    Primary Purpose:

    Set the strategic vision and direction for the instructional framework and pedagogical approach to the district’s academic programs and key to accomplishing student achievement goals. Develop a short and long-term instructional vision for the district, work to establish a culture of high expectations and shared responsibility for equitable access to high quality and culturally relevant instruction. Create authentic partnerships between administrative departments and campuses that ensure closer alignment of district resources with campus needs, to implement an instructional plan for the district that ensures effective teaching in every classroom, and to create conditions that ensure systemic improvement of practice overtime in every classroom. Provide professional learning that compels campus administrators and teachers to embrace current, research-based best practices of classroom instruction and instructional leadership in a way that maximizes learning, collaboration, and intentional sharing of practice. Responsible for the effective and efficient operation of the academic programs that include the following departments:  
    • Elementary Education, Secondary Education, and Early Childhood
    • Career and Technical Education
    • Curriculum and Instruction
     

    Qualifications: 
    Education/Certification:

    Master’s degree from an accredited university in educational administration or related field
    Doctoral degree in Education in an area related to academic accountability services preferred
    Texas administrative certificate preferred
     
    Minimum Experience:
    Three years’ experience as a classroom teacher
    Five years’ supervisory/administrative/management experience in school administration, including knowledge of academic and accountability testing experience in instructional leadership roles
    Demonstrated success of improving academic outcomes for students and eliminating disparities in achievement, opportunities and services for students
    PK – 12 experience preferred

    • Knowledge of best practices and current on national trends, research, and technology for the instruction of diverse learners
    • Knowledge of learning theory, program planning, curriculum development, and management of instructional programs
    • Knowledge of school and district organization, operations, policies, goals and objectives
    • Knowledge of national, state and local educational goals and objectives
    • Strong organizational, communication, public relations, and interpersonal skills
    • Ability to interpret data and evaluate instructional programs and teaching effectiveness
    • Ability to manage budget and personnel 
    • Ability to interpret and implement laws, rules, and policies
    • Ability to plan and present information to a variety of audiences
    • Ability to work collaboratively with others
    • Ability to organize and coordinate district wide improvement and learning
    Major Responsibilities and Duties: 
    Leadership and Administration
    1. Supervise and direct in conjunction with the curriculum directors the implementation of the district’s instructional and curricular programs, assessments, and pedagogical approaches. Develop professional learning communities with campus principals focused on leadership practices and the use of leadership tools that improve teaching and learning through the development of campus plans designed to improve academic achievement for all students.
    2. Supervise and direct through the curriculum directors the development of campus improvement plans designed to maintain continuous progress in student achievement and meet the targeted district goals set forth in the district strategic plan.
    3. Supervise and direct through the director of bilingual/ESL and the curriculum coordinators the development and delivery of curriculum and instructional programs that incorporate district goals and support student achievement.
    4. Supervise and direct through the director of assessment and accountability the monitoring and reevaluation of instructional programs on an ongoing basis using input from teachers and principals, applied research, and student data to determine effectiveness and improve outcomes, recommend changes and adjustments where appropriate.
    5. Ensure the development of goals and objectives using effective collaborative processes and problem-solving techniques.
    6. Encourage and support the development and implementation of innovative instructional programs to achieve identified needs.
    7. Ensure that the necessary time, resources, materials, and technology to support accomplishment of education goals are available.
    8. Engage instructional staff in evaluating and selecting instructional tools and materials to meet the needs of student learning.
    9. Assume leadership role on the Superintendent’s Cabinet responsible for assisting with long-range strategic planning, developing system-wide budgets, plans, policies and activities.
    10. Monitor the implementation of new and existing educational programs using Professional Learning Communities {PLC’s) as a vehicle to provide staff support.
    11. Manage the district professional development program to ensure the continual improvement of district resources and training for quality recruitment and retention of highly qualified teachers and administrators.
    12. Conduct on-going staff training analysis to identify needs and establish priorities.
    13. Administer first-year mentoring program for new teachers. 
     

    Policy, Reports, and Law

     
    1. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in curriculum and instruction area.
    2. Direct the development and maintenance of such records and reports as are necessary to keep the superintendent, board of trustees and other district administrators informed of the district’s progress and future plans.
    3. Compile, maintain, and file all reports, records, and other documents as required. 
    Administration and Fiscal/Facilities Management
    1. Develop and administer the division of academic budgets based on documented program needs and ensure that operations are cost effective and funds are managed prudently.
    2. Offer constructive suggestions to ensure that policies and regulations support the teaching/learning process.
    3. Define the program and fiscal needs in the budget development process, ensuring that fiscal resources address the mission of the campus as related to the district’s instructional administration.
    4. Demonstrates responsible fiscal control over assigned program budgets.
    5. Analyze facility and equipment needs for optimum teaching and learning; utilize information to make necessary changes or adjustments. 
    Personnel Management
    1. Prepare, review, and revise job descriptions in the division of academics.
    2. Conference regularly with assigned staff to discuss performance; jointly develop improvement objectives to identify professional growth opportunities.
    3. Evaluate job performance of employees to ensure effectiveness.
    4. Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal. 
    Professional Growth and Development
    1. Utilize information provided through formal and informal assessment data and a professional growth plan to improve professional skills and knowledge.
    2. Develop, use, and evaluate ideas and/or innovative approaches to improve job performance, seek and utilize evaluative feedback from peers and subordinates. 
    3. Participate in professional organizations, disseminate ideas and information of other professionals, and provide leadership by identifying trends and opportunities, as well as solving problems facing the profession.
    4. Perform duties in a professional, ethical, and responsible manner as defined in the TEA code of Ethics for educators. 
    Community Relations
    1. Communicate district curriculum, instructional practices, accomplishments, goals, and new directions to parents and the community; solicit their input on these instructional issues.
    2. Effectively use the district design for articulating the district’s instructional philosophy and curriculum implementation strategies to the media.
    3. Publicly demonstrate a commitment to the district’s mission.
     

     Supervisory Responsibilities
    Supervise, evaluate, and recommend the hiring and firing of instructional supervisors and support staff in the curriculum department.
     
    Mental Demands/Physical Demands/Environmental Factors 
                Mental Demands: Work with frequent interruptions; maintain emotional control under stress
                Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting
                Motion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching
                Lifting: Occasional light lifting and carrying (less than 15 pounds)
                Environment: Frequent district wide travel; occasional statewide travel
