    PRIMARY FUNCTION:  Plans, organizes, implements, supervises and evaluates the Dual Language, Bilingual, and English Learner programs, through the implementation of the Illinois Learning Standards while ensuring each student’s education meets or exceeds these standards. Serves as the district liaison and leads the recruitment, selection, hiring, onboarding, training, and work Visa status/residency requirements for all international staff who support the district programs. Ensures that the district meets all legal requirements to support international staff.
     
    QUALIFICATIONS: 
    1. License:  Illinois Professional Educators License with a General Administrative and Bilingual Endorsement.  Qualified IL Teacher and Administrator Evaluator. 
       
    2. Education:
      A.         Required – Master’s Degree in Bilingual Education, Curriculum and Instruction or Administration.
      B.        Preferred - N/A 
     
           3. Experience:
     
    A. Required – Successful Bilingual classroom teaching experience at the elementary and/or middle school level.  Five (5) years of building based administrative experience. Spanish speaking required.
    B. Preferred – Successful Bilingual classroom teaching experience at the elementary and/or middle school level.  Five (5) years of building based administrative experience and five (5) years district based administrative experience. Spanish speaking required.
     
     
    ESSENTIAL PERFORMANCE RESPONSIBILITIES:
    1. Evaluates and assists school administration in evaluating Spanish-speaking staff in the dual language education program. 
    2. Establishes outreach and connections with bilingual families and community members, including but not limited to: the leadership of the Bilingual Parent Advisory Committee and Dual Language Parent Advisory Committee. 
    3. Provides leadership to Dual Language, Bilingual, and English Learner staff in coordinating their efforts in educational matters throughout the district. 
    4. Coordinates services and articulations throughout the district of the Dual Language, Bilingual, and English Learner programs by regularly communicating with school-level administration. 
    5. Collaborates with the Registration Department to oversee the Home Language Survey system, ensuring a seamless transition for families with students of other languages, accurate data entry, and appropriate student placement with bilingual and or ESL services based on mandated screeners and school history. 
    6. Maintains constant monitoring of national best practice models in language acquisition and dual language education, curriculum, interventions, and instructional methodologies and align Woodland’s programs to these models. 
    7. Monitors and provides technical support for all discontinued Transitional Bilingual Education (TBE) and Transitional Program of Instruction (TPI) education students to ensure a successful transition from English Learner services. 
    8. Maintains current records and an electronic database on all current and former English Learner students for services and reporting needs. 
    9. In collaboration with Educational Services, monitors and ensures all eligible students receive services, including students with an IEP or 504. 
    10. Encourages and supports the development, publication and use of new instructional materials by the English Learner and dual language staff.
    11. Maintains and updates the organization's website to ensure accurate and current information is available to all users on Dual Language, Bilingual, and English Learner education. 
    12. Facilitates the purchasing of instructional materials and resources under the supervision of the Assistant Superintendent of Teaching and Learning. 
    13. Coordinates with the Director of Curriculum, Assessment and Accountability the development, implementation and evaluation of professional development programs for Dual Language, Bilingual, and English Learner programs. 
    14. Leads the development of all federal and state grant applications reporting and for English Learner programs with the cooperation of the Assistant Superintendent of Teaching and Learning. Verifies and reports on staff certification for Title III.  Assists staff in need of ESL and Bilingual endorsements by providing resources on programming options.  
    15. Ensures all English Learner programs meet state and federal compliance requirements. 
    16. Creates and maintains Dual Language, Bilingual, and English Learner curriculum guides as well as program guides for staff and community information. 
    17. Collaborates with the ESL Coordinator in preparing, ordering, and administering all state and district testing for student placement, content and language proficiency growth. 
    18. Coordinates all of the recruitment, selection, hiring, onboarding, training, and work Visa status/residency requirements for all international staff who support the district programs. Ensures that the district meets all legal requirements to support international staff.  Assists in the recruitment, screening, hiring, training and assigning of Dual Language, Bilingual, and English Learner staff. Additionally, works collaboratively with hiring managers and the Human Resources Department to ensure that job descriptions accurately reflect essential functions of each position and supports Visiting International Teachers (VIT) in their transition, professional development, and integration into the school community. 
    19. Participates in district and school-level improvement planning activities. 
    20. Participates when requested in student and staff meetings to improve student learning. 
    21. Contributes to and models a positive school climate through the support of the district’s Strategic Plan and Positive Behavior Intervention and Support (PBIS) program. 
    22. Supports the development, implementation, and monitoring of MTSS frameworks to address the academic and linguistic needs of Bilingual and English Learner students. 
    23. Performs other such duties and assumes other such responsibilities as may be assigned by the Assistant Superintendent of Teaching and Learning. 
    24. Provides oversight and support to the district’s Spanish Interpreter Translator and Community Specialist, and Family Coordinator to ensure effective communication and engagement with multilingual families. 
    25. Develops, monitors, and communicates processes for the dual language lottery, waitlist management, and alternative entry methods. 
    26. Partners with community-based organizations to provide supportive services for families.
    27. Supervises the Language Acquisition Office Assistant.
    28. May formally or informally observe or evaluate staff assigned to the programs in areas of responsibility. 
       
    OTHER PERFORMANCE RESPONSIBILITIES:
    1. Support the development, implementation, and monitoring of grants.
    2. Assist in other areas as needed.
    3. Complete other duties as assigned.

    • Professional Responsibility – Reflects on teaching, must maintain accurate records, communicates professionally, contributes to the school and district, grows and develops professionally, and shows professionalism.
     
    Technical:         Must be able to use the district email system, Google platforms, Microsoft Office, and the district’s attendance system. Proficient in using IWAS and other state reporting systems.
     
    Interpersonal: Ability to develop and maintain positive relationships with staff, parents, students, businesses and community.  Must have strong organization, communication and interpersonal skills; and a strong sense of teamwork.  Must be able to cope with deadline pressures; make difficult decisions that impact the organization in a positive sense; work harmoniously with the community, students, parents, staff, and administration, etc.; communicate effectively with students, parents and staff; exhibit sound judgment in dealing with people; and follow directives given by Administration. Must also be a creative problem solver; and empathetic, humanistic and open-minded.

    PHYSICAL DEMANDS:
    Manual Dexterity:        Work requires definite skilled and accurate physical operations requiring some close coordination performance.
     
    Physical Effort:            Work requires handling average-weight materials or equipment, but not for sustained periods.
     
    Working Conditions:   Some exposure to definitely disagreeable elements may exist, i.e., temperature changes, use of steps/stairs, walking long distances throughout the building, etc. Must be available to work nights and weekends as needed, especially for an emergency.  Must also be available to attend events outside of the district as needed.  May need to be available when district offices are closed.
     
    TERMS OF EMPLOYMENT:  Full-time, twelve month (260-Days), Exempt status position.
     
    SALARY RANGE:  $120,000 - 140,000 (Salary and benefits established by the Board of Education)
     
    EVALUATION:  Conducted annually
