    Job Summary:

     

    Dallas School District is seeking a highly motivated, strategic, and detail-oriented Business Manager to oversee the financial operations and business functions within the district. The Business Manager lead position in ensuring the district’s financial health, compliance with federal, state, and local regulations, and the efficient management of resources. This individual will work closely with the Superintendent, the Board of Education, and other key stakeholders to support the district's mission of providing quality education, while exploring alternative funding sources and innovative revenue-generating opportunities.

     

    Key Responsibilities:

     
    • Financial Oversight:
      Responsible for financial management, planning and investing for the district's 45.5 million dollar budget, including revenue and expenditures, ensuring adherence to budgetary guidelines. Monitor and document financial performance and provide timely reports to the Superintendent and Board of Education.

    • Accounting and Auditing:
      Supervise and direct accounting functions, including general ledger maintenance, accounts payable and receivable, payroll, and financial statement preparation. Coordinate annual audits and implement recommendations.

    • Grant Management:
      Oversee the application, management, and reporting of state, federal, and private grants. Ensure compliance with all grant requirements.

    • Self-Funded Healthcare Plan Management:
      Lead the administration and financial oversight of the district's self-funded healthcare plan, including medical, dental, and vision benefits. Monitor claims experience, assess cost containment strategies, and make recommendations for plan improvements or changes. Collaborate with third-party administrators, brokers, and legal teams to ensure compliance with all relevant regulations, including the Affordable Care Act (ACA).

    • Direct Supervision and Management of Business Office Staff:

     

        Supervise, train, evaluate school district business office staff of three (3) direct reports   

     

        with an emphasis on efficiency and effectiveness.  Build capacity regarding evolving 

     

        local, state and federal best practices to ensure consistent and improved process, 

     

        reporting and results.

     
    • Alternative Funding and Revenue Generation:
      Develop and implement strategies to secure alternative funding sources, including but not limited to local, state, and federal grants, corporate sponsorships, and partnerships. Identify innovative revenue-generating opportunities, such as leveraging district assets, creating fee-based programs, or exploring partnerships with local businesses and organizations. Analyze emerging trends in educational funding and propose creative solutions to enhance the district’s financial sustainability.

    • Facilities and Operations Management:
      Collaborate with the Director of Buildings and Grounds and Superintendent) to manage financial planning and maintenance of facilities, including the support of preparing Requests for Proposals, review of purchasing guidelines, development and communication of capital projects planning, ensuring efficiency and cost-effectiveness.

    • Transportation Operations:  Collaborate with contractor to oversee the financial management, budgeting, and reimbursement activities related to student transportation services within the school district. This includes managing transportation contracts, monitoring transportation costs, ensuring compliance with state and federal reimbursement programs, and preparing accurate financial reports. Monitor transportation expenditures, including fuel, contract services, maintenance, and staffing, to ensure cost control and fiscal responsibility.  Manage the preparation of the annual transportation reimbursement report (PDE 1049) and ensure compliance with state guidelines for school transportation reimbursement programs.

    • Cafeteria/National School Lunch Program Support:  Ensure that all food service operations are in compliance with federal, state, and local health regulations, including the National School Lunch Program (NSLP) and other government programs.  Monitor food service expenditures and revenues, including meal reimbursements and a la carte sales.  Prepare and submit monthly, quarterly, and annual financial reports to district leadership, outlining revenue, expenses, and budget forecasts.  Ensure timely and accurate submission of all required food service reports to comply with government regulations and auditing requirements.

    • Human Resources Support:
      Responsible for managing employee benefits, pensions, and compensation plans with Business office employee (s). Provide support for labor relations and collective bargaining processes with employee unions. Participate in negotiations, ensuring the district's financial considerations are integrated into contract discussions, while maintaining positive labor relations. Provide ongoing administrative support for the implementation of collective bargaining agreements.

    • Compliance:
      Ensure the district is in full compliance with all relevant local, state, and federal laws, including tax regulations, labor laws, and financial reporting standards.

    • Strategic Planning:
      Contribute to long-term financial planning and help the district establish sustainable financial goals aligned with its strategic objectives.

     

    Qualifications:

     
    • Bachelor's degree in Accounting, Finance, Business Administration, or a related field (Master’s degree preferred).

    • Certified School Business Administrator (CSBA) or other relevant certification preferred.

    • Minimum of [5] years of experience in business management, financial operations, or accounting in an educational setting.

    • Experience with self-funded healthcare plans, including claims management, cost containment strategies, and compliance with ACA and other regulations.

    • Demonstrated success in effectively managing business operation(s) including staff, systems, process, and positive results using data driven decision making

    • Proven ability to identify and secure alternative funding sources, including grants, sponsorships, and partnerships, and to explore innovative revenue-generating opportunities.

    • Demonstrated knowledge of school finance, fund accounting, budgeting, and fiscal management.

    • Experience with collective bargaining processes, labor relations, and contract negotiations in an educational setting.

    • Thorough understanding and experience with state and federal financial regulations, grant management, and auditing processes.

    • Advanced ability in accounting software, financial management tools, Google Suite and Microsoft Office Suite.

    • Ability to professionally, effectively and efficiently communicate with all levels of stakeholders, lead a team and resolve conflict, strong communication, leadership, and interpersonal skills.

    • Ability to work effectively in a collaborative, team-oriented environment.
