    SUMMARY
    Manages the day-to-day accounting operations of the Decatur Park District. Works with the District’s Chief Financial Officer to establish and monitor a comprehensive system of internal financial controls, develop, and manage the District’s fiscal budget and coordinate staff’s efforts for the annual financial audit.  Assists in managing computer software used throughout the Park District.
     
    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
    • Have a strong knowledge of the principles, practices, and objectives of financial and governmental accounting as well as an understanding of financial management and auditing procedures.
    • Manage the Decatur Park District’s accounting processes. Coordinate inter-fund accounting, account reconciliations, balance of subsidiary account and facilitate the Park District’s month-end and year-end closings.  Research and resolve accounting questions, as well as prepare and ensure accuracy of monthly financial statements. Verify procedures are in place to properly record and track Decatur Parks Foundation revenues and expenses.  Analyze and report quarterly on financial results.
     
    • Facilitate the District’s annual budgeting process. Gather and analyze budget data and prepare budget for administrative accounts. Create and distribute budget binders to staff and commissioners for review and approval.
    • Assist with District investments and ensure compliance with investment policies.
    • Develop a thorough understanding of the LOCIS (financial), VSI (point-of-sale), and Etix (Devon tickets) software systems.
    • Develop, maintain and monitor sound cash handling, recordkeeping and reporting procedures at all Park District facilities.  Coordinate the efforts of Business Department personnel to complete spot audits of cash registers throughout the Park District.
    • Maintain sound working knowledge and understanding of staff’s duties as they relate to accounts payable, accounts receivable, collections, and reconciliations of the Business Department personnel. Provide appropriate training for staff as needed. 
    • Coordinate staff’s efforts to provide support documentation, reports and explanations required by the District’s external auditors prior to and during the annual audits of the Park District and the Decatur Parks Foundation.
    • Oversee the completion and distribution of financial reports (month-end, year-end, and projection reports), facility admission reports, and development of new reports as needed.
    • Work with other DPD staff members to provide finance-related information for grant applications. Assist in completing the financial sections of the Grant Accountability and Transparency Act (GATA) requirements and help with other sections as necessary.   Compile required documentation and complete necessary reports to submit for grant reimbursement requests to granting agencies.
    • Work with CFO, directors, and managers to prepare annual facility fee recommendations to present to commissioners.
    • Maintain, update, and reconcile the District’s inventory of fixed assets.
    • Other duties and special projects as assigned.
     
    SUPERVISORY RESPONSIBILITIES
    Is responsible for the overall training, direction, coordination, and evaluation of the Accounting Clerk I & II, Accounts Receivable Clerk and Accounts Payable Clerk. Fulfills supervisory responsibilities in accordance with the organization’s policies and applicable laws while maintaining positive and effective working relationships.

    EDUCATION and EXPERIENCE
    Bachelor’s degree in Business Administration, Accounting, Finance or Management is preferred from 4-year college or university; Minimum of 4 years of accounting experience with a minimum of 3 years supervisory experience in accounting/finance position; Must have experience working with financial software packages. Experience with governmental accounting desired. Strong analytical skills and proficiency in Excel is required. 
     
    Individuals must have excellent planning, interpersonal and communication skills. Position requires a person to be a self-starter, work well with minimal supervision, have attention to detail, be organized and thorough, and have a desire for continuous improvement. This position also requires the ability to utilize effective time management skills and be able to work under the stress of multiple deadlines, requests from other departments and interruptions with accuracy.
     
    LANGUAGE SKILLS
    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to draft routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
     
    REASONING ABILITY
    Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to proactively troubleshoot, problem solve and make sound judgments with respect to confidentiality.

    HOURS
    • Monday through Friday, 40-50 hours a week, with work hours designated by the CFO
    • Employee is considered to be on duty whenever the need exists.
    • Occasional evening and weekend hours and being on call is required as needed.
