with disabilities.
3. Provide staff development on procedural processes, EC teaching methodology, and EC service delivery for all preschool teachers.
4. Coordinate the delivery of EC services to PreK aged children living in Onslow County, which may include preschool classrooms, onsite programs, daycare classrooms and home services.
5. Coordinate and facilitate the Child Find process which includes: Transdisciplinary Play Based Assessment (TPBA) process, Transition from Part C to B, and out of state transfer process for  PreK aged children with an IEP.
6. Oversee and manage the Child Outcome Summary Forms (COSF) entries and exits.
7. Coordinate and facilitate routine meetings with all preschool teachers to provide support for Exceptional Children and act as liaison with Exceptional Children Director and Early Childhood Director to express needs and ensure EC service delivery.
8. Meet regularly with parents and Local Interagency Coordinating Council (LICC) to ensure appropriate transition services.
9. Coordinate and facilitate collaboration activities between related service specialists, school psychologists, PreK teachers, school administrators and other support providers.
10. Participate in the writing and the implementation of IDEA Part B (619) Preschool Grant.
11. Participate in the writing and the implementation of the NCPPM grant and activities.
12. Participate in the writing and implementation of the Developmental Day Grant.
13. Oversee and monitor compliance of IEP paperwork and Indicators 7, 11 and 12.
14. Submit required reports to DPI in a timely manner, to include, but not limited to, Indicators 7, 11 and 12, along with subsequent reports attached.
15. Submit required reports to DPI in a timely manner, to include, but not limited to NCPPM and Developmental Day grants.
16. Attend all meetings with Exceptional Children staff and Preschool staff as directed.
17. Meet regularly with Exceptional Children Director and Early Childhood Director to discuss overall EC preschool services.
18. Manage all EC preschool records and data entry for ECATS.
19. Provide services, as needed, to ensure the success of Exceptional Children services.
20. Respond to parental concerns and follow-up with appropriate personnel and administrator.
21. Other duties as determined by the Director of Exceptional Children and/or Director of Early Childhood Initiatives.

• Ability to maintain composure in difficult situations.

NATURE OF WORK:
The Exceptional Children Program Coach will work directly with classroom teachers, administration, and preschool staff in a non-evaluative role to provide the necessary guidance, professional development, resources, support, and feedback to implement effective practices, addressing the most prominent needs of the school(s), as well as maintaining time lines for federal paperwork.


KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
• Must have a qualifying letter from the North Carolina Division of Health and Human Services.
• Ability to survey, compile, facilitate, and deliver research-based and high-quality professional development in strict alignment with the district improvement plan to train teachers in the correct use of research-based curriculum in the classroom setting
• Ability to assist families and staff in providing appropriate educational opportunities for children.
• Working knowledge of CECAS and ability to assist with maintaining timelines
• Be able to effectively answer questions regarding IEP process or curriculum in IEP meetings as needed.
• Knowledge of federal law regarding IDEIA and services for student with disabilities and its impact on public education
• Working knowledge of instructional, behavioral, sensory and environmental strategies for supporting students with Autism in the Least Restrictive Environment. 
• Ability to support school staff and administrators with developing Functional Behavior Assessments, Behavior Intervention/Support Plans, and Manifestation Determinations Reviews. 
• Ability to support school staff and administrators to gather, compile and interpret data for effective implementation of behavior and academic support plans.
• Ability to communicate clearly in oral and written forms
• Ability to establish and maintain working relationships with employees, school personnel and the public
• Ability to effectively manage multiple tasks
 
EDUCATION AND TRAINING:
• Bachelor’s Degree in Early Childhood and current teaching license
• At least three years of successful teaching experience (required)

3. Participate in all activities associated with early intervention program.
4. Provide special education services to children in daycares, private facilities and home settings.
5. Monitor the implementation of instructional strategies and instructional performance to ensure fidelity to guided researched-based instructional practices.
6. Model lessons with proven, research-based best teaching practices and per teacher/administrator request or student need.
7. Work with preschool staff to maintain current timelines and compliance on federal paperwork.
8. Work with prek teachers in small groups and one-on-one to analyze student assessment data, reflect on instruction, and plan instructional activities based on student need using items such as Brigance and/or Teaching Strategies.
9. Work with the school staff to assist in effective implementation of instructional practices in the Least Restrictive Environment.
10. Identify EC teaching and learning needs, barriers and weaknesses by analyzing student data, and organizing the implementation of problem-solving actions prek classroom teachers.
11. Coordinate the appropriate and/or extended use of instructional/assistive technology and other educational tools to enhance and enrich instruction.
12. Work collaboratively with lead instructional personnel at the school and district level.
