  •   POSITION TITLE:   DIRECTOR OF EXCEPTIONAL STUDENT SERVICES
     
    GENERAL DESCRIPTION
    To provide leadership and monitoring in the implementation of programs for exceptional students in compliance with federal, state, and district guidelines, in order to assure high standards for student achievement. Responsible for coordinating and implementing meaningful professional development that supports the educational focus for the special needs populations of the District.
     
    REQUIRED QUALIFICATIONS
    • Master’s Degree 
    • Valid Arizona Department of Education Teaching Certificate (upon employment)
    • Must possess/maintain a valid Arizona IVP Fingerprint Clearance Card (upon employment)
    • Background clearance (upon employment)
    • Five years of successful classroom teaching
    • Three years of supervisory or administrative experience
    • Demonstrated experience in building/district-level leadership in exceptional student services
    • Demonstrated proficiency with federal and state educational laws
    • Evidence of leadership in the delivery of professional development to educators
    • Excellent communication skills (written and oral)
    • Skilled in developing talent in colleagues and using coaching techniques
     
    PREFERRED QUALIFICATIONS
    • Doctorate degree (preferred)
    • Special Education Certificate (preferred)
    • Valid Arizona Principal and/or Administrative Certificate (preferred)

    ESSENTIAL DUTIES AND RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     Supervisory Responsibilities 
    1. Recruit, interview, hire, and train department staff.
    2. Oversee the daily operations and workflow of the Exceptional Student Services department to ensure efficiency and alignment with district goals.
    3. Provide constructive and timely performance evaluations to department staff, offering feedback for growth and improvement.
    4. Coordinate and collaborate with the Human Resources department to manage disciplinary actions and ensure due process for department staff is in compliance with governing board policies, as well as state and federal laws.
    Duties and Responsibilities
    1. Establish, monitor, and evaluate the effectiveness of the district’s exceptional student programs in compliance with federal and state laws, rules, regulations, and district policies.
    2. Write and submit the exceptional student's programs in compliance with federal and state laws, rules and regulations, and district policies.
    3. Oversee the Assistant Director of ESS and the direct work of the Exceptional Students Services District Leads, including but not limited to Nurse Lead, Counselor Lead, and Related Services Lead.
    4. Ensure that all reports and records for exceptional students are accurately compiled and maintained as required legally as well as ensuring all student records are held in strictest confidence as directed by federal/state laws and regulations.
    5. Assist in the development of district policies that meet the needs of exceptional students as well as compliance with all federal and state laws, rules, and regulations.
    6. Participate fully in NIET professional development at the regional, district, and school level as scheduled.
    7. Collaborate with the Assistant Superintendent, Academic Services Coordinator, Student Achievement and Assessment Coordinator and Principals to implement meaningful student assessment, data collection, and analysis to effectively monitor student growth for students identified with special needs.
    8. Provide up-to-date information regarding all legal requirements governing exceptional student services.
    9. Develop and maintain budget needs, expenditures, and audit procedures for funds allocated for exceptional student services.
    10. Maintain and monitor data collection for reimbursement of services rendered under Medicaid.
    11. Maintain and monitor census data and attendance reports necessary for various funding sources.
    12. Maintain inventory of equipment purchased with federal/state exceptional students funds.
    13. Develop procedures for referring and evaluating students who may qualify for exceptional student services.
    14. Directs the selection of tests and materials used by exceptional student personnel in conjunction with the Assistant Superintendent and District curriculum.
    15. Collaborate with building administrators on the needs of individual at-risk, 504, special education, and gifted students.
    16. Oversee the coordination with the Transportation Department the busing of students needing specialized transportation.
    17. Develop internal monitoring processes to ensure Individual Education Plan (IEP) compliance through records documentation and attend meetings as appropriate.
    18. Recruit, screen, and interview in collaboration with building principals, both classified and certified staff, with recommendations to the assistant superintendent or superintendent for employment of regular Avondale Elementary School District employees and agency contracted staff as needed.
    19. Work with the Professional Development Coordinator, District Master Teachers, and Principals to develop annual and multi-year calendars for professional development opportunities specific to students of special needs staff.
    20. Maintain relations with other school districts, city, county, state and federal officials to provide up-to-date and accurate information for developing, maintaining, and evaluating district-wide programs.
    21. Follow all District policies, procedures, and directives in a timely and appropriate manner.
    22. Perform all other tasks as may be assigned.
     
    EVALUATION: Performance for this position will be evaluated in accordance with the provision of Board Policy GCO - Evaluation of Professional Staff Members.

    While performing the duties the employee is required to reach with hands and arms, sit, stand, walk, and bend at the weights as necessary.     Travel is primarily local during the business day; some out of the area and overnight travel.

    Terms of Employment: 12 months Full Time;  12-month Work Calendar
