  •   POSITION TITLE:  ASSISTANT DIRECTOR OF HUMAN RESOURCES 
     
    GENERAL DESCRIPTION
    The Assistant Director of Human Resources is responsible for monitoring the administration of hiring, retention, offboarding, and personnel record management processes. This role ensures the smooth execution of human resources operations, maintaining compliance with district policies, as well as state and federal employment laws. The Assistant Director will oversee and monitor human resources functions, including recruitment, personnel management, and employee relations, ensuring alignment with district goals and objectives. In collaboration with the Executive Director of Human Resources, the Assistant Director ensures that human resources policies and practices align with the district’s vision, values, and goals to support student success.    
     
    REQUIRED QUALIFICATIONS
    • Associate’s degree or equivalent qualification required  
    • A minimum of three (3) years of experience in Human Resources
    • Two years experience in a leadership or supervisory capacity
     
    • Must possess/maintain a valid Arizona IVP Fingerprint Clearance Card (upon employment)
    • Background clearance (upon employment)
    PREFERRED QUALIFICATIONS
    • Bachelor’s Degree (preferred)
    • Understanding of state and federal laws, statutes, and regulations related to employment, personnel management, and compliance (preferred)
    • Familiarity with School ERP Pro accounting software (preferred)

    ESSENTIAL DUTIES AND RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     Duties and Responsibilities
    1. Provide leadership and management for the human resources department activities, including recruitment, employment processes, and employee relations.
    2. Collaborate with administrators to ensure alignment between Human Resources practices and district goals, vision, and values.
    3. Oversee and evaluate Human Resources operational processes to ensure alignment with organizational goals and compliance with district policies, and state and federal laws.
    4. Oversee and assist with the implementation of standard operating procedures for the Human Resources department to ensure consistency and equity across functions.
    5. Oversee and ensure compliance with all applicable state and federal laws, district policies, and best practices, including but not limited to the Fair Labor Standards Act (FLSA), Equal Pay Act, Title VII, FMLA, ADA, EEOC, and state-specific statutes.
    6. Assist the District Title IX Coordinator, overseeing compliance with all Title IX legal requirements.
    7. Oversee and ensure compliance with federal and state wage and hour laws, EEOC requirements, and employment regulations.
    8. Ability to maintain confidentiality of records and correspondence. 
    9. Oversee and ensure the accuracy and timely entry of data into the Human Resources Information System (HRIS) and talent management systems. Lead and conduct regular audits to verify data accuracy, compliance with district policies, and alignment with legal regulations. Address any discrepancies and implement corrective measures to maintain the integrity of HR records and support operational efficiency.
    10. Assist with the implementation, coordination, and management of the recruitment process for all district positions, ensuring alignment with district policies and compliance with applicable regulations.
    11. Assist with the development and monitoring of retention initiatives, such as employee engagement programs and committees.
    12. Assist with fostering relationships with external organizations, such as universities and professional networks, to strengthen the district's talent pipeline.
    13. Monitor recruitment data to assess the effectiveness of strategies, making adjustments to improve outcomes.
    14. Assist with the development, implementation, and monitoring of hiring practices and separation procedures, including the collection and analysis of exit interview data to inform retention strategies.
    15. Monitor the District’s transfer process and its alignment with district practices and policies.
    16. Maintain regular communication with departments and schools to assess and anticipate personnel needs.
    17. Assist with the development, implementation, and monitoring of the certification process for staff, ensuring compliance with state regulations, district requirements, and highly qualified status standards.
    18. Assist with the development, implementation, and monitoring of the new hire orientation programs and legally mandated training.
    19. Assist with the development, implementation, and monitoring of the district's system for employee evaluations, ensuring effectiveness and compliance.
    20. Maintain accurate personnel files, audit certification requirements, and manage staff information guides in alignment with district and federal standards.
    21. ??Organize and lead committees, career fairs, and other related activities.
    22. Coordinates committee meetings and prepares related documents, including agendas, minutes, and presentations.
    23. Prepare and respond to requests from the Department of Education and other agencies, ensuring accuracy and compliance.
    24. Provides backup for the Executive Director of Human Resources as needed.
    25. Present relevant data and updates to the Governing Board and stakeholders as needed.
    26. Ability to work flexible hours during,  board meetings, committee meetings, orientation sessions, conferences, summits, and recruitment activities.
    27. Perform all other tasks as may be assigned.
     
    EVALUATION: Performance for this position will be evaluated in accordance with the provision of Board Policy GCO - Evaluation of Professional Staff Members. 
     
    REQUIRED SKILLS/ABILITIES
    LANGUAGE SKILLS: Ability to read, analyze, write, and interpret reports, materials, and data relevant to HR functions.  Strong verbal and written communication skills. Strong organizational skills and attention to detail.  
     
    MATHEMATICAL SKILLS: Ability to perform moderate mathematical calculations, personnel forecasting, data analysis, and computations to support HR decision-making.
     
    DATA MANAGEMENT AND QUALITY CONTROL: Ability to create, manage, and analyze data using basic data manipulation tools (e.g., formulas) in spreadsheet software. Skilled in reviewing data for accuracy and identifying discrepancies or errors to ensure data integrity.

    While performing the duties the employee is required to reach with hands and arms, sit, stand, walk, and bend at the weights as necessary. The employee may lift, carry, push, pull, or otherwise move objects weighing a minimum of 15 pounds in various directions and could occasionally lift or move objects up to 20 pounds in various directions.
     
    Travel is primarily local during the business day; some out of the area and overnight travel.
