Qualifications:  The USDA Professional Standards Summary of Hiring Requirements for School Nutrition Program Directors and the School Nutrition Association are: a Bachelor’s degree, or equivalent educational experience, with academic major in specific areas; or Bachelor’s degree in any academic major and a State-recognized certificate for school nutrition directors; or Bachelor’s degree in any academic major and at least two years of relevant school nutrition programs experience; or an Associate’s degree, or equivalent educational experience, with academic major or concentration in food and nutrition, food service management, dietetics, family and consumer sciences, nutrition education, culinary arts, business, or a related field; and at least 2 years of relevant school nutrition programs experience.

Primary Purpose: 
An employee in this class is responsible for the administration of the School Nutrition Programs within a school district.  The School Nutrition Programs include the National School Lunch and School Breakfast Programs, the After School Snack/Meal Programs, the Summer Nutrition Programs and other programs and discretionary grant opportunities available through the US Department of Agriculture.   Work is directed through the interpretation and implementation of Federal and State law, policy, regulations and guidance established by the US Department of Agriculture, the NC General Assembly, the NC Department of Public Instruction and the State Board of Education. This employee exercises considerable discretionary judgment and analysis in the identification and resolution of problems and in the management of human and financial resources. The employee receives general direction from the LEA’s Superintendent or other designated administrator for operational and/or support services and is directly involved with the LEA’s Chief Financial Officer.  The School Nutrition Director is responsible for the oversight of the School Nutrition Program on behalf of the local Board of Education and directly supervises School Nutrition personnel including, but not limited to, supervisors, accountants/bookkeepers, data management personnel, school nutrition managers, support staff, and other school nutrition personnel and as such, is considered a member of the district’s management team.

An employee in this class administers direct and indirect intervention for students to assist a speech-language pathologist in the provision of clinical-educational services for students with speech-language disorders. The work is guided by therapeutic protocols, a task-by-task plan written by the supervising speech-language pathologist. The assistant is expected to use individually designed interventions based upon the unique clinical-educational needs of each student. The assistant’s work with students is under direct supervision by the speech-language pathologist; however, the assistant is expected to recognize when changes in a student’s needs require assistance from the supervising speech-language pathologist.  The assistant works under the supervision of a speech-language pathologist licensed by the North Carolina Board of Examiners for Speech and Language Pathologists and Audiologists. The assistant requires limited supervision in indirect services.

Qualifications:
• Fully cleared current North Carolina licensure in Exceptional Children (EC) required
• Computer proficiency to include designing and using documents and spreadsheets (Excel, Word, and Google sheets), data management systems (ECATS & PowerSchool), Google Docs/Slides, etc.
• Minimum of 5 years of successful teaching and classroom experience in all aspects of the Special Education IEP (Individual Education Program/Plan) team process
• Knowledge of Exceptional Children state and federal compliance laws and IEP regulations
• Successful completion of continued professional growth through ongoing training at local, state and federal levels
 
Essential Job Functions:
• Assists in the development, delivery, and monitoring of professional development to support the initial placement process, re-evaluation, IEP (initial, annual and addendum), and manifestation determination review process, as well as EC procedures and compliance in accordance with Policies Governing Services for Children with Disabilities and federal law
•Reviews special education forms/paperwork to ensure compliance with federal, state, and local policies
• Communicates new developments in special education law, EC Process and Procedures to special education staff
• Implements district practices to maintain compliance at the school level with state, federal and local procedures
•Assists building level administrators in resolving issue related to special education programing •Provides technical assistance to special education classroom teachers in developing appropriate
IEPs, structuring/organizing classrooms, appropriate , etc.
•Acts as a mentor to “Initially Licensed” special educations teachers, as needed
•Responds to calls and correspondence regarding all programs and services offered by the Exceptional Children Department.
• Audits special education records to ensure compliance with state and federal laws and regulations
• Coordinates and monitors local practices for EC Case managers, including, but not limited to the following: case manager reporting, case load monitoring, transferring of folders within the district, beginning and end-of-year practices, etc.
• Uses data systems to compile and review reports to monitor compliance with EC processes and timelines across the district
• Attends IEP meetings as needed
• Performs other duties and responsibilities as assigned by supervisor
