SUPERVISOR: Special Education Director
SALARY RANGE: $79,118 - $112,318 TERMS OF EMPLOYMENT AND HOURS OF DUTY: As per district policy.
JOB SUMMARY: To act under the general direction and supervision of the Director of Special Education Services. To perform evaluative/diagnostic duties of students referred for comprehensive evaluation of suspected disability area and educational needs. To assist with the development of educational plans to meet the specific needs of students who would qualify for special education services as prescribed by local rules and regulations, state rules and regulations, and federal rules and regulations governing service for students with disabilities and to do so in an organized, proficient manner within legal time limits. Provide consultation to regular and special education teachers in effective academic and behavioral interventions, including the development of Behavior Intervention Plans. To work with the District MTSS/RTI Team to develop and implement appropriate screening, diagnostic tools and processes necessary to identify appropriate educational and behavioral interventions designed to meet the needs of at-risk students and students with disabilities in the public school system. QUALIFICATIONS:
Education, License or Formal Training:
1. Proper certification/licensure issued by the Wyoming Department of Education and/or Professional Teaching Standards Board (PTSB) for position of School Psychologist.
2. Clinical experience either by working within a public school or completion of required clinical experience hours as prescribed by a training program to be eligible for certification/licensure by the Professional Teaching Standards Board and the Wyoming Department of Education.
3. A minimum of a Master’s Degree in a related field from an accredited college or university.
Knowledge, Skills and Mental Ability:
1. Possess expertise in the Individuals with Disabilities Education Act (IDEA 2004), its implementing Code of Federal Regulations; Wyoming Education Rules, Chapter 7, Governing Students with Disabilities in Wyoming Public Schools; and local policies and procedures regarding students with disabilities.
2. Possess competence in the application of Microsoft Office Tools for report writing, data reports, presentations, etc.
3. Possess expertise in the application of eligibility criteria for disabling conditions defined in WY Chapter 7 Rules and Regulations.
4. Possess the ability to write reports of evaluation data in a fashion that is readable and understandable by all persons reviewing this written communication, including parents as appropriate.
5. Ability to work effectively with a variety of stakeholders involved in the development of Individual Education Programs, functional behavioral assessments, behavioral intervention plans, including school district staff and parents.
6. Possess sound emotional judgment when working with students, parents and district staff and administration.
7. Knowledge of and expertise in a Multi-Tiered System of Supports for the provision of interventions for students at risk of academic failure.
8. Knowledge of the standards for school psychologists established by the National Association of School Psychologists (NASP), and adherence to confidentiality and ethical requirements of the profession.
9. Perform other duties as assigned by Building Principals or Director of Special Programs.
PERFORMANCE RESPONSIBILITIES:
1. Evaluates and diagnoses specified deficits of students within the school district that would meet criteria set forth by local, state, and federal regulations for services to students with a disability in any of the listed disability conditions. Evaluations of students will be completed within required timelines as set forth in local, state, and federal rules and regulations and as per district procedures.
2. Interprets data collected from evaluations of referred students (standardized test data, normative test data, aptitude test data) and shares that information in a report format so that parents, staff, and others are able to understand the functioning level of a specific student. Must be able to give conclusions and recommendations for development of an Individualized Education Program (IEP) for the specific students as needed for programming.
3. Collaborates with all teaching staff in development of a variety of strategies, within a Multi-Tiered System of Supports or Response to Intervention system to meet the educational needs of all students within the building to which they are assigned.
4. Follows all school district policies and procedures; adheres to ethical standards of the profession.
5. Assists with and/or develops new programs as necessary to meet the needs of students with disabilities and those at risk of academic failure in the buildings to which they are assigned.
6. Promotes positive public relations with the community and within the school district by using positive verbal and non-verbal communication and interaction skills at all times.
7. Provides leadership with all staff members in maintaining the necessary confidentiality of information as it relates to students and staff that they work with on a daily basis.
PHYSICAL DEMANDS:
1. Must be able to sit, stand and walk without fatigue and discomfort.
2. Must be able to lift 25 pounds and push or pull 50 pounds.
3. Possess visual acuity and stamina to work at a computer monitor for at least part of each day.
