Director of Recruitment
DEFINITION:
The Director of Recruitment collaborates with all senior leaders throughout the district to develop and implement strategic long-range recruitment plans that support the organization’s vision and goals. This position provides leadership in developing and executing human resources strategies that support the organization's overall strategic direction, with a focus on areas such as change management and talent acquisition.
The Director of Recruitment is responsible for recruiting high-quality teachers, school leaders, as well as central office and non-instructional staff to meet the needs of the Newark Board of Education. The Director will lead the district’s efforts to identify and attract high-quality talent through individualized, targeted recruitment efforts as well as facilitate continuous improvements for all staff, with a focus on teachers and school leaders.
The Director will also play a leading role in designing and implementing district-wide recruiting processes, applicant tracking systems, reporting, and managing recruitment vendors. Working in collaboration with the Human Resource Services teams and other senior leaders, the Director and the recruitment team will serve as the primary marketing agent and source of information to individuals seeking to become public school educators and staff, with the goal of a significant, high-quality, and diverse pool of candidates.
QUALIFICATIONS AND REQUIREMENTS
- Master’s degree required.
- A New Jersey Principal Standard Certificate or a Certificate of Eligibility for Principal is required. New Jersey Standard Certificate for School Administrator or CE preferred.
- A minimum of five (5) years of successful recruitment management experience in an educational setting.
- Responsible for creating and meeting recruitment objectives, consistent with the organization’s mission, values, and goals.
- Experience managing change and driving outcomes in complex environments with multiple internal and external stakeholders.
- Proven experience developing, implementing, and refining multi-level recruitment and selection processes across large systems with evidence of successful impact.
- Proven experience managing a high-functioning team and coaching staff.
- Superb communication skills and ability to convey information clearly and concisely to all stakeholders, specifically taking an audience-centered approach to ensure that the appropriate messaging is delivered.
- Manages and coordinates all aspects of the student teaching program.
- Works directly with hiring managers to develop and implement proactive and creative recruitment strategies/tools to source, assess, and pre-qualify highly preferred job candidates.
- Screens resumes and credentials for appropriateness of skills, experience, and knowledge concerning position requirements, and interviews and evaluates candidates based on defined needs by hiring managers.
- Creates and fosters relationships with colleges and professional organizations to attract and recruit qualified candidates.
- Attends and/or coordinates recruitment functions such as job fairs, career days, and/or other events to source qualified candidates.
- Maintains accurate and well-organized documentation in the district’s database(s) on all candidates, searches, hiring managers' interactions, and other recruiting activities to ensure a safe and thorough audit if required, and efficiently tracks and records all candidate paperwork.
- Creates a “high need list” of hard-to-fill positions and immediately interviews candidates who qualify for these positions.
- Prepares and delivers presentations for recruiting events, training and orientations, data/trend analysis, and other related needs.
- Provides the recruitment team with clear metrics on outcomes and goals when partnering with schools.
- Tracks, analyzes, and reports on all recruitment KPI's on demand.
- Performs other duties as assigned by the Assistant Superintendent
PREFERRED QUALIFICATIONS AND REQUIREMENTS:
- Strong knowledge of the K-12 educational setting.
- Experience using data to drive critical conversations and continuous improvement along the recruitment, selection, and staffing cycles for teachers and school leaders.
- Experience in leading high-volume educational recruitment and selection practices (especially for teachers, principals, and other instructional staff).
- Familiarity with the New Jersey State certification regulations and requirements.
- Experience working in or with an urban education system.
- Proven ability to self-maintain calendar, appointments, emails, and create presentations, among other administrative duties.
- Proven ability to write reports, business correspondence, and procedure manuals.
- Proven ability to effectively present information and respond to questions from groups of administrators/managers/supervisors, clients, customers, and the general public.
- Proven ability to take charge and lead in modeling best practices.
RESPONSIBILITIES:
- Strong critical thinking and problem-solving skills; the ability to select, develop, and implement innovative, out-of-the-box recruitment and selection practices to drive improved educational outcomes.
- Ability to create efficient processes and scale recruitment programs that build additional paths to sourcing quality candidates.
- Ability to coordinate and collaborate with diverse groups of professionals across multiple departments and organizations to achieve unified, consistent practices.
- Ability to effectively achieve multiple goals and manage multiple projects simultaneously.
- Experience in preparing and delivering technical and programmatic presentations for recruiting events, including training and orientations, data/trend analysis, and other related needs.
- Knowledge of configuring and leveraging application tracking systems and other technologies to streamline and elevate candidate recruitment, screening, selection, and workflow for hiring processes.
- Experience in leveraging social media, digital platforms, and email marketing for branding and recruitment efforts.
- Create and implement standardized data reporting systems that facilitate the identification of solutions and enhance candidate recruitment and selection processes.
- Proficiency in the Microsoft Office suite, Google applications, and other HR and recruiting platforms.
REPORTS TO: Assistant Superintendent of Human Resource Services
SALARY, EMPLOYMENT PERIOD, AND UNION AFFILIATION:
Salary Range: $156,000 to $171,000 (for 2025-2026 School Year)
Employment Period: Twelve (12) Months
Union Affiliation: City Association of Supervisors and Administrators (CASA)
