Position: Director of Human Resources
Purpose: The Director of Human Resources (HR) for the Gates Chili Central School District is responsible for overseeing the district's payroll and benefits functions and assisting with personnel matters and a range of other HR responsibilities, including hiring, onboarding and contract negotiations. This leadership role will also work with key staff to handle harassment investigations, unemployment claims, and workers' compensation claims. The Director of HR will work closely with district leadership to foster a positive work environment, ensure compliance with law and policies, and support the strategic HR goals of the district. This position reports directly to the Assistant Superintendent for Personnel and Labor Relations.
Compensation/Pay Range*: $105,000 based on experience

Schedule*: Full-time 12-month
Essential Functions: - Serve as key member/leader for the District’s Human Resources Team.
- Collaboration and Training: Work closely with the Assistant Superintendent for Personnel and Labor Relations, school administrators, and other district staff to implement HR policies and initiatives. Provide training and guidance to administrators on personnel matters, performance evaluations, employee relations, policy compliance, and harassment prevention.
- Conflict Resolution: Assist in the resolution of conflicts related to personnel issues, working to ensure fair treatment and consistent application of district policies. Mediate employee disputes and support positive outcomes for all parties involved.
- Hiring and Onboarding: Aid in the oversight of the district’s recruitment and hiring process for all staff positions, including conducting interviews, preparing offers, and facilitating new employee onboarding. Ensure a smooth and effective onboarding experience for all new hires.
- Harassment Investigations: Conduct and/or oversee harassment investigations, ensuring compliance with district policies and applicable laws. Work with legal counsel, as necessary, to address any potential violations, ensuring a fair and thorough process.
- Contract Negotiations/Administration: Assist the Assistant Superintendent for Personnel and Labor Relations in the preparation and administration of collective bargaining agreements. Support contract negotiations and collaborate with union representatives, legal counsel, and district leadership to ensure fair and equitable agreements. Assist in managing contract claims and grievances.
- Payroll Management: Oversee the district’s payroll operations, ensuring timely and accurate processing of payroll. Monitor payroll systems for compliance with district policies and federal and state regulations.
- Benefits Administration: Manage the district’s employee benefits programs, including health, dental, vision, and other benefit offerings for current and retired staff. Serve as the point of contact for employees regarding benefits inquiries and issues.
- Unemployment Benefits: Oversee unemployment claims, including reviewing claims, ensuring proper documentation is provided, and representing the district in unemployment hearings as necessary.
- Workers' Compensation: Oversee workers' compensation claims, ensuring compliance with district policies and state regulations. Track and report on all workers' compensation incidents and provide guidance to employees on their rights and responsibilities.
- Compliance and Reporting: Ensure that the district complies with all relevant labor laws, wage and hour regulations, collective bargaining agreements, and other applicable legal requirements. Prepare and submit necessary reports related to HR matters, including employee compensation, benefits, and other personnel statistics.
- Employee Records Management: Oversee the maintenance of accurate and confidential employee records, including payroll, benefits, and personnel files. Ensure records are kept in accordance with district policy and applicable laws.

Knowledge, Skills and Abilities: - In-depth knowledge of payroll and benefits administration, labor laws, and regulations governing public school districts in New York State.
- Strong knowledge and experience in handling harassment investigations, unemployment benefits, workers' compensation claims, personnel matters, including investigations and employee discipline
- Knowledge of best practices in hiring, and onboarding processes.
- Experience with public sector collective bargaining, contract negotiations, and the administration of labor agreements.
- Strong interpersonal and communication skills, with the ability to effectively interact with employees at all levels.
- Ability to maintain confidentiality and handle sensitive personnel information with discretion.
- Strong organizational skills and attention to detail.
- Experience with HR software and payroll systems (e.g., Frontline Recruit & Hire, Frontline Central, and Wincap).
- Knowledge of K-12 public education systems and structures.
- Knowledge of data information systems, data analysis and the formulation of action plans.
- Knowledge of the Gates Chili Strategic Plan and the goals of the district.
- Ability to use computer network system and software applications as needed.
- Ability to organize and coordinate work.
- Ability to communicate effectively with staff, students and community.
- Ability to engage in self-evaluation regarding performance, professional growth and cultural awareness.
- Ability to establish and maintain cooperative working relationships with internal and external stakeholders.
Qualifications Profile: Certification/License, Education & Experience: - A minimum of five (5) years of successful professional experience in education or human resources, with at least three (3) years of prior administrative/leadership experience preferred.
- Completion of Masters program with degree in education administration, human resources, organizational systems, mental health, business administration, communications and/or other related field.
- Successful experience in working with a diverse community.
- Valid New York State certification as a School District Administrator (SDA) or Civil Service Title (must take and be reachable on Civil Service list when exam is offered).
- Such alternatives to the above qualifications as the Superintendent of Schools may find appropriate and acceptable.
Demands, Hazards: Works in standard office and school building environments.
Equipment: Uses standard office equipment such as personal computers, printer, copy and fax machines, and telephone.
Travel: Travels to school district buildings and professional meetings as required.
