Job Summary:
The Grant Field Monitor will assist in assuring the school district is in compliance with federal and state government regulations, specifically Title III, Section 41 and 31a. Conducts on-site visits to buildings and provides resolution to identified compliance issues.

Flint Community Schools provide a range of academic, extended services and extracurricular activities at the elementary and secondary levels to meet the needs of our students and their families
 
Essential Functions:
 
• Assist in maintaining files for Federal and State grant programs ensuring compliance with State and Federal guidelines.
• Coordinates with grant staff to schedule meetings, manage supplies, and send required communications.
• Assists the Director of State, Federal and Local Programs in the review, preparation and editing of the Consolidated Application Part A Title I and III for submission to Michigan Department of Education.
• Assists the Director of State, Federal, and Local Programs in the review, editing, monitoring, and submission of Section 41 and 31a to Michigan Department of Education.
• Organizes and Maintains PARS/Time and Effort documentation for all District federally and state funded staff.
• Assist with the bi-annual certification of PARS/Time and Effort staff documentation.
• Support federal grant staff in organizing federal program activities including professional development for staff, parent meetings, and student activities.
• Prepares files and documentation for annual audits.
• Assists in monitoring of compliance for schools-wide programs, targeted assistance programs, and non-public schools.
• Collaborates with department Directors, Office of Academics, principals, program teachers, behavior specialists, counselors, parent facilitators, and parents to design a high-quality reporting compliance instrument.    
• Monitor all purchases and expenditures made with federal Title III, Section 41 and 31a and School Improvement programs for compliance.
• Prepare and submit compliance reports as needed to the Director
• Under the direction of the Director of State, Federal, and Local Programs, organize and maintain an inventory of all equipment purchased with federal funds and be trained in the current inventory system.
• May be required to attend the necessary regional, state, and federal meetings, workshops, and conferences related to compliance. Specifically, MDE Special Population Conference and MASFPS Spring Professional Learning Institute.

Qualifications

Education:
•Bachelor’s degree in business (including courses in accounting) preferred.
•Associates degree and 2 years of related experience required.

Experience:
•At least 5 years of experience with Title I and the Michigan Accounting Manual, EDGAR Guide, and familiarity with all phases of the Title I Program preferred.
•Prefer 2 years of experience with grant programs.

Skills:
Excellent interpersonal, written and oral communication skills.
Demonstrated ability in use of computers and technology.
Demonstrated ability in interpreting budgets.
Demonstrated knowledge of federal laws, rules, and regulations pertaining to grant programs.
Demonstrated ability to work in diverse environments
 Other Requirements:      Must have a valid Driver's License and the ability to shuttle between various district locations.
        
Residence within a 60-mile radius of the borders of the District is required; residence within the City of Flint is preferred.  Newly hired employees must satisfactorily pass: 1) physical examination by a medical doctor; 2) police clearance; 3) reference check, including digital fingerprinting; and 4) 5-panel drug test.  Must comply with Student Safety Initiative Legislation, as amended.
 
Salary & Benefits:
Annual Salary Range $46,425 - $58,000 (based on education and experience)
Full Time Year Round At-Will Position (260 Days)

The music therapist is responsible for planning and implementing group music therapy for students in the school setting.
