SUMMARY
The O & M Related Service Provider evaluates, plans, coordinates, and implements appropriate programs of instruction in orientation and mobility for students with visual impairments; works with related staff members, school personnel, families, and communities in an effort to provide reinforcement and encouragement to students in the use of appropriate skills so they may move independently, safely, and purposefully through the environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Demonstrates a strong commitment to equity, social justice, and inclusion in all practices and position responsibilities.

• Engages in reflection and ongoing learning and development on critical concepts and terms identified in the Washtenaw ISD Educational Equity Policy, including concepts such as cultural proficiency, racial equity, and systemic and structural inequities.
• Assesses, develops, and implements orientation and mobility instructional programs appropriate to age and skill levels.
• Provides direct instruction and training to students who are Blind/Low Vision in sensory development, environmental awareness training, and travel instruction within the student’s school environment, neighborhood, and general travel areas (e.g., rural, residential, semi- business, and business areas) as appropriate.
• Trains students in the use of adaptive mobility devices and assistive technology which allow for increased independence.
• Incorporates O & M goals from the “Special Education outcome Guides for Visually Impaired.”
• Coordinates in-service training with, and for, school personnel, parents, and employers, as appropriate.
• Conducts functional vision assessment as it relates to travel considerations and provides training in the use of low vision aids to facilitate appropriate independent travel.
• Attends and participates in Individualized Education Program (IEP) Committee and Multidisciplinary Education meetings.
• Provides individual pre-cane program of concept formation with regard to body image, space, time, and early motor skills, and training in long cane skills in various travel situations, indoors and outdoors, as appropriate.
• Provides information and training techniques as needed in personal management and self-care skills to students and their families.
• Coordinates a comprehensive O & M program through counseling, recommendations, and provides recommendations/suggestions to parents, teachers, employers, and other persons or agencies working with the student.
• Maintains regular predictable attendance.
• OTHER RELATED DUTIES AS ASSIGNED.

EDUCATION and/or EXPERIENCE
• Possess a Bachelor’s and/or Master’s degree in Orientation and Mobility from an Association for Education and Rehabilitation of Blind / Visually Impaired (AER) approved university or college.
• Possesses three (3) years of successful experience - preferred.
• Possesses experience with computer instruction and technology.
• Possesses extensive experience with, and knowledge of, behavior management principles.
• Possesses experience working with students with cognitive impairments, emotional impairments, and autism.
• Demonstrates a knowledge of special equipment and its use for students with disabilities.
• Possesses experience with consulting in a general education setting.
• Demonstrates knowledge in the use of technology for communications and student instruction.
• Possesses a record of collaborative teamwork.

  CERTIFICATES, LICENSES, REGISTRATIONS:
• Must be a Certified Orientation and Mobility Specialist (COMS) from the Academy for Certification of Vision Rehabilitation and Education Professional (ACVREP).

• Service providers regarding transition activities for assigned students. Demonstrates a strong commitment to equity, social justice, and inclusion in all practices and position responsibilities.
• Provides and coordinates the instructional program for students in the assigned area of responsibility, evaluates results on a continuous basis.
• Assesses students' achievement and develops instructional strategies to meet individual educational needs of students in the assigned area of responsibility.
• Plans curriculum and prepares lessons and other instructional materials to meet individual needs of students, considering such factors as physical, emotional and educational levels of development.
• Participates in Multidisciplinary Evaluation Team (MET) meetings and prepares reports for assigned students.
• Convenes and chairs Individualized Education Program Team (IEPT) meetings.  Develops and implements student IEP goals and instruction based on individual student needs.
• Participates in the implementation of health care procedures in accordance with administrative operating procedures.
• Develops, coordinates and implements behavior intervention plans in accordance with District policy, administrative operating procedures and state/federal rules and regulations.  Convenes a team to evaluate and develop a functional behavioral assessment.
• Works cooperatively and communicates with District and constituent district staff, students and parents/guardians.
• Maintains accurate attendance records and appropriate reports.
• Participates in District level staff meetings, in-service activities, staff development/special programs, school improvement teams and planning committees as appropriate to the assignment.
• Regularly document student progress using assessment tools, monitoring through observations/evaluation and/or collecting data. 
• Uses student progress data to improve instruction.
• Develops a program that includes community-based learning activities, career readiness and job readiness activities, small group and individualized community access activities; collaborates with adult service agency representatives, employers, WISD Teacher Consultants and other related positions.
• Supervises and implements instruction for students in class and in the community; directs the activities of teacher assistants in all areas of instruction as well as other activities.
• Confers with parents, teacher assistants, related service providers and administration to develop an individual educational plan for students.
• Maintains accurate records in a manner consistent with state and federal law as required by the District.
• Establishes and maintains open communications with parents, staff, administration and outside agencies.
• Performs billing functions for Medicaid reimbursement where applicable.
• Adheres to District health and safety rules, policies and procedures.
• Develops and implements opportunities for students to interact with community resources, work sites and others in the community including employer.

SUMMARY:
The Teacher provides educational and personal/social service for students with emotional impairments including classroom instruction and development of behavioral management strategies. The Teacher is responsible for planning instruction and/or adaption of the education program to enable students to benefit from educational experiences.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Demonstrates a strong commitment to equity, social justice, and inclusion in all practices and position responsibilities.
• Demonstrates the ability to examine how his/her/their position (directly or indirectly) impacts educational inequities in student achievement outcomes.
• Engages in reflection and ongoing learning and development on critical concepts and terms identified in the Washtenaw ISD Educational Equity Policy including concepts such as cultural proficiency, racial equity, and systemic and structural inequities.
• Understands and implements Trauma-Informed Care practices as it relates to students and their families.
• Establishes and maintains an instructional environment which will be supportive of positive behavior change and academic achievement for the students.
• Develops and provides group or individualized academic instruction, positive behavioral support strategies/interventions, remediation or guided practice using instructional objectives and lessons.
• Develops and implements program-wide and individual student behavior intervention programs, including monitoring behavior data collection, preparing incident reports, de-escalation, physical intervention and Positive Behavioral Interventions and Supports..
• Instructs individuals and groups in academic and behavioral skill areas.
• Plans curriculum, lessons and teaching methods. 
• Develops individualized education plans, performance objectives and daily instructional plans for students.
• Implements individualized education plans for students.
• Evaluates student progress based on work output and observation, determines goals, objectives and directions.
• Prepares report cards, educational records, IEPC forms, classroom observation records and other forms.
• Maintains physical environment of the classroom. 
• Maintains contact with parents of students.
• Collects information on and summarizes student progress toward achievement of IEP goals/objectives.
• Develops, maintains and adapts instructional material.
• Implements instructional technology as a teaching practice.
• Participates in building level activities, staff meetings, student staff meetings, program meetings, in-service activities and other meetings as determined necessary.
• Participates in district level staff meetings, in-service activities, staff development/special programs, school improvement teams and planning committees as appropriate to the assignment.
• Performs billing functions for Medicaid reimbursement where applicable.
• Works cooperatively and communicates with District and constituent district staff, students and parents/guardians.
• Cooperatively works with teacher assistants assigned to classroom.
• Directs program teaching  assistants’ work.
• Adheres to District health and safety rules, policies and procedures.
• Supports WISD vision and mission to enhance achievement for all students.
• Supports a team-based approach to problem solving.
• Maintains accurate records in a manner consistent with state and federal law as required by the District and local educational agency, including monthly caseload reports.
• Establishes and maintains open communications with parents, staff, administration and outside agencies.
• Keeps a safe and hazard free work environment.
• Exhibits emotional stability, exercises good judgment and makes decisions in accordance with board policies and administrative guidelines, with minimum supervision.
• Performs such other tasks as may from time to time be assigned by the supervisor.

QUALIFICATIONS:

• Minimum of an earned Bachelor’s Degree in education or a field of study related to special education with a major in the area of emotional impairments or earned credit coursework equivalent to the major. 
• Demonstrated successful student teaching experience required; two years of experience preferred.
• Possesses experience with computer instruction and technology.
• Possesses the skills and desire to work in a collaborative team with others.
• Demonstrated knowledge and understanding of the teacher’s role in a team environment.
• Demonstrated knowledge and skill in commonly used approaches to educating students at risk
• Demonstrated knowledge of the requirements of state and federal mandates which directly affect the program and teaching situation.
• Demonstrated ability to implement behavior intervention strategies.
• Demonstrated ability to assist in interventions for students.
• If required, ability to work in a virtual online instructional setting.
• A record of collaborative teamwork.

CERTIFICATES, LICENSES, REGISTRATIONS:
• Valid Michigan teacher's certificate with necessary endorsement(s) in emotional impairment.
