Downingtown Area School District is excited to announce an opening for a Director of Finance and Operations (Business Manager), located at the district administration building. This position will be responsible for overseeing all financial aspects of the district’s operations, including budgeting, accounting, financial reporting, compliance with financial regulations, and the smooth functioning of administrative operations. This position oversees key operational areas including transportation, food services, facilities, and the print center. This position is anticipated to begin in spring/summer 2025.

Job Summary: Responsible for overseeing all financial aspects of the district’s operations. Ensures the integrity of financial management, including budgeting, accounting, financial reporting, compliance with financial regulations, and the smooth functioning of administrative operations. Oversees key operational areas including Transportation, Food Services, Facilities, and the Print Center. Collaborates closely with district leadership, the school board, and various departments to ensure that financial resources are allocated effectively to support strategic and educational goals.
Qualifications: To successfully perform this position, a person must be able to perform each primary duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skills, and/or ability necessary.
- Minimum of five (5) years experience as a business administrator/manager and/or equivalent experience with business and administrative functions.
- Bachelor degree in business management, accounting, finance or a related field required.
- Knowledge of governmental accounting, tax law, PA school law, purchasing and accounts payable processes, risk-management programs, cash flow management, investment policies and procedures, and auditing procedures.
- Written and oral communication skills required for frequent presentations, etc.
- Candidate must be skilled in the use of current technologies.
- Must successfully complete and maintain compliance with all federal and state background and criminal record check requirements.
- Candidate must adhere to all local, state, federal, and school code requirements for employment.
Duties & Responsibilities: Employee must have the ability to perform the following essential functions on a timely basis with or without reasonable accommodations.
- Directs, coordinates, implements, and evaluates the district’s financial and operational procedures for the Print Center, Transportation and Food Service while ensuring full state and federal compliance.
- Directs, coordinates, implements, and evaluates the operation of the district Facilities and Custodial Departments to include building, maintenance, and custodial programs for existing structures/fields and all new structures/fields.
- Engages in operational decision making as a member of the Administrative Team.
- Develops and administers the district annual budget and long-term projections.
- Supports with the financial aspects of all contracts with district employees (DAEA, Teamsters, & Administration).
- Oversees the negotiation of all contracts with outside vendors with regard to the purchase of land, buildings, etc.
- Supervises the collection of real estate and earned income taxes and all Act 511 taxes for the district.
- Oversees the enrollment projections.
- Develops multi-year capital budgets and develops plans for debt service.
- Directs, coordinates, implements, and evaluates the investments of the district’s portfolio of funds.
- Maintains compliance of all state and federal financial reports.
- Oversees all internal auditing procedures to ensure full compliance with local, state, and federal auditors.
- Serves as administrative representative for the Board Finance Committee.
- Maintains all necessary financial records and files.
- Serves as Treasurer for the School Board.

Salary 2024-2025 School Year:
$185,275 - 231,595 annually
*Placement upon salary scale is dependent upon years of experience in similar position. Salary will be prorated based on start date.
Schedule: - 7 hours per day, 5 days per week, 260 days per year, based on district-approved calendar
- Full-time, 12-month position

You have 31 days from the date that you are benefit eligible to make your elections. If you do not make elections during this time, you will only be enrolled into any benefit that is provided by the District at no cost to you.
