Director of Operations Position Purpose Under the general supervision of the Superintendent of Schools, to manage the Business Services and Human Resource functions of the district, including budget and finance, purchasing, facilities, transportation, food services, and safety and risk management.
Essential Functions
• Supervises the business staff and the financial affairs of the school corporation, including handling of all funds, accounting and reporting procedures, and long-range planning.
• Responsible for the preparation and administration of the budget with assistance and direction from the Cabinet, the Board’s finance committee, and building administrators.
• Responsible for overseeing the maintenance of an adequate and correct system of records pertinent to income and expenditures, encumbrances, payrolls and payroll deductions, teacher and public employee retirement, debt service, titles, vendor contracts, insurance policies, transfer tuition and other related responsibilities as deemed necessary.
• Responsible for supplying financial data for all county, state and federal reports for submission to such authorities.
• Supervises and administers the financial software and equipment used in the business functions of the school corporation, including generating reports utilizing corporation financial data.
• Acquaints oneself with personnel in local and state agencies which relate to the operation and resources of the school business and serves as liaison between the Fayette County School Corporation and these agencies.
• Attends all meetings of the Board of School Trustees and provides the Board with timely, relevant financial reports and updates.
• Participates as a member of the Board of School Trustees negotiations team, providing the team with financial data needed to make sound financial decisions.
• Supervises the activities of all elementary and secondary administrators where such activities are related in any way to business management of the corporation as described.
• Acts as a purchasing and disbursing agent for the corporation within the limits of the budget, including supervision of persons assigned as purchasing agents.
• Prepares bid specifications and advertisements for purchases of equipment and material, and for repair or modifications of equipment that requires bidding.
• Assists the Superintendent and Director of Maintenance in planning for new construction, remodeling and modification of facilities.
• Manages the investment of funds and the application for tax anticipation warrants.
• Creates and supports cross-functional teams for decision-making, professional development, and other aspects of the district’s business operations.
• Completes all necessary paperwork (state/federal surveys, budgets, grants, etc.).
• Serves as the Superintendent’s designee charged with the responsibility for administration of the human resources and facilities management service for the district.
Serves as a member of the Superintendent’s Cabinet.
• Establishes and maintains appropriate personnel files for all employees.
• Verifies that potential employees meet requirements of the position, such as certification, and places them on the salary schedules analyzing their experience and preparation.
• Directs periodic review of existing job descriptions and prepares the job description for new positions.
• Plans, directs, coordinates, and participates in the recruitment of personnel for the school district.
• Coordinates for the preparation for the system, state, and federal personnel reports.
• Assists in the evaluation process by developing and/or revising forms, interpreting policies and procedures, monitoring time requirements, and establishing standards.
• Provides monitoring and consultant services to administrators during employee disciplinary procedures.
• Interprets policy, regulations, and employee agreements to all employees, and resolves personnel grievances or complaints when requested by the Superintendent.
• Plans and develops personnel procedures, such as the determination of the appropriate person to have access to personnel information and serves as district records official.
• Monitors unemployment insurance claims and represents the district’s interest in processing the claims.
• Recruits and maintains a list of qualified substitute teachers and maintains the Aesop Substitute Attendance Program.
• Assumes major responsibility for in-services for the substitute teachers regarding their responsibilities to the school system.
• Maintains an inventory control program for areas of responsibility.
• Plans pest control procedures and maintains records of pest controls and applications in schools and other facilities. • Coordinates the requisition of all custodial supplies.
• Coordinates all remodeling, renovation, maintenance and construction projects.
• Maintains confidentiality of all material and information.
• Effectively performs all other responsibilities that administration may assign.
• Perform all duties in a professional manner while maintaining confidentiality when required.
Additional Duties
Performs other related tasks as assigned by the Superintendent.

Qualifications Profile

Education
Bachelor's and Masters Degree from an accredited college or university, preferably in Business Administration.
Experience:
Extensive successful experience managing or directing the business/facilities operations of an organization.
- Extensive successful experience overseeing the facilitiies operations of an organization, preferably in an educational institution.
- Successful Supervisory experience preferred.
