Position: Committee on Preschool Special Education (CPSE) Chairperson (Teacher on Special Assignment)
Purpose: Under the direction of the Assistant Superintendent for Student Support Services and the Director of Elementary Special Education, the CPSE Chairperson oversees the special education process for preschool-aged children (ages 2-5), ensuring compliance with federal and state regulations. This role facilitates CPSE meetings, coordinates evaluations and services, and collaborates with families, preschool providers, and service agencies to support young children with disabilities. The Chairperson ensures the development and implementation of Individualized Education Programs (IEPs), monitors student progress, and provides guidance to educators and service providers.
As the primary contact for CPSE processes, the Chairperson ensures timely evaluations, accurate documentation, and effective communication among all stakeholders. The role also includes supporting families in understanding their rights, navigating the special education system, and making informed decisions about their child’s services. Additionally, this position involves coordination with Monroe County, Service Coordinators for Early Intervention (EI) to CPSE Transition, and Gates Chili staff for CPSE to Committee on Special Education (CSE) Transition.
Compensation/Pay Range: $43,500/yr. (negotiable based on experience)

Additional Requirements: This position requires 30 summer workdays to support CPSE operations, facilitate timely evaluations, and ensure compliance with special education regulations.
Essential Functions:
- Chair CPSE meetings to review evaluations, determine eligibility, and develop IEPs tailored to preschool students' needs.
- Ensure compliance with IDEA, state regulations, and district policies regarding preschool special education services.
- Coordinate with evaluators, service providers, and agencies to ensure timely assessments, service implementation, and appropriate placement decisions.
- Guide parents through the CPSE process, addressing concerns and providing information on available services and supports.
- Oversee the creation, implementation, and annual review of IEPs, ensuring alignment with student needs.
- Maintain strong communication with preschool programs, therapists, and other service providers to ensure consistency in service delivery.
- Review progress reports and recommend adjustments to services as needed to support student development.
- Ensure all CPSE documentation, including meeting minutes, consent forms, service plans, and Prior Written Notices (PWNs), is accurate and up to date.
- Assist in resolving concerns between families, service providers, and the district in a professional and solution-focused manner.
- Oversee CPSE clerical duties as necessary, ensuring compliance with documentation and record-keeping requirements.
- Engage in ongoing professional development to stay informed about preschool special education regulations, research-based interventions, and early childhood development trends.
- Complete state reporting responsibilities, including Preschool Outcome Summaries.
- Collaborate on Universal Pre-K (UPK) efforts as applicable in conjunction with the Director of Elementary Education.
Additional Duties: Performs other related tasks as assigned by the Assistant Superintendent for Student Support Services.
Knowledge, Skills, and Abilities: - Knowledge of Special Education principles, theories, testing, methods, etc. as well as proven methods of maximizing the educational experience of students with special needs
- Knowledge of specially designed instruction based upon student learning styles
- Knowledge of data information systems, data analysis and the formulation of action plans
- Knowledge of applicable federal and state laws regarding education and students
- Ability to use computer network system and software applications as needed.

Qualifications Profile: Certification/License: - NYS Certification as a Special Education teacher or School Psychologist preferable
- Motor Vehicle Operator's License or ability to provide own transportation
Education: - Masters Degree in Special Education or School Psychology preferred
Experience: - Successful prior experience as a special education teacher or school psychologist preferred
- Experience working with students with complex needs
- Experience working with a diverse population of students desired
Evaluation: Performance of this position will be evaluated by the Assistant Superintendent for Student Support Services
