    ANTICIPATED ADMINISTRATIVE VACANCY
    ASSISTANT SUPERINTENDENT FOR HUMAN RESOURCES
     
    The Penfield Central School District is seeking outstanding applicants for this district-level administrative position. The Assistant Superintendent for Human Resources reports directly to the Superintendent of Schools and oversees personnel, negotiations, recruitment, hiring and retention of staff.  Ensures compliance with Board of Education policies and laws related to personnel. The Assistant Superintendent for Human Resources will work collaboratively with the Superintendent of Schools and other District-level leaders to support the PCSD mission, vision, and core beliefs.
     
    RESPONSIBILITIES:
    PERSONNEL:
    • Screens, interviews and recommends hiring of certificated and classified employees.
    • Facilitates and participates in the interview process, develops interview questions, checks references and ensures compliance with all hiring requirements.
    • Responsible for staffing levels working with principals, senior cabinet and department leaders to meet programmatic needs.
    • Ensures completion of all local, state, and federal reports and surveys.
    • Ensure compliance with wage and hour laws.
    • Serves as Title IX and Medicaid Compliance Officer.
    • Serves as Civil Service liaison and appointing officer.
    • Responsible for all corrective and disciplinary actions with staff in coordination with direct supervisors.
    • Responsible for benefits administration, following labor law requirements, ensuring annual evaluation process, adhering to all contractual rights and obligations.
    • Review and address inappropriate staff actions, abuse of time, theft of services or goods or other unprofessional behaviors.
    • Conduct workplace investigations as relevant to role.
    COLLECTIVE BARGAINING AND CONTRACT MANAGEMENT:
    • Serves as chief negotiator for all district bargaining units.
    • Processes and responds to all grievances and conducts hearings as needed.
    • Interprets all collective bargaining agreements for employees, associations and administrators.
    • Negotiates and writes all memorandums of agreement for interpretation of or modifications to contract language and terms and conditions of employment.
    RECRUITMENT, HIRING AND RETENTION:
    • Directs posting, advertising and canvasing for all open positions.
    • Maintains ongoing relationships with colleges and universities to facilitate recruitment and hiring.
    • Spearheads efforts to enhance diversity recruitment.
    • Facilitates placement of student teachers and interns in schools.
    • Partners with Office of Instruction to provide new teacher/teaching assistant orientation, mentoring and ongoing support.
    • Ensures all staff maintain appropriate certification and licensure as required.
    • Facilitates enrollment in TRS and ERS for employees.
     
    BENEFITS COORDINATION:
    • Oversees open enrollment periods and the provision of medical, dental, life, disability and other insurances to eligible employees based upon contractual guidelines.
    • Administers and ensures compliance with FMLA and other state and federal leaves.
    • Oversees tracking and billing for insurance programs.
    • Oversees 403b, FSA and HSA programs.
    • Ensures compliance with COBRA regulations.
    • Administers Employee Assistance Program.
    • Testify at unemployment insurance inquiries and hearings.
     
    QUALIFICATIONS: 
    • Leadership experience in a school setting.
    • Knowledge of current trends in human resources management.
    • Ability to establish collaborative working relationships.
    • Strong communication skills.
    • Master’s degree or higher in Education, Human Resources or related field.
    • NYS Certification as School District Leader or School District Administrator.
