General Statement of Job
Under direct supervision, implements a comprehensive community relations and community engagement program to build a strong, on-going support base for District schools and students. Recruits and supervises community volunteers and partners; organizes special community-based projects and programs; Performs various other public relations functions (i.e., Managing the Department’s Webpage, Info APP, and Social Media outlets) as needed to maintain effective and efficient department programming, notoriety and public exposure. Reports to the Director of Strategic Partnerships.
 
Specific Duties and Responsibilities
Essential Functions:
Conceives, develops and evaluates new programs to enrich District activities through community involvement and engagement. Plans, organizes and presents orientation and training for community volunteers and partners for the various District programs and projects.
 
Generates formative and summative reports of volunteer/partnership sustainability, impact and volume utilizing advanced, technical skill and proficiency.
 
Possesses knowledge of relevant Richland County School District One Board Policies impacting the specific duties, responsibilities and position expectations, and actively participates in cyclical reviews of these policies.
 
Secures grants, corporate and philanthropic donations, fundraising and “friend-raising” opportunities supporting the District’s Strategic Plan and expectations.
 
Coordinates the school district’s volunteer programs and partnership program and maintains a comprehensive volunteer/partner database and records.
 
Receives, reviews, prepares and submits various records and (formative/summative) reports of Volunteer/Partnership sustainability, impact and volume (i.e., Volunteer Hours Documentation, program evaluations, various forms and records, memos, and correspondence, etc.)
 
Maintains public awareness of volunteer opportunities through public speaking, media appearances, writing and distributing news and feature articles; develops support materials, including volunteer manuals, handbooks, brochures, posters, and flyers. Also manages the Department’s Webpage, Info APP and Social Media handles.
 
Maintains current knowledge of volunteerism and mentoring theories and practices, and maintains abreast of the best state, regional and national practices for Volunteer/Partnership management and sustainability.
 
Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, students, parents, volunteers, schools/school administrators, District staff, news media, sales representatives, community organizations and businesses, professional peers, law-enforcement and safety/security governing agencies, and the general public.
 
Develops budget for volunteer services activities and other mandates.
 
Complies with all federal laws, state statutes, Board policies, administrative rules, and directives.
 
Additional Duties:
Prepares various mailings and informational packets.
 
Maintains inventory of District Volunteer/Partnership (et all) technical, outlay, and promotional items and resources.
 
Performs related duties as required.
 
Develops strategic systems, processes and practices for department effectiveness and optimum performance.
 
Integrates emerging technologies to ensure office effectiveness and optimum performance.
 
Minimum Education and Training
Requires a Master’s degree in the program planning, volunteerism, patron/stakeholder advocacy, public relations arena(s), or closely related field supplemented by four years of experience in the program planning, volunteerism, patron/stakeholder advocacy, public relations field, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.  *Multi-Lingual Speaking proficiency desired.
 
 
Minimum Qualifications and Standards Required
Physical Requirements: 
Must be physically able to operate a variety of machines and equipment including a computer, telephone, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting much of the time, but also involves walking or standing for periods of time.  Must be able to lift and/or carry weights of five to ten pounds.

Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Requires ability to speak publicly to an array of stakeholders including the Administration and Board of School Commissioners during Board Meetings.

Requires ability to read a variety of policy and procedure manuals, reference materials, computer manuals, etc. Requires the ability to prepare various records and reports, correspondence, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

Job Knowledge: 
Has thorough knowledge of the methods, procedures and policies of the Public Relations, Marketing and Communications Services Department as they pertain to the performance of duties of the Volunteer Mentoring Program Coordinator.  Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.  Has thorough knowledge of the organization of the Department and of related departments and agencies.  Has considerable knowledge of the functions and interrelationships of Richland District One and other governmental agencies.  Knows how to plan, organize and direct a corps of volunteers. General Description 
•Must possess South Carolina Department of Education teacher certification
•Coordinates the development and implementation of the Extended Day Program
•Implements applicable district policies, procedures and regulations
•Assumes responsibility for student and staff attendance records (daily attendance numbers for students and sign-in and sign-out sheets for staff)
•Ensures communication with members of the school staff about students’ needs and aspects of the Extended Day Program
•Monitor and verify Kronos payroll information
•Demonstrates effective organizational skills
•Reports to the school principal and the Director of Extended Day Programs
•Provides weekly and monthly snack reports to Student Nutrition Services (Appendix F)
•Provides semester DNA reports through Sharepoint / One Drive (Office 365)
•Maintains records needed for program administration to include files on students (i.e. Registration Forms, Parent Consent Forms, Attendance Records, Student Academic Progress Reports, Quarterly Report Card Data, Assessment Data, and Staff Teacher Observation Forms, Payroll Data, and Teacher Agreement Forms)
•Ensures that quarterly Academic Progress Reports are issued to students, parents and teachers
•Ensures proper record keeping from PowerSchool, Quarterly Reports, Enrich, and other data collection and management systems that are implemented
•Conducts classroom observations of Extended Day Program staff ELEOT ‘Effective Learning Environment Observation Tool’,
•Facilitate the effective implementation of the Digital Learning Environment (DLE)
•Provides supervision for a safe, positive and effective instructional environment
•Maintains copies of all communications with faculty, staff, students, parents and community
•Administer student, parent, after-school support teacher, instructional assistant, and school surveys to evaluate program’s effectiveness (Surveys will be developed and sent to schools)
•Completes and submits initial transportation requests and all updates (Appendix D)
•Other duties as assigned
•Maintains student discipline according to District Code of Conduct
