DEFINITION
The Controller is responsible for a wide range of professional accounting activities including but not limited to: monitoring and maintaining the general ledger; reconciling multiple accounts; preparation financial statements and financial reports; preparation and reports for various audits and compliance related reports and forms; and to perform other professional accounting duties as required.
SUPERVISION RECEIVED AND EXERCISED
Receives directions from the Fiscal Services Director.

ESSENTIAL FUNCTION STATEMENTS – Essential responsibilities and duties may include, but are not limited to, the following:
• Maintenance of the General Ledger
• Reviews of all Budget related transactions
• Reconcile or verify monthly the District Bank Accounts
• Reviews quarterly reconciliations of 941 reporting and wage basis accumulations  
• Prepare quarterly State Department of Education reports
• Prepares annual IRS required reports and forms
• Prepares quarterly and semi-annually related reports due to the State.
• Prepare a variety of reports including New Mexico Unemployment Compensation, Federal Water Tax and Worker’s Compensation reports
• Prepare annual financial statements and reports.
• Reviews fixed assets quarterly and prepares the annual fixed asset reconciliation
• Works collaboratively to create projections for budget planning process.
• Reviews and submits budget journal entries and requests for reimbursement
• Provides on-line banking support including cash transfers, research, reports and payables.
• Creates monthly financial or data reports as requested
• Participates no less than quarterly in Budget review meetings with Fiscal Program Coordinators
• Monitors and oversees the Audit of Student Activity Funds

Definition
To direct, manage, supervise and coordinate the activities and operations of the Special Education Division to include special education program formulation, implementation and evaluations; to coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Assistant Superintendent-Student Services.

Essential Function Statements:  Essential responsibilities and duties may include, but are not limited to the following: 
1. Assume management responsibility for assigned services and activities of the Special Education Division including planning, implementing, revision, and evaluating of special education programs.
2. Mange and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
3. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, with departmental policy, appropriate service and staffing levels.
4. Plan, direct, coordinate and supervise a large team and various internal departments of special education program staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
5. Ensure adherence to all state, local, and federal regulations while developing systems to monitor compliance across school sites and providing necessary guidance and training to staff to maintain regulatory standards in all educational operations.
6. Create, monitor, audit, and fully support a large budget with various funding sources; ensure any and all grant requirements are met.
7. Conduct regular internal audits of financial systems and IDEA compliance requirements. Develop and implement action plans based on audit findings. Engage team members in proactive planning to ensure ongoing compliance with IDEA and other federal education regulations, emphasizing the critical role of these requirements in securing funding, supporting daily operations, and fulfilling the school's educational mission for all students.
8. Create processes for the successful implementation of all special education services at school sites; train principals and other administrators/staff on processes, and create accountability checks to both ensure compliance and the support of students.
9. Assist principals as a consultant, in the establishment, monitoring, and evaluation of special education.
10. Plan and operate a testing program and screening process for determining assignments and admission of pupils to special education programs according to state standards.
11. Serve as consultant to Section 504 coordinator.

The Director is knowledgeable of New Mexico CTE program development, implementation, and reporting requirements. The Director will develop and implement professional development to ensure that CTE, pathway, and district teachers stay current on the latest changes at the state and federal levels and will assist teachers as they strive to improve their curriculum and instruction delivery. The Director serves as a resource to district administrators, the board of education, businesses, agencies, and non-profit organizations. The Director will provide additional support and leadership in various district and county projects.
 
Essential Duties and Responsibilities – Essential duties may include, but are not limited to the following:
• Assist the Assistant Superintendent of Curriculum, Instruction, and Assessment in developing instructional policies and procedures aligned with the College, Career, and Civic Readiness (CCCR) goals.
• Responsible for planning, coordinating, and delivering college, career, and civic readiness education and programming for Gallup-McKinley County Schools.
• The Director will provide leadership to administration and teachers to ensure curriculum meets standards.
• Responsible for programming and financial decisions within the CCCR department.
• Responsible for developing and managing the CCCR budget.
• Provides leadership to department administration and staff to develop new programs and completes state-required annual reviews.
• Coordinates the preparation, documentation, and delivery of all grants, forms, and reports as required by the New Mexico Department of Education and the U.S. Department of Education.
• Supervises, evaluates, and coordinates work for staff in the assigned area.
• Establishes staff’s work timeliness and communicates project status to the Assistant Superintendent and other administrators.
• Meet professional obligations through efficient work habits such as meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrating respect for others.
• Serves as the primary liaison between business and industry and CCCR programs.
• Responsible for coordinating work-based learning for CTE students.
• Identifies and works with consultants and/or organizations to ensure the continuous development of the CCCR programs.

Qualifications: 
1. Master’s degree preferred.
2. Ability to obtain New Mexico administrative license as required by the State of New Mexico.
3. Prefer experience in career and technical education courses for administration, supervision and organization of career and technical education programs.
4. Three – five years’ experience in administration and supervision in career or industry education preferred.

a.     The 60 graduate hours awarded by a regionally accredited college or university must incorporate the lNew Mexico State Board of Education’s approved competencies in school psychology and include a 1200 hour internship, 600 hours of which must be in a school setting. Psychological counseling with students with severe emotional disturbances, and/or behavior disorders shall comprise a minimum of 300 hours of the internship under the supervision of a clinical supervising school psychologist; OR
 
b.     The 60 graduate hours awarded by a college or university outside of New Mexico must be for a school psychology or equivalent program approved by the New Mexico State Board of Education and include an internship in a school setting; OR
 
c.     The 60 graduate hours as described in a or b above, excluding an internship, with documentation of one (1) year of successful clinically supervised experience in one of the following areas:
 
(1)   school psychology;
 
(2)   psychological counseling or psychological interventions including counseling; OR
 
2.   A doctoral degree in clinical psychology, counseling psychology, or school psychology that includes 12 semester hours of child focused course work and /or 600 hours of experience in child psychology; OR

B.    Level 2, Independent School Psychologist
 
1.     A valid level license; AND
 
2.     Verification by the superintendent of the local school district or the governing authority of the private school or state institution that the school psychologist has satisfactorily demonstrated the school psychology competencies approved by the New Mexico State Board of Education with competencies regarding the provision of psychological counseling services for students who are designated as severely emotionally behaviorally disturbed be documented by a clinical supervision school psychologist.
 
C.    Level 3A, Clinical Supervision School Psychologist
 
1.     Doctoral degree in school psychology, clinical psychology, or counseling psychology from a regionally accredited college or university; AND
 
2.     A valid clinical psychologist, counseling psychologist, or school psychologist license issued by the New Mexico Board of Psychologist Examiners; AND
 
3.     Evidence of a minimum of 875 hours of supervised experience in diagnosing and treating children, including children with severe emotional disturbances and behavior disorder of children in a school setting; AND
 
4.     Verification by the superintendent of the local school district or the governing authority of the private school or state institution that the school psychologist has satisfactorily demonstrated the clinical supervising school psychology competencies approved by the New Mexico State Board of Education; AND

May exercise technical and functional supervision over supervisory, professional, technical and clerical staff.
 
Essential Function Statements - Essential duties may include, but are not limited to, the following:
 
1. Administer appropriate assessments for each area of suspected speech language impairment.
2. Develop therapy programs and materials to remediate communication delays and/or deficiencies; and intervention techniques.
3. Confers with other teachers, and specialists to discuss, plan and determine course of action in providing treatment
4. Deliver services in a variety of models:  individual, group, consultation, collaboration with classroom teachers.
5. Conduct and participate in in-service training and staff development programs; and participate in establishing and maintaining a safe orderly and therapeutic environment.
6. Makes medical referral to outside agencies for further evaluation and possible treatment, as appropriate
7. Develop and maintain the instructional component of the IEP according to the results of the evaluation and ongoing assessment of progress
8. Responsible for the care and safety of students during treatment
9. Attends professional seminars, meetings, conferences; and confers with other practitioners and technical experts in field of specialization, to broaden knowledge, acquire specific information or obtain advice or consultation.
10. Maintain compliance with all regulations, laws, professional ethics and practices; and comply and follow state standards and district policies in the processes of screening, referral and placement of students identified as needing speech language/aural evaluation.
11. Documents student evaluation, progress, and attendance.  Prepare comprehensive reports on the results of speech language evaluation and student progress to be placed in the permanent records.
12. Provide consultation services to teaching staff and other District professionals or specialists.
 
Qualification Requirements
 
Knowledge of:
 
Principles and techniques of communication disorders, identification and treatment.  Methods and techniques of administering, scoring and interpreting a variety of tests currently accepted as effective in diagnosing and treating speech language impaired students.

Plan, implement, monitor, and evaluate intervention strategies, which can include counseling, remediation, group     techniques, and specific behavior management techniques.

• Exception: Employees moving job class level up to new position (EA to Teacher or Teacher to Principal)
Administration will provide processes and administrative clarification/decision-making for specific situations that involve these incentives. This includes creating rules to support the incentives' successful implementation. The superintendent or his designee will make any final decision on implementing these incentives.

Physical Requirements: Ability to perform the job and access the environment for which you are hired.  The following may be required: Sitting, standing, lifting, moving about the room or school, carrying (up to 50 pounds), reaching, squatting, kneeling, prolonged typing, physical ability to type on a keyboard terminal, and moving light furniture.
 
Equipment/Technology Handled: Must know how to properly operate or be willing to learn to operate all multimedia equipment including current technology. 
 
Work Environment: Must be able to work within various degrees of noise, temperature, and air quality.  Interruptions of work are routine.  Flexibility and patience are required.  Must be self-motivated and able to complete job assignments without direct supervision.  After-hours work may be required.

The incentive will be prorated for hires made after the official work calendar start date but prior to December 31, 2025. Any hires made on or after December 31, 2025, will not be eligible to receive the signing incentives listed above. Failure to complete the terms of the employment contract in either/both of the two school years will result in the forfeiture of the entire signing incentive and relocation incentive. Signing Incentives are effective February 3, 2025.
