    EL COORDINATOR/DISTRICT TEST COORDINATOR


    QUALIFICATIONS: Master’s Degree from an accredited educational institution is preferred. Certification in ELL/ESL is preferred.

     

    REPORTS TO:

     

    Executive Director of Curriculum and Instruction and Assistant Superintendent of Supervision and Instruction

    EXPERIENCE:  Two years of administrative and/or EL experience preferred. 

    SPECIFIC TRAINING/SKILLS:

     
    • Experience and ability to manage fiscal/budgets

    • Literate in technology programs and skills

    • Ability to coordinate district functions

    • Considerable knowledge of the federal programs grant application process

    • Strong organizational skills

    • Knowledge of effective teaching strategies

    • Ability to conduct professional development trainings

    • Coaching classroom instruction

    • Ability to translate is preferred.

     

    PERFORMANCE RESPONSIBILITIES FOR Title III English Learners Coordinator:

     
    • Assist site administrators and counselors for the purpose of supporting the needs of English Learners

    • Works alongside school personnel for the purpose of providing information, assistance, coaching and/or direction related to the grade level or special area activities for specific students 

    • Conducts regular meetings with staff for the purpose of coordinating districtwide activities including disseminating and receiving information as it relates to English Learner Academic Plans, planning and implementing activities/events such as Federal Programs Parent Night, addressing operational issues as it relates to the use of EduSkills, small group interventions, etc.

    • Confers with staff as may be appropriate regarding instructional techniques, organization of practices, etc. for the purpose of providing guidance and mentoring when new students are enrolled in the district and in the EL program. Provides guidance on how to provide interventions to students during pull out or small group interventions

    • Coordinates a variety of administrative activities (e.g. screening, interviewing, recommending, and/or orienting program staff; etc.) for the purpose of ensuring a positive learning environment and the efficient use of resources within the English Learner program.

    • Coordinates language proficiency testing (WIDA) for the purpose of identifying students that qualify for English Language Development programs.

    • Identifies program needs (e.g. instructional materials and equipment, etc.) for the purpose of providing input to school administration that will enhance the ELD program such as purchasing and implementing the Newcomer curriculum at each site.

    • Coordinates Sheltered Instruction training.

    • Maintains and completes reports of English Learner data in both Infinite Campus and EduSkills as required by law. Performs audit of EL data at the beginning of the year before October 1 reporting is due for the consolidated application. 

    • Maintains data in EduSkills database for the purpose of compliance by federal law to ensure that each student has an English Learner Academic Plan

    • Prepares for Bilingual Audit as it relates to non-EL, Bilingual only students in the district

    • Recommends and plans for budget expenditures for the purpose of addressing curricular, equipment and supply needs required to implement the EL instructional program

    • Prepares a variety of reports and written materials (e.g. District ELD plan, equipment inventory, etc.) for the purpose of documenting activities and ensuring compliance with the Oklahoma State Department of Education

    • Develop, design, and adjust curriculum resources and tools that assist content teachers in supporting student mastery of content-specific standards. Collaborate with other district departments to increase knowledge of effective EL practices in all content area instruction and intervention by meeting in small groups, one-on-one consultation, and professional development

    • Develop and facilitate ongoing, differentiated professional development for ELD practitioners, general education teachers, administrators, and special service providers regarding best practices in English language development, scaffolded instruction, district initiatives, and assessment (WIDA Screener/ACCESS)

    • Provide leadership in the development of ELD programming and scaffolded content instruction through data analysis of EL performance and knowledge of current ELD research. Support schools with identification, placement, and annual progress monitoring of ELs

    • Respond to teacher, school, parent, and community needs including informal requests regarding policies, procedures, and programming for EL students

    • Maintain and develop professional knowledge of EL issues, both federal and state, and techniques by attending district meetings, conferences, researching, networking, reading, and through continuing education, as well as being heavily involved in the Title III Consortium in the state of Oklahoma

    • Plan and facilitate professional development related to EL programs across content areas

    • Conduct deep data analysis and create plans for instructional targets based on identified needs with Elementary Reading Specialists/PASSPORT teachers

    • Plan for implementation of ELD standards into curriculum maps (to begin 2020-2021) school year (as required by Federal Law)

    • Helps to plan and coordinate district wide back to school professional development for teachers and staff members 
    • ?Trains site EL coordinators and oversees their training of EL strategies at school sites
    • Provides mentoring and guidance for new to Deer Creek teachers as well as first year beginning teachers assisting with classroom management strategies, instructional strategies, doing walkthroughs, providing input and ideas in regard to student interventions and small groups 

    • Monitor Accountability reports, WAVE reports, and PreCode reports for the purposes of ensuring there are no data errors or conflicts

     

    PERFORMANCE RESPONSIBILITIES FOR DISTRICT TEST COORDINATOR:

     
    • Provide leadership, technical assistance and support to each site to ensure successful implementation of the Oklahoma School Testing Program (OSTP). 

    • Collaborate with the IT Department in preparation of the online OSTP. 

    • Attend required OSTP and testing meetings.

    • Order, organize, inventory all state testing materials upon arrival and ensure all materials are processed by the designated timelines set forth by the OSDE.

    • Develop and implement a systematic professional development plan that includes training opportunities related to the OSTP, WIDA and COGAT as well as formative and summative assessment programs.

    • Serve on the district committees.

     
    • Oversee the OSTP, WIDA and COGAT and make recommendations to the administration to ensure full compliance with federal and state mandates and regulations.

     
    • Serve as the district liaison to communicate assessment procedures and guidelines with all stakeholders. 

    • Prepare and submit data for reports associated with federal, state or local requirements.

    • Attend professional development and state training associated with preparing building level test coordinators to successfully implement the OSTP, WIDA and COGAT.

    • Prepare, organize, maintain and publish assessment data as needed and requested.

    • Participate in planning and implementation of formative and summative professional development throughout the district.

    • Analyze, monitor, and track student assessment data and present to Board of Education members and stakeholders.

    • Design and publish materials including but not limited to training manuals, tutorials, and website assessment updates.

    • Perform duties and responsibilities as assigned to accomplish the essential job functions as directed by the Superintendent or designee.

     

    PERFORMANCE RESPONSIBILITIES FOR LEADING AND LEARNING DEPARTMENT: 

     
    • Assist with New Teacher Training and Professional Development

    • Conducts district-wide professional development as needed

    • Conducts Instructional Coaching 

    • Attend Leading and Learning department meetings as scheduled.

    • Works collaboratively as a member of the Leading and Learning Department

    • Comply with district policies and procedures

    • Meets deadlines of reporting with thoroughness, attention to detail in strict adherence to state and federal regulations and guidance.

    • Other duties as assigned.

     

    TERMS OF EMPLOYMENT:   Salary and contract worki days established by the Board of Education.

     

     

     

    EVALUATION:   Performance will be evaluated in accordance and provisions of the negotiated agreement and the board’s policy on evaluation of professional certified personnel.
