NETWORK ADMINISTRATOR I
Division of Information Technology

The Superintendent invites qualified and interested persons to apply for the position of Network Administrator I in the Division of Information Technology.

This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.

DEFINITION: Under the limited supervision of a supervisory official, in a state department, institution, or agency, or in a local government agency, performs complex professional work which includes development, implementation, and maintenance of multi-network, multi-user Local Area Networks (LAN), Metropolitan Area Networks (MAN), and/or Wide Area Networks (WAN); maintains centralized, decentralized, and remote network services; maintains network security and data integrity; provides consultations and recommendations to infrastructure managers, as required, to troubleshoot and resolve network problems, monitor overall performance, and conduct upgrades as required; may be assigned to the administration of Storage Area Networks (SANs); does other related duties as required.

QUALIFICATIONS AND REQUIREMENTS
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in the development, implementation, and maintenance of multi-network, multi-user Local Area Network (LAN), Metropolitan Area Network (MAN), and/or Wide Area Network (WAN) environments, including or supplemented by a minimum of eighteen (18) semester hour credits in mathematics, computer science, information technology, and/or computer information systems.

NOTE: For positions involved in the administration of a Storage Area Network (SN) applicants must have at least three (3) years of professional experience installing, configuring, and supporting network hardware and software, one (1) year of which shall have been in planning, implementation, and support of SAN and related technologies. 

     OR

Possession of a bachelor's degree from an accredited college or university including or supplemented by a minimum of eighteen (18) semester hour credits in mathematics, computer science, information technology, and/or computer information systems; and three (3) years of the above-mentioned professional experience. 
NOTE: Evidence of formal training in Computer Science or Information Technology received from or evaluated by an accredited institution of higher learning may be submitted with your application. Applicants must provide documentation from the accredited institution that clearly outlines the training course(s) that are acceptable and the corresponding number of credit hours for the training to be accepted. In-house courses (such as training provided on the job or through the appointing authority) will not be accepted.

BASIC FUNCTIONS AND RESPONSIBILITIES
1. Supervises the development, implementation, and maintenance of multi-network multi-user environment.
2. Maintains availability of centralized, decentralized, and remote network services, including but not limited to file service, printing, local electronic mail, Internet electronic mail, office applications, remote access, Internet web connectivity, and mainframe gateway.
3. Schedules and dispatches resources to track/troubleshoot/correct network related issues either logged through the help desk and/or recorded through the monitoring of the network.
4. Plans and installs software updates and patches to network operating systems, server-based applications, and centralized services. 
5. Plans and installs hardware upgrades for network servers, gateways, and associated telecommunication devices.
6. Maintains accurate and up-to-date documentation for network hardware/software.
7. Plans, configures, and troubleshoots networked devices including but not limited to printers, personal computers, facsimile, modems, plotters, and scanners.  
8. Plans, configures, and troubleshoots network client software installations and updates.
9. Provides guidance to infrastructure managers/technicians to troubleshoot and resolve network problems monitor overall performance, and conduct upgrades as needed.
10. Administers user access to network resources and adds/modifies/deletes user accounts for file/print and dial-in servers.
11. Administers electronic mail gateways, both internal and Internet. 
12. Diagnoses and repairs or coordinates repair of network hardware.
13. Monitors performance of servers and telecommunications devices (such as hubs, switches, and routers) and takes appropriate action to tune and optimize such devices to maximize performance and throughput, and minimize downtime.
14. Monitors disk capacity and takes appropriate action to ensure adequate disk space is available to network users, software applications, and attached devices.
15. Checks and responds appropriately to errors logged by the server and/or network devices.
16. Maintains accurate and up-to-date documentation (manual or through an online log file) of all errors of high severity and action taken to correct the error.
17. Develops, implements, and ensures adherence to system standards/ procedures.
18. Maintains the highest levels of network security and data integrity including anti-virus countermeasures.
19. Develops, tests, implements, and periodically updates a disaster recovery plan for the enterprise.
20. Ensures that daily or weekly and incremental or full backups are performed and verified, and rotates media offsite.
21. Ensures that clients are able to restore files from backup and/or archive
22. Provides technical support to end users.
23. Maintains knowledge of network-related emerging technologies and evaluates vendor products for potential use within the agency.
24. Coordinates with OTIS and other government agencies to ensure optimal use of the network topology, WAN, and wiring infrastructure.
25. Leads the capacity planning process to ensure timely and cost effective advancement of the network.
26. Prepares an annual budget for the development, implementation installation, and termination of network servers and related hardware/software/telecommunications components.
27. Will be required to learn to utilize various types of electronic recording and information systems used by the district.
28. Perform other duties and tasks assigned by supervisor.

KNOWLEDGE AND ABILITIES
1. Knowledge of industry standard Network Operating Systems (NOS).
2. Knowledge of server hardware and associated software.
3. Knowledge of telecommunication components used to interconnect servers to communication devices and ultimately clients (PCs).

TECHNICIAN, MANAGEMENT INFORMATION SYSTEMS
Division of Information Technology

The Superintendent invites qualified and interested persons to apply for the position of Technician, Management Information Systems within the Division of Information Technology.

This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for this position will be placed as a provisional employee. Upon hire, the employee will be required to complete a 90-Day Working test period during which the employee’s performance will be evaluated. Employee must successfully complete the designated probation period in order to remain in the position as a permanent employee.

DEFINITION:  Under supervision of a supervisory official assigned to a program or operational unit having responsibility for a specific, existing information processing system operation, implements and monitors management information systems used to compile, store, retrieve, and process varied types of financial, program, or other information unique to the unit; operates computers and related equipment controls; analyzes and troubleshoots information processing program or system error conditions; updates and analyzes application software problems; performs system maintenance; OR under supervision of a supervisory official in a client/server environment, installs hardware and software on servers or workstations; performs basic and repetitive levels of help desk responsibilities; performs other related duties as required.

NOTE: Positions in this class are responsible for the system that processes program/operational data and information involving analysis and interpretation of the information system. This title is not intended to classify positions solely responsible for entry and retrieval of data.

QUALIFICATIONS AND REQUIREMENTS
1. Completion of sixty (60) semester hour credits from an accredited college or university.
2. One (1) year of experience in work involving information systems including responsibility for gathering, compilation, retrieval, maintenance, and distribution of financial, management, and/or other technical information in a public or private organization, or in providing user support and solving user problems in a help desk or related environment.
3. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

NOTE: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience. 

NOTE: Twenty-four (24) semester hours credits in Computer Science, Information Technology, or a closely related field from an accredited college or university may be substituted for up to two (2) years of the required education.

BASIC FUNCTIONS AND RESPONSIBILITIES
1. Acts as a communication link between departments and agency supervisors and/or administrative staff in terms of providing technical assistance on detail program queries regarding the reporting of case information.
2. Monitors and performs prompt preparation of input documentation.
3. Establishes effective lines of communication with agency supervisors to maintain quality standards of reported data and necessary corrective action identification.
4. Develops file layouts for user applications.
5. Determines the distribution of output reports and assists agency supervisory personnel in the interpretation of the results of the reports.
6. Guides, schedules, and takes corrective action on source documents.
7. Ensures that proper batch controls are maintained by the agencies.
8. Identifies information needs by batch for the agencies and information technology system that may require individualized agency changes; in general, this task is performed to ensure that specific agency procedures that may not coincide with the automated processing are augmented to create an effective processing environment.
9. Answers inquiries from system users; explains system functions and provides technical assistance in the use and application of system features.
10. Provides support in the maintenance of client or endpoint software.
11. Installs, configures and sets up printers and workstations; installs software programs.
12. Responds to requests for assistance; identifies and corrects hardware, software, and printer problems.
13. Troubleshoots application errors and incidents of a non-complex nature.
14. Identifies and resolves network problems.
15. Resets printers and/or passwords.
16. Answers routine inquiries.
17. Prepares reports.
18. Maintains essential records, reports, and files.
19. May assist in analyzing unit procedures and documentation (i.e. KEGs, Playbooks, SharePoint, Training materials). May make recommendations to management regarding updates and changes.
20. May assist in periodic system checkouts and evaluations (Disaster recovery exercises).
21. May assist in the review and monitor the queues such as SN Requests/Incidents, calls, and incoming emails for any missed inquiries and other monitoring tools whenever a supervisory official is not available.
22. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
23. Perform other duties and tasks assigned by supervisor.
 
KNOWLEDGE AND ABILITIES
1. Knowledge of office methods and procedures.
2. Knowledge of information processing production and control functions, and of workflow control techniques.
3. Knowledge of client/server productivity aid packages.
4. Ability to isolate causes and solve case information processing problems.
5. Ability to communicate problems, causes, and recommended solutions to users and administrative personnel in a diplomatic/cooperative manner.
6. Ability to specialize in one functional area or to perform control activities and communications over a combination of processing applications/procedures.
7. Ability to teach the operation and procedural requirements to other employees.
8. Ability to use system diagnosis tools.
9. Ability to use network center productivity aids and software packages.
10. Ability to communicate, both orally and in writing, using easily understood language with all levels of employees (agency supervisors and line staff).
11. Ability to prepare reports.
12. Ability to work effectively with associates and supervisory officials.
13. Ability to make necessary field and other tests.
14. Ability to make required inspections and investigations.
15. Ability to learn quickly from oral and written directions and explanations.
16. Ability to answer inquiries from system users; explain system functions and provides technical assistance in the use and application of system features.
17. Ability to maintain essential records, reports, and files.
18. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
19. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
