    PROGRAM ANALYST
    Office of Educational Technology 

    (Pending availability of funds and Board of Education approval)
     

    The Superintendent invites qualified and interested persons to apply for the position of Program Analyst within the Office of Educational Technology.

    This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.
     
    DEFINITION: Under direction, gathers information to analyze and evaluate the effectiveness of current or projected operating programs; prepares reports; recommends program changes; does other related work.

    NOTE:  The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Conversely, all duties performed on the job may not be listed.

    QUALIFICATIONS AND REQUIREMENTS
    NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
    Five (5) years of professional experience in the review, analysis and evaluation of operating programs in an agency or organization.

    NOTE: This title is intended to classify positions responsible for the evaluation of operating programs, not computer programs. Experience in the analysis of computer programs cannot be considered toward meeting the experience requirement.

         OR

    Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.

    NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

    Proficiency in Microsoft Excel and SQL (preferred)

    LICENSE:  Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

    BASIC FUNCTIONS AND RESPONSIBILITIES
    1. Gathers and analyzes data on program operations.
    2. Conducts site visits.
    3. Reviews program expenditures.
    4. Conducts studies and evaluates results.
    5. Identifies actual or potential problem areas, trends, program accomplishments, or other significant factors.
    6. Reviews operational programs and activities to evaluate their effectiveness.
    7. Recommends changes in program objectives, operations and use of resources.
    8. Prepares reports.
    9. Establishes and maintains records and files.
    10. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

    KNOWLEDGE AND ABILITIES
    1. Knowledge of the methods used to gather and analyze data.
    2. Knowledge of the methods used to conduct research, analyses and evaluations.
    3. Knowledge of the factors to be considered in the review and evaluation of operational programs.
    4. Ability to collect and analyze data.
    5. Ability to conduct studies and evaluate results.
    6. Ability to review and evaluate operational programs and activities.
    7. Ability to identify actual and potential problems areas, and recommend changes.
    8. Ability to prepare reports.
    9. Ability to establish records and files.
    10. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
    11. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

    REPORTS TO:  Department Head 

    SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION 
    1. Salary:                           $58,836 - $70,467
    2. Employment Period:      Twelve (12) Months
    3. Union Affiliation:             Local 32
