SCHOOL DISTRICT OF BAYFIELD FINANCE MANAGER
Join a dynamic team at the School District of Bayfield. The Finance Manager position can be a hybrid remote/in person position. This is a 12 month FTE position with competitive salary and benefits.
Position Purpose:
Under the guidance of the District Administrator, the Finance Manager serves as a key leader in managing the financial resources of the School District of Bayfield. This position provides strategic fiscal oversight and is responsible for all aspects of the district's financial operations, including budgeting, accounting, payroll, and grant management. The Finance Manager collaborates with the District Administrator and other stakeholders to implement sound financial practices, align resources with educational goals, and ensure fiscal transparency and accountability. With a focus on accuracy, confidentiality, and fostering positive relationships, this role plays a vital part in supporting the district's mission to deliver exceptional educational opportunities through effective resource management.
Knowledge, Skills, and Abilities:
Bachelor degree in accounting preferred.
Working knowledge of computers and computer software, Microsoft Office, Skyward, payroll and budgeting.
Experience preferred in Wisconsin Department of Public Instruction WUFARS.
Ability to maintain accurate and complete records and to prepare clear and detailed reports.
Ability to establish and maintain effective and positive working relationships with the public.
Ability to make sound management decisions.
Ability to maintain confidentiality of information.
Ability to be self-motivated and flexible.
Essential Functions:
Assumes responsibility for the receipt and expenditure of school district funds.
Supervises the management of the financial affairs of the district.
Assumes responsibility for budget development and long-range financial planning.
Establishes and supervises a program of accounting adequate to control and record in detail all financial transactions.
Acts as payroll officer for the district.
Administers a budget control system for the district.
Acts as advisor to the superintendent on all questions relating to the business and financial affairs of the district.
Develops budget guidelines, coordinates preparation and review of the budget, with key administrators.
Prepares analyses of budget requests and program proposals.
Arranges for the supervision, preparation, publication, and distribution of budgets as approved by the superintendent and the board.
Coordinates the presentation of, justification for, and preparation of additional analyses required to understand the budget proposal for action by the board.
Assists in the execution of the enacted budget, including the recommendation of administration controls where required.
Takes the lead in developing improvements in the financial management of the school system, including budget methods, format, and presentation.
Coordinates, processes, and controls transfers of budgeted funds as requested by program directors.
Supervises monthly accounting of all income and expenditures.
Prepares and analyzes all financial statements.
Prepares financial statements, income statements, and cost reports to reflect the financial condition of the district.
Supervises the reconciliation of all bank accounts maintained by the district.
Assist employees in benefits orientation and serves as contact person for medical, dental, life, flexible spending and retirement benefits.
Supervises grant management.
Prepare reports to the proper staff officials concerning the status of their budgetary accounts to guard against the overspending of any budgeted account.
Approves all vouchers authorizing the expenditures of monies.
Arranges for the internal auditing of school accounts.
Interprets the financial concerns of the district to the community.
Project revenue and expenditures, preparation of prospectus for bond sales, management of short term investment portfolio, and similar activities as directed by District Administrator.
Maintain K-12 budget including monthly budget reports, approval of teacher/staff discretionary budget requests. Work closely with administration to ensure adequate funding of educational initiatives and curriculum.
Approval of all substitute timesheets.
Implement and maintain an electronic absence approval process for all staff ensuring that administration has a seamless process to account for absences.
Coordinates all grant writing activities for the District. Works with administration and designated committees or individuals in assisting with the grant writing procedures.
Maintains written procedures for all federal grants outlining manageable steps to insure allowable costs are captured and timely access to federal funds.
Responsible for all reports and paperwork for grants. Has authority to commit resources and to reallocate funds for differing program purposes from an original grant budget within grant guidelines.
Maintain confidentiality.
Perform all other duties as assigned by the District Administrator.
