PRIMARY PURPOSE:
Responsible for Maintenance/Facilities/Construction to direct and manage construction and district maintenance operations. Maintain physical school plant in a condition of operating excellence so that full educational use may be made at all times. Provide students with a physical learning environment that is safe, clean, attractive, and functional.
QUALIFICATIONS:
Education / Certification: - Certification / License in a Construction Field preferred
- Bachelor’s Degree required
- Must have and maintain a valid Texas Driver’s License and be insurable.
- Degree in architectural, engineering, business or construction related field preferred
Experience: - Five years of supervisory experience in Maintenance Operations and/or Construction.
- Experience in maintaining a large plant or building.
- Experience in Occupational and Industrial safety work.
Special Knowledge / Skills: - Knowledge of basic principles of construction, school plant maintenance, and facility operations and architecture.
- Ability to manage personnel and budgets.
- Ability to coordinate district functions; understand district policy, procedures, and data.
- Ability to use personal computer and software to develop spreadsheets, databases and word processing.
- Knowledge of correct English usage, grammar, spelling, and punctuation.
- Ability to interpret field notes, sketches, plans or specifications; to check drawings, computations, cost estimates, design details, or specifications for accuracy; Blue prints and schematics
- Knowledge of warehousing methods and procedures, of inventory and stock control record keeping, of automated inventory control systems, of reporting procedures, of departmental policies and procedures, and of purchasing and requisitioning procedures.
- Knowledge of building maintenance techniques, plumbing, HVAC, and heating systems, sanitation, electrical systems, fire and safety regulations and procedures, grounds maintenance, welding techniques, painting, carpentry and local building codes.
- Skill in the use of tools and equipment.
- Knowledge to train others and to supervise the work of others; develop effective work methods; to organize preventative maintenance programs; estimate work hours and plan work schedules
- Knowledge to identify risk hazards and implement corrective actions; to interpret and implement risk management policies and procedures; to interpret risk management laws and codes.

MAJOR RESPONSIBILITIES AND DUTIES:
Building Maintenance and Repair - Establishes long range plans for the maintenance department and for the maintenance of all district facilities.
- Develops and maintains written departmental procedures and schedules for maintenance, repair and operations of all district buildings and equipment.
- Assures that the Maintenance Department focuses and prioritizes its energies and resources toward meeting the Superintendent’s and Board of Trustee’s goals with particular emphasis on student performance.
- Ensures that equipment is maintained in operating and optimum condition.
- Manages, assigns, and inspects work of maintenance, custodial and construction staff along with equipment.
- Coordinates work of outside contractors and advises management on specifics of proposals or ongoing projects as required.
- Participates in planning programs involving physical plant, custodial, grounds, or service industries as required.
- Assists in developing projected 5-Year Capital Improvements Projects for consideration by District.
- Works closely with vendors, architects, engineers, and project manager for new or renovation projects.
- Keep all stakeholders aware of the progress on projects and prepare progress reports regularly using various software programs.
Policy, Reports, and Law - Implements federal and state law, State Board of Education rule, and local board policy in Maintenance Department.
- Compiles, maintains, and files all reports, records, and other documents, required in Maintenance Department.
- Knowledgeable of building codes and regulations, and city ordinances.
- Develops training options and improvement plans to ensure exemplary operation of Maintenance.
Budget and Inventory - Administers Maintenance Department budget and ensures that programs are cost-effective and funds are managed prudently.
- Monitors the purchase, use, care and replacement of materials and equipment.
- Approves and forwards invoices and purchase orders from Maintenance Department to Accounting Department.
- Ensures in overseeing inventory of property and audits inventory results.
- Ensures in the preparation of budget requests.
Personnel Management - Supervises all personnel in the Maintenance Department.
- Develops a management climate and assures that the Maintenance Department is people friendly and that all people are treated with respect and dignity at all times, and supportive of all employees.
- Encourages participation in up-to-date training, when and where available, for the personal and professional growth of all employees.
- Oversees completion of work assigned to maintenance personnel.
- Responsible for supervising maintenance personnel and makes sound recommendations about personnel placement, transfer, retention, and dismissal; Evaluates job performance of employees to ensure effectiveness.
- Confers with staff regarding job, work load, and job priorities.
- Prepares, reviews, and revises Maintenance Department job descriptions.
Safety - Perform facility management control system scheduling for normal school day, after hours and off-day activities.
- Perform routine inspections and energy audits of each facility during and after school hours to ensure each facility is operating efficiently and in compliance with the overall program.
- Responsible for organizing and conducting trainings to promote a safe work environment to ensure that employees and him/herself will work in the safest manner possible to prevent injury to him/herself and others; ensures the use of personal preventive equipment.
- Maintains safety standards in conformance with federal, state, and insurance regulations and develops a program of preventive safety.
- Ensures that security measures are taken to protect supplies and equipment is maintained in operating and optimum condition.
- Inspects construction, remodeling, and renovation sites to ensure the finished project will be in compliance with safety standards; inspects work activities and areas to identify hazards and recommends appropriate corrective action.
Other - Works outside of regular assigned work schedule that may involve night and/or weekend duty as requested.
- Demonstrates awareness of district-community needs and initiates activities to meet those identified needs.
- Attends professional growth activities to keep abreast of innovative techniques in maintenance operations.
- May present regularly to Board, administration and community.
- Ensures vehicles, equipment, and tool boxes are locked and secure at all times while vehicle is left unattended.
- Performs other duties as assigned.
- Performs disaster duty and after hour emergencies when needed. (Hurricanes, earthquakes, blizzards, etc.)
SUPERVISORY RESPONSIBILITIES:
Supervises and evaluates performance of all skilled craftsmen, custodial supervisors, yardmen supervisor, and all support staff assigned to maintenance department.
Coordinates work assignments with other supervisors to ensure efficiency and effective use of all resources.
