TITLE: DIRECTOR OF BUSINESS OPERATIONS
FLSA STATUS: Exempt
REPORTS TO: Superintendent
SUMMARY:
Under the direction of the Superintendent, the Business Operations Manager serves as the Chief Financial Officer of the District. This individual is responsible for the fiscal management and fiscal operations of the District including accounts payable, accounts receivable, payroll/benefits, and the preparation of all budgetary and financial information to the School Board, Superintendent, and other outside entities. The Director of Business Operations is also responsible for the operations and personnel of the district engaged in accounting, and student accounting.
ESSENTIAL FUNCTIONS: Serves as the District's Chief Financial Officer overseeing all fiscal operations, policies and procedures to ensure compliance with accounting standards, laws, rules, regulations, guidelines, and reporting requirements. Provides financial analysis and forecasting to aid in financial planning, budget preparation, and organizational planning assistance.
Creates, monitors, adjusts and presents all of the District's budgets. Collaborates and works closely with various district administrators and managers concerning the preparation of budgets;
Analyzes all district financial information reported to the School Board, MDE and other inside and outside agencies;
Compiles and adjusts information to close out District accounting records and books for the annual audit, and prepares the certified annual financial report in compliance with GASB and GAAP standards;
Performs financial forecasting and estimation of student enrollment based on legislative funding in order to support district growth and sustainability;
Forecasts and develops expenditure projects based upon inflation trends, employment contract provisions, and reports findings to the Superintendent and School Board;
Researches, investigates, and performs cost analysis to determine more efficient uses of district monies and ways to maximize funding streams;
Compiles, reviews, adjusts, submits and presents the District levy;
Supervises payroll, accounts payable and receivable, and grant management;
Negotiates contracts for Food Service Provider and Transportation Provider;
Evaluates and manages district insurance policies, including liability and property coverage;
Completes financial applications for all state and federal grants;
Manages information for entry into SEDRA and MEGS for applications and reimbursement including levy function, title programming, and special education;
Serves as a member of the District's negotiating team for all non-union and union employees;
Administers, evaluates, and addresses concerns or issues pertaining to District benefit plans including OPEB, health and dental insurance, 403(b) compliance and information, TRA, PERA, LTD, Life, HRA, HSA, HCSP etc.
EDUCATION AND/OR EXPERIENCE:
Requires a minimum of a Bachelor's Degree in Business Administration, Finance, Accounting or closely related field and 3 years business, accounting, and supervisory experience in school business operations; and/or evidence of equivalent education and experience necessary to perform the requirements of the work. Requires a valid MN driver's license.

WORK ENVIRONMENT:

TITLE: HUMAN RESOURCE MANAGER
SUMMARY: The Human Resources Manager oversees all aspects of human resources management for the district, ensuring compliance with applicable laws, policies, labor contracts, and state and federal regulations. This role manages recruitment, hiring, onboarding, and off-boarding processes; maintains employee records, contracts, and licensure; and facilitates payroll accuracy and employee time-off tracking. The HR Manager also administers employee benefits, insurance, workers’ compensation, and leave programs, while supporting employee training, evaluations, and professional development. Additionally, this position serves as the main point of contact for vendors and third-party administrators, and ensures that all processes and documentation reflect accuracy, confidentiality, and the district’s commitment to excellent service and support for all employees.
ESSENTIAL FUNCTIONS:
Maintain compliance with applicable policies, laws, regulations, and labor contracts;
Serve as a point of contact for brokers, plan vendors, and third party administrators;
Review bi-monthly payroll for accuracy of hours;
Audit information to ensure that data is correct in payroll systems and spreadsheets. Research and resolve any issues; communicate and initiate any corrections;
Manage employee time off usage and ensure submitted requests are within the employee’s available time allowable per the employment contract/agreement. Audit time off requests to ensure requests are reflected in the employees’ time off via Frontline and SMART;
Plan, direct, and coordinate the recruitment and hiring procedures for all personnel with School Board approval ensuring hiring administrator has completed necessary paperwork for employment;
Prepare job descriptions for school employees and monitor online applications for employment;
Complete new employee onboarding and entire orientation process;
Plan, direct and coordinate the resignation and retirement procedures for all personnel and facilitate off-boarding procedures;
Facilitate the district’s open enrollment process for insurance benefits;
Administer and coordinate the District’s employer-sponsored insurance and benefit plans. Verify that employees are accurately covered and deductions are correct. Resolve any differences;
Maintain the District’s Employee Handbooks;
Manage employee personnel files ensuring compliance with all state and federal requirements including certified staff licensure, employment verifications, lane changes, and seniority reviews;
Oversee District employees’ observations and reviews;
Maintain tenure and seniority listings;
Facilitate the District's employee training modules and assignments;
Manage and maintain the District’s forms directory;
Facilitate the Worker Compensation process;
Manage Family Leave and Paid Leave in accordance with state and federal guidelines;
Update employment contracts, Union master agreements, and annual/semi-annual letters of assignment;

Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to:
Associates or Bachelor's Degree in Human Resources or related field.

Supporting and mentoring teachers:

This role involves spending 80% of the time conducting and completing assessments for special education evaluations and leading child study meetings. The remaining 20% of the position focuses on enhancing the district’s Multi-Tiered System of Supports (MTSS) by attending meetings and collaborating with educational staff to improve student outcomes.
Conduct comprehensive psychological assessments for special education evaluations, including cognitive, social-emotional, and behavioral assessments.
Interpret assessment results to determine eligibility for special education services and provide detailed, accurate reports.
Participate in IEP meetings, providing data-driven recommendations and collaborating with team members to support student needs.
Lead and facilitate child study meetings, collaborating with educators and parents to discuss student progress, intervention strategies, and evaluation outcomes.
Maintain accurate and timely documentation in compliance with state and federal regulations.
Attend district-level MTSS meetings to support the development and implementation of evidence-based interventions and strategies.
Collaborate with educators and administrators to improve the effectiveness of tiered support systems.
Analyze student data to inform instructional practices and intervention strategies.
Provide guidance on data collection, progress monitoring, and data-driven decision-making.
Collaborate with general education and special education teachers on initial evaluations to ensure accurate interpretation of data.
Education: Master’s or Specialist degree in School Psychology or related field required.
Certification: Valid state certification or licensure as a School Psychologist.
Experience: Previous experience conducting special education assessments and knowledge of MTSS frameworks preferred.
Skills: Strong analytical, communication, and organizational skills. Ability to work collaboratively in a team environment.

Job Title: Early Childhood Special Education Speech and Language Pathologist
Job Summary: The Early Childhood Special Education Speech and Language Pathologist will play a pivotal role in providing specialized speech and language services to children aged 3 to 5 with developmental delays or disabilities within a school-based setting. Additionally, the candidate will extend their expertise to support birth to 3-year-old students in their homes, as well as a small percentage of young adults (18+) in a school-based environment. Position Title: Early Career Teacher Coach
Position Summary: The Early Career Teacher (ECT) Coach will provide support for teachers with 0-3 years of certified classroom teaching experience. ECT Coaches will provide robust, differentiated, content-agnostic support that will:
Cultivate an environment where ECTs feel included and valued
Equip teachers with the tools and resources needed to positively impact student outcomes
Develop the foundational skills and knowledge in ECTs that they need to create inclusive classrooms, create positive relationships with parents and caregivers, and differentiate for all learners.
Includes approximately 3 hours of support per month for early career teachers. This may include 1:1 coach-mentee support or in support in small groups outside of the teaching day.
$1000 stipend per mentee
Minimum Qualifications:
Bachelor’s degree required
Must be a current Watertown-Mayer classroom teacher
4+ years of certified teaching experience
Valid Minnesota Teaching License
Experience related to adult learning (preferred)
Masters in Curriculum and Instruction (preferred)
Responsibilities and Essential Functions:
Attend required training for this position provided by Resource Training and Solutions paid at the hourly rate if outside the contracted hours.
Establish and maintain a confidential and non-evaluative relationship with early career teachers to develop their autonomy as professionals.
Hold regular one-on-one or small group meetings with mentee(s).
Observe mentees instructional practice and provide feedback.
Participate in team efforts at the school level to create a welcoming and supportive culture, working with administrators, master teachers, and other personnel as needed.
Maintain an accurate log of all ECT Coach activities and submit it by the first of each month to the DTL, in accordance with the program requirements.
Attend Early Career Teacher cohort meetings.
Support mentees with fostering relationships with students, families, and colleagues.
Use tools and strategies covered in training during interactions with mentees.
Collaborate with colleagues including other mentors, coaches, teachers, and administrators to support early career teachers.
This position will be under the direction of the Director of Teaching and Learning and the building Principal.
