    QUALIFICATIONS:  This position requires the knowledge of Kern High School District's general operations, policies, regulations, and procedures; philosophies of public education; photographic, graphic arts, and lay-out techniques; proper form context, and content of general news, features, and human interest stories; communication/public information theories, methods, and practices; internet; legal considerations relating to education and the media; various forms of advertising design, pricing, and process.

    Must possess the skill to read, understand, write, and speak English at a level sufficient for successful job performance; write creatively, effectively, rapidly, and under the pressure of tight deadlines; organize workload of self and others; work on numerous major projects simultaneously with frequent interruptions; analyze situations, adopt an effective course of action, and handle situations with diplomacy and tact; exercise mature judgment on sensitive communication issues, respond appropriately, and maintain confidentiality; communicate well in both oral and written forms; write reports, news stories, news releases, and related data in a creative, clear and concise manner for broad public appeal as well as specialized audiences; use contemporary and print publication software; supervise, motivate, and evaluate the work of others; work harmoniously with wide variety of people and publics; photograph and videotape events, interviews and projects; edit using contemporary software; design, contract for, and schedule advertisements, public service announcements, and other forms of advertising.

    Must be able to plan, direct, and coordinate news media relations including the identification of issues, events, or objects requiring media attention; write, edit and issues news releases regarding District activities and educational issues; facilitate communication with the news media; maintain accessibility and availability to the media as an informational resource; schedule and coordinate interviews with administrators, teachers, support staff, or students for news media representatives; serve as District spokesperson when assigned; meet and confer with the Superintendent, site-level administrators, and other District employees in an advisory capacity focusing on effective communication practices, development of publications, and contact with media; provide consultation and special assistance to District and school site staff relating to publications and other communication issues; supports communication efforts of individual  schools by providing practical advice on effective communication techniques, both for school-to- home communication, and communication with the media and community at large; coordinate information to District administrators, employees, the public, and the media regarding a variety of District programs, policies, events, efforts and relations information; monitor and examine various communications functions, and recommend necessary changes to improve efficiency and effectiveness; design, develop, produce, and distribute a wide variety of publications including newsletters, flyers, brochures, question and answers, press releases; monitor and update various KHSD websites; receives, tracks, and responds to requests made for information including California Public Records Act requests; attend Board of Trustees meetings to serve as liaison to the media; supervise and coordinate the work of assigned technical staff, including the setting of work priorities, schedules and deadlines, and other activities; prepare the Public Information Office budget for approval by the Superintendent; monitors, controls and authorizes expenditures according to established guidelines and limitations; gather data and information in response to requests and/or in preparation of reports/studies; interviewing subjects and conducting surveys for appropriate narratives/documentation; assist with the coordination of special events or projects as directed by the Superintendent; participate in activities, meetings, and associations to keep abreast of developments in District, education, and the field of public relations/communications; exercise professional judgment on the most effective methods for communicating policies, practices, achievements, philosophies and events; perform related duties similar to the above in scope and function as required. 

    EDUCATION AND EXPERIENCE: Any combination equivalent to bachelor's degree in communications, journalism or related field, and a minimum of three years of responsible and progressive experience in the field of public or community relations, journalism, or an equivalent combination to demonstrate the knowledge and abilities listed above.

    A CRIMINAL HISTORY CHECK WILL BE REQUIRED OF SUCCESSFUL CANDIDATE PRIOR TO EMPLOYMENT.

    DUTIES OF POSITION:  Assist in developing and coordinating the District's communications and information activities, including internal and external publications, news releases, general district publicity communications, and relationships with the community and news media. Act as an information liaison between the Superintendent, District, school site administrators, and the news media. Responsible for the coordination and dissemination of specialized and sensitive information and communications requiring the exercise of initiative, as well as a high level of communication and organizational skills. Receive limited supervision from the Superintendent within a framework of policies and guidelines.

    STARTING SALARY:           $6,821.23  (monthly)
    NUMBER OF MONTHS:       12 (to begin as soon as possible)
    NUMBER OF HOURS:          8 (daily working hours 7:30 a.m. to 4:30 p.m.)
