DISTRICT/SCHOOL CLIMATE COORDINATOR

NATURE OF WORK
      High level management and professional position requiring a wide variety of skills relating to survey instrument development, implementation, data collection and analysis, presentation of findings and dissemination of results internally and to external agencies; ability to provide guidance and direction in the effective surveying of different groups including students, parents, and educators; Serves as the Chair of the Schools Climate Committee; Serves as Title IX District Coordinator and District Safe School Climate Coordinator; Responsible for ensuring the District follows all state and federal laws, regulations and district policies to prevent, address and resolve any and all matter of bullying, harassment, discrimination and gender equity as they relate to students. Responsible for the oversight of school based Title IX and Safe School Climate Coordinators.
 
ILLUSTRATIVE EXAMPLES OF WORK
• Merge the survey process for the annual School Learning Environment and Central Office Effectiveness Surveys, including survey instrument development, implementation, data collection analysis, presentation of findings and dissemination of results internally and to external agencies
• Offer guidance and direction in the effective surveying of different groups, including students, parents educators and school administrators
• Serve as the Chair of the School Climate Committee comprised of a representative group of district parents, teachers and principals
• Facilitate the acquisition of the independent third party vendor and maintain external relations directly relating to district surveys
• Provide comprehensive training to personnel assigned to administer surveys at respective school sites
• Provide feedback surveys and assistance to Parent University for parents, workshop leaders, speakers and volunteers
• Guide survey development and results analysis for SPED and other district departments as needed
• Participate in and provide data for multiple district-wide committees observing student behavior, attendance and parent and student engagement such as, APR, District wellness and Safe School Climate
• Facilitate the creation of surveys for central office based personnel
• Participate in the ongoing development of nFocus a city-wide data warehouse
• Provide data for Superintendent meetings with various stakeholders including principals, and the New Haven Board of Education
• Provide data presentation for Deputy Superintendent and various performance and learning review teams

• Provide data for external partners such as Rand corporation, Nellie Mae Magnet School Office
• Assist Title I Coordinator with bullying and harassment reports
• Serve as an information resource to SchoolNet users and troubleshoot user issues to the Client Solution Helpdesk
• Provide web-based and telephone support to SchoolNet user including principals, district administrators and teachers
• Perform onsite SchoolNet trainings for teachers and instructional mangers as requested
• Conduct data collection and documentation for evaluation and outcomes measurement
• Assist the District Test Coordinator during state testing administration to ensure testing policies and procedures are appropriately implemented
• Assist in training of school-based test coordinators for all state testing – CMT and common Core
• Coordinate the district assessment printing
• Collect and report school-level participation rates for all district administered curriculum assessments
• Special data analysis projects as assigned
• Prepare and submit timely state reports, preparation of data to be included in federal reports
• Maintain accurate files on all reported cases
• Attend meetings with parties involved in allegations
• Work with principals and building coordinators (one in each school and program)
• Arrange mandatory district workshop for all building coordinators
• Present and review district policies with members of the Board of Education, Superintendent of Schools and principals
• Compose policies and procedures handbook for staff, compose forms, and other aids to ensure the district is in compliance with the law
• Serves as the district’s Safe School Climate Coordinator
• Assist school in implementing district’s Safe School Climate Plan
• Receive and analyze data regarding reports of bullying and harassment
• Meet with school climate specialists a minimum of twice during the school year to review and discuss issues relating to the overall school climate, and make recommendations to the school climate plan
• Coordinate annual staff training on bullying prevention and harassment
• Report annually the number of verified acts of bullying reported by each school to the SDE
• Performs other related duties as required
 
REQUIREMENTS OF WORK
Graduation from an accredited four year college or university with major course work in public or business administration or a related area. Requires 3 to 5 years experience in data collection, analysis and reporting; experience working with diverse population and various groups of student, parents, administrators and the community;
      Knowledge of how to conduct surveys
      Knowledge and training in civil rights law

Position Job Summary:
The Family Advocate (FA) will work as a member of a team whose primary role is to engage all families to partner with us to promote children’s healthy development and school readiness.  The Family Advocate uses knowledge of the principles of family engagement to support families in their roles as their child’s primary educator, encourage parent/child interactions that promote children’s school readiness and healthy development, and enhance family well-being.  In this role, the Family Advocate will provide more intensive and targeted support to families based upon their individualized needs.
 
The Family Advocate will work as part of the program’s broader team to expand family engagement strategies that will create a sense of belonging and shared community among families, with the goal of enhancing the relationships and support that families provide to one another in their shared aspirations for their children and themselves.  The position may involve reassignment of caseload and/or center location as deemed necessary for program operations. The Family Advocate will provide direct services to a caseload of approximately 40 families, communicating with families in an effective format that is most accessible.
 
Job Responsibilities
The Family Advocate’s responsibilities primarily fall within the following core functions, although s/he may perform other tasks based upon program needs:

1. Participate in outreach, recruitment and attendance follow up activities to engage families in our program; and to motivate their active participation
2. Engage families in the Family Partnership Agreement process in order to build relationships and shared accountability for promoting children’s development
3. Individualize family engagement and relationship-building to be appropriate to families’ cultural context, as well as respectful of family circumstances.
4. Conduct a minimum of two in-person visits with the family in their home or a location of their choice annually
5. Support active supervision within the site and classrooms
6. Support the classroom, as needed
7. Engage families in individualized, in home and group experiences to enhance parent/child interactions that research shows foster school readiness through consistent family routines, positive guidance and discipline, experience rich home environments and literacy activities

SUPPORT FAMILIES TO MEET SELF-IDENTIFIED GOALS/NEEDS
Engage in a process of collaborative partnership building based upon supporting relationships with families of children receiving Head Start services.
9. Utilize family self-assessment information to assist families with self-identified goals to enhance self-sufficiency in areas such as education, employment, housing, and access to community resources
10. Provide more intensive weekly face to face or phone contact with vulnerable families on caseload as identified through their self-assessment or family interactions/communication.  Assure that families receive immediate (24-48 hours) support during times of crisis, and assist with referrals to community-based resources to meet their needs
11. Identify and access services and resources responsive to family interests and goals and follow-up with parents to ensure that services met their expectations and needs.
12. Analyze self-sufficiency data and utilize data/results to plan and coordinate a variety of parent cohort groups that allow families to support one another to achieve self-sufficiency goals.
13. Coordinate or refer families to opportunities for continuing education, employment training/services, and housing through formal or informal networking in the community.
ENGAGE FAMILIES TO SUPPORT ONE ANOTHER
Foster a sense of community and sense of belonging among families in order to strengthen social capital
14. Conduct parent group meetings and center-based workshops and activities designed to build social capital and create a welcoming program community committed to family engagement in children’s learning and development
15. Cultivate family leadership and support their advocacy efforts through participation in program governance bodies such as Parent Committee and Policy Council, as well as neighborhood and community based advisory groups
16. Work in conjunction with Center staff and families to plan and conduct a wide variety of family engagement activities that provide opportunities for families to support one another.
 
ENHANCE PROGRAM COLLABORATION
Build relationships that will enhance communication and collaboration among internal and external stakeholders
 
17. Work side by side with health, education and other members of the family engagement team to support families to be fully engaged in all aspects of our program
18. Establish regular coordination and communication with Health, and Education team members in order to provide more intensive support to families of children with chronic health conditions and special needs, including targeted goal setting, and assistance with building family advocacy skills to navigate community systems of care for their children
19. Work in coordination with Health and ERSEA team members to assure that all children on caseload are up to date on Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) program requirements designated by the Medicaid agency in the State of Connecticut, including receiving timely evaluation and treatment for identified concerns
20. Develop effective communication and collaborative strategies with teaching teams to encourage family engagement in home learning activities, including individualizing activities based upon family interests and children’s developmental status
21. Supports and implements the use of a research-based parenting curriculum that builds upon families’ knowledge
22. Participates in multidisciplinary team meetings and family caseload reviews as appropriate
23. Establish and maintain working relationships with community partners to strengthen access to resources and training identified as priority goal areas by families
 
MAINTAIN ACCURATE AND TIMELY RECORD KEEPING AND REPORTING
Effectively manage workload and ensure accurate record-keeping and documentation
 
24. Maintain accurate electronic and hard copy records and case notes to support positive child and family outcomes.
25. Assure that all ERSEA (Eligibility, Recruitment, Selection, Enrollment and Attendance) information is accurately captured and documented in electronic and hard copy records to ensure 85% ADA is maintained for their caseload
26. Contact families of absent students within 1 hour of the school day and document reason for absence
27. Document efforts to assist families to identify their strengths, needs and self-sufficiency goals through completion of Family Self-Assessment, Family Partnership Agreement, and case notes in real time (24-48 hours)
28. Record, monitor and follow up on referrals for support services  
29. Submit monthly reports by third business day of the following month 
30. Updates all emergency contacts at a minimum twice a year
31. Updates all PIR information on families in the database monthly
Minimum Qualifications:
• An Associate’s Degree (AA) or Baccalaureate Degree (BA) in social work, human services, family services, counseling, or a related field preferred
• A passion for achieving positive child and family outcomes through high quality family engagement
• Experience, training, and skill assisting the parents of young children to advocate for their families
• Ability to effectively community verbally and in writing
• Experience working in low income diverse communities preferred
• Bilingual/Multilingual is an asset
• Pass physical examination, background check, and fingerprinting screen
• Computer literacy in email, word processing and internet navigation

Position Job Summary:
The Head Start Compliance Manager (CM) is responsible for working with Programmatic staff to create a culture of excellence and accountability. The CM ensures data is accurate and timely for program planning and decision-making. The CM will ensure accuracy by being informed of the latest local, state and federal regulations and enforcing proper interpretation of the regulations. The CM will ensure timely results by implementing a systematic and ongoing system for gathering, analyzing and sharing information.
The CM will be responsible for assisting in internal reviews of all Head Start employment, health, safety, and support services. Provides reports to the Head Start Management Team regarding compliance issues identified through on-site visits, data monitoring, collection, evaluation and reporting.
 
Essential Duties and Responsibilities:
 
General:
• Manages and contributes to the program’s strategic planning, self-assessment and community assessment in coordination with content area managers.
• Maintains and compiles relevant policies and procedures and makes recommendations for on-going improvement and updates
• Works collaboratively with all Head Start content area managers and corresponding staff to ensure compliance with all HSPPS.
• Ensures confidentiality of all records observed or written.
• Reviews and maintains reports not limited to but including active supervision, incidents, classroom check lists, playground check lists, environmental health and safety screeners, disability reports, health and governance screeners
• Coordinates with various content areas to plan for, execute and compile information for the Annual Report
• Assists with identifying and obtaining in-kind to comply with the grants non-federal share.

• Develops monitoring tools that support in gathering accurate information for compliance • Coordinates preparation efforts for FAI and FAII reviews.
• Actively participates in the Head Start community, including staff meetings, mandated trainings, program-wide functions, Policy Council, and Head Start Subcommittee meetings

Internal Monitoring and Audits:
• Conducts compliance reviews based upon the HSPPS
• Conducts internal and external reviews of programmatic operations for compliance with Head Start policies and procedures; and local, state and federal regulations.
• Maintains a system for on-going compliance monitoring and reporting of all program noncompliance findings
• Conducts unscheduled and scheduled site visits  
• Conducts follow-up visits to ensure successful correction of any area of need.
Reporting and Scheduling:
• Develops and recommends a qualitative and quantitative process for collecting, tracking, and analyzing outcomes.

POSITION SUMMARY:  The Family Engagement Coordinator is responsible for meeting the federal requirements in the area of Family Engagement. As Coordinator they will supervise, monitor, and evaluate the Family Advocates.  The Family Engagement Coordinator is responsible for the oversight of the Family Partnership process.  They work collaboratively with staff to design, implement and coordinate services to families in accordance with the Head Start Program Performance Standards. 
 
DUTIES AND RESPONSIBILITIES:
• Supervises the Family Advocates, monitoring recruitment and assigned casework
• Monitors compliance of all Family/Parent Engagement services within the program. Creates and maintains viable Community Partnerships for the program.
• Surveys families for the purpose of conducting needs assessment at various times throughout the program year
• Monitors the database’s family service reports, generates reports, and communicates the trend data and caseworker data with regularity at least once monthly
• Instructs, coaches, and assists with ensuring the Family Advocates are providing direct services to families (ie. -goal setting, home visits, referrals) and the required documentation
• Meets regularly with Family Advocates as a group and conducts regular one-to-one meetings to progress monitor casework and to personalize staff support
•  Establishes timelines for staff to update social service objectives and family goals
• Attends and assists with family caseload review meetings with multidisciplinary teams
• Schedules and plans professional learning opportunities for Family Advocates
• Attends Head Start Policy Council and Parent meetings as well as Early Childhood Department staff meetings and professional development sessions as required
