Title: District Director of Curriculum, Instruction, and Articulation (Interim)
Organizational Relationships:
Reports to and is evaluated by the Superintendent of Schools
Primary Function:
Work with administrators, teachers, parents, and community-school groups in
the high school and elementary districts. Cooperate with all superintendents,
principals, supervisors, and faculty members to articulate the curriculum and
supporting staff development programs on a K-12 basis. Manage and articulate
all assigned regional district, state, and federal programs and plans.
Major Responsibilities:
1. Assist the superintendent, principals, and other appropriate instructional staff
members in the development, implementation, and evaluation of a coordinated
regional high school district curriculum and on articulated elementary and high
school curriculum.
2. Initiate and manage a regional district staff development program and teacher
mentoring program.
3. Plan and implement all assigned regional high school district, state, and federal
projects related to funding, monitoring, data collection, reporting, and testing
projects.
4. Perform such tasks and assume such responsibilities as designated by the
superintendent under the authority of the Board of Education.
Qualifications:
New Jersey School Administrator, Principal, or Principal/Supervisor
Certificate(s) and such additions to the above qualifications as the
Superintendent of Schools may find appropriate and acceptable.
Evaluation:
According to State Statutes, N.J.A.C. Title 6, Board of Education Policy and
Procedures.
CRITERIA FOR THE EVALUATION OF DISTRICT DIRECTOR OF CURRICULUM, INSTRUCTION, AND ARTICULATION
1. High School Curriculum/Assessment Coordination
The District Director of Curriculum, Instruction, and Articulation shall:
a. work cooperatively with the various school groups and act as a liaison between
administrators, supervisors, and teachers.
b. Direct curriculum development an evaluation of programs.
c. Direct high school staff development programs and manage inter-district staff
development projects.
d. Manage a coordinated program of curriculum review and evaluation for all
State-mandated projects.
e. Prepare appropriate reports as requested by the superintendent of schools.
f. Attend administrative meetings, Board meetings, and appropriate professional
development meetings upon the request of the superintendent.
g. Monitor education laws, rules, and policies, regulations. Promote the continuity
of the instructional program.
h. Recommend the addition of new courses, grade placement of courses, credit
allowance for courses, and graduation requirements.
i. Monitor textbook and supplementary materials selection used in educational
programs in the District in cooperation with subject supervisors.
j. Attend workshops, meetings, and conventions to remain updated on trends and
developments in curriculum, instruction, and assessment.
k. Serve as the District Test Coordinator (DTC) for implementation of District, State,
and National Assessment – HSPA, BCT, PARCC, AP.
l. Develop, review, and evaluate the District’s assessment procedures, practices,
and programs.
m. Work with appropriate faculty to develop, maintain, and revise curriculum
documents based on systematic revision and analysis.
n. Plan the necessary time, resources, and materials to support accomplishment of
education goals.
2. Inter-district Regional Articulation
The District Director of Curriculum, Instruction, and Articulation shall:
a. Interact with and serve various inter-district school curriculum councils and
planning teams.
b. Manage regional inter-district curriculum articulation.
c. Coordinate inter-district summer workshops.
3. Instruction
The District Director of Curriculum, Instruction, and Articulation shall:
a. Provide the instructional and curricular leadership that creates, implements,
maintains, and enhances excellence, scholarship, creativity, and achievement for
all students.
b. Supervise the effective and efficient implementation of the educational and
instructional programs in compliance with local, state, and Federal regulations
such as AchieveNJ and TeachNJ, and the provisions of the District’s collective
bargaining agreements.
c. Develop annual goals and action planning for the teaching and learning
program.
d. Establish and maintain efficient administrative procedures to support the
teaching and learning functions of the District.
e. Lead and collaborate in the observation/evaluation of all building-level
administrative and supervisory staff.
4. State and Federal Relationships
The District Director of Curriculumm, Instruction, and Articulation shall:
a. Take responsibility for all assigned NCLB funding applications, project
evaluations, and reporting requirements for state and federal projects.
b. As assigned, act as district officer for mandated services such as Affirmative
Action, Section 504, Americans for Disability Act, and District Health and Safety
Officer.
c. As assigned, manage district’s state and federal compliance projects.
d. Assign, provide insight of NJQSAC Annual SOA and Three-Year Review.
e. Provide oversight of all District professional development activities including
State Department of Education Professional Development Plan.
f. Coordinate needs assessment and development of New Jersey Department of
Education Teacher Mentoring Plan and provide oversight of implementation.
5. Special Projects
The District Director of Curriculum, Instruction, and Articulation shall:
a. Identify and develop special curriculum and staff development projects for the
articulated plans and needs of the regional district and its sending districts.
b. Maintain contact with current educational research, practices, regional, state, and
federal regulations.
c. Promote effective communication through the writing of appropriate
newsletters, booklets, news releases; conduct appropriate parent and advisory
group meetings.
d. Keep the public informed about modern educational practices, educational
trends, and the policies, practices, performance, and problems of the local public
schools.
e. Work cooperatively with colleagues from other school districts.
f. Work to develop and maintain cooperative and affirmative relations with
municipal, county, state, and federal agencies.
g. Perform other duties that may be within the scope of employment and
certification or may be assigned by the superintendent under the authority of the
Board of Education.
h. Ensure the use of technology in the teaching and learning processes and work
with staff to develop appropriate strategies.
6. Relationship with the Superintendent and Other School Units
The District Director of Curriculum, Instruction, and Articulation shall:
a. Maintain policies that are in agreement with the established policies of the Board
of Education as interpreted by the superintendent;
b. Interpret district-wide and inter-district policies and procedures for curriculum
articulation;
c. Keep the superintendent and staff members informed on district-wide and inter-
district curriculum matters.
d. Accurately report the condition, progress, and needs of district and inter-district
curriculum matters.
e. Prepare budget requests to reflect immediate and long-term needs.
f. Promote the District’s mission, philosophy, and vision. Build internal/external
partnerships that support District goals and enhance student learning.
g. Encourage innovation. Analyze data to improve school operations. Serve as an
information resource. Help develop and implement District’s Strategic Plan.
h. Promote professionalism. Implement State-mandated and locally developed
personnel appraisal standards. Participate in collaborative planning of effective
staff development programs and improve teaching outcomes and student
learning (e.g., methods, skills, commitment, etc.).
