Scheduled Hours: March - December. The work schedule will vary depending on the event’s needs but may include evenings, weekends, and some holidays.
Must be able to work Tuesday Concerts and Saturday Movie Nights. Example schedule: 3:45pm - 9pm. Schedule subject to change.


NATURE OF WORK:
Under the direction of the Parks and Recreation Special Events Coordinator, this position is responsible for assisting and supporting special events including, concerts, runs, art programs, festivals, holidays events, community events, and other programming. 

We are seeking candidates who are enthusiastic about events and outdoor programming to join our team. Events and day-to-day activities are constantly evolving allowing for creative thinking and on-the-fly decision making. Applicants seeking to grow experience in parks and recreation and/or special events are encouraged to apply. Events take place at locations around Evanston, candidate must have reliable transportation to areas of Evanston.
 
ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
• Assists with set-up and clean-up of special events equipment including tables, chairs, tents, signage, and other equipment.
• Must be able and willing to drive a city vehicle 
• Provides support to the events team and staff.
• Assists with the implementation of special events.
• Monitors events during weekend and evening hours.
• Assists with loading and unloading of equipment for events.
• Supports hands-on activities and programming at events.
• Helps maintain special events warehouse and inventory.
• Provides exemplary customer service when interacting with event attendees.
• Performs related tasks as required.
 
MINIMUM REQUIREMENTS OF WORK:
• Must possess a high school diploma, GED, or higher
• Must be able and willing to drive a city vehicle 
• Must have state drivers license 
• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.
• Must be willing and able to work nights, weekends, and some holidays.

PHYSICAL REQUIREMENTS OF WORK:
 
Work is performed both inside and outside with possible exposure to extreme temperatures.  Work may require frequent walking and standing.
 
Ability to work in confined spaces and to work safely around operating equipment.

Ability to drive a city vehicle, including but not limited to, cars, vans, pick-up trucks with and without trailer attachment, and golf carts. 
 
Ability to exert up to 75 pounds of force occasionally and/or up to 50 pounds frequently, and up to 20 pounds of force constantly in order to move objects
 
Ability to work outdoors, occasionally, in a variety of weather conditions such as extreme cold, high winds, rain, snow, sleet, high temperatures and humidity.

SUPERVISION:
Work is performed under the general direction/supervision of the Special Events Coordinator or designee. The employee receives daily projects and assignments which will vary from season to season and day to day.  Assignments can be either verbal, written or through email, phone call or text message with the employee determining proper procedure and work methods and is responsible for completing the work according to City work rules and safety regulations.  Work is reviewed through ongoing observation, written and verbal communication, meetings, and feedback from supervisors and other department employees.  Guidance is provided through rules and regulations, policies and procedures, Unified Work Rules, Union Contract, Personnel Rules and OSHA. Work is evaluated at least annually for the safe and skilled operation of equipment, quality of tasks, adherence to work rules, and performance in accordance with classification standards.
 

 
PUBLIC CONTACT:
The employee has regular contact with the general public as well as other City employees to answer general questions, set up events, and describe general maintenance issues.  The employee may need to respond to questions and complaints and provide general direction to the public; the employee has regular contact with other City employees to share information and complete work assignments and programming initiatives.

NATURE OF WORK:
This is a professional entry-level engineering position focused on assisting senior engineers with various technical assignments, including design support, preparation of construction documents, and supervision of construction activities. The work involves supporting a wide variety of City projects, including roadway and alley reconstruction, utility replacement, sidewalk repair, parking lot improvements, traffic calming, signal design and timing, parking and traffic control studies, street lighting, and pedestrian and bicycle safety. The role will transition into a Civil Engineer II–Streets & ROW position after the employee meets the minimum requirement of three years of professional civil engineering work experience and successfully completes a probationary period of at least one year with the City as a Civil Engineer I.
 
ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
• Assists in planning, designing, and overseeing the construction of municipal infrastructure, including sidewalks, roads, alleys, parking lots, park amenities, stormwater management, and water and sewer systems.
• Supports the supervision and inspection of grading, surfacing, and the construction of drainage structures, ensuring satisfactory workmanship and adherence to plans and specifications; aids in establishing line and grade using survey instruments, keeping notes, and making computations.

MINIMUM REQUIREMENTS OF WORK:
Bachelor’s degree in Civil Engineering, Environmental Engineering, or substantially similar area from an accredited university. Entry-level professional civil engineering experience, with at least one year of work experience preferred as well as work in a in a municipal or county environment preferred; or any combination of training and experience that provides the following knowledge, abilities, and skills:
• Possess and maintain a valid driver’s license and a safe driving record.
• Working knowledge of civil engineering theory, principles, and practices.
• Understanding of various phases of municipal engineering, MUTCD and Highway Capacity manual.
• Knowledge of various computer software including AUTOCAD, ArcGIS, word processing, and spreadsheet.
• Within 18 months, must obtain National Incident Management System (NIMS) certification in IS-700, IS-800, ICS-100, and ICS-200.
• Knowledge of construction techniques, methods, and materials.
• Ability to coordinate with and give direction to other staff, including professional, technical and support staff; ability to establish and maintain effective working relationships with staff, citizens, contractors, city officials, and the general public.

NATURE OF WORK:
This is a professional position focused on the review, processing and monitoring of permits issued by the Public Works Agency, especially Right-Of-Way (ROW) permits.  This includes review of permit applications, site inspections, investigation of complaints and resolution of issues.  In addition, this position may perform a variety of engineering, traffic engineering and related technical assignments including, but not limited to, design, preparation of estimates, and construction supervision of a wide variety of City projects.
 
ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
• Reviews public works permit applications for adherence to requirements and standards; communicates with applicant regarding concerns, deficiencies, process and the like; approves permit applications for a variety of private projects
• Reviews and interprets submitted civil plans and specifications in support of permit applications
• Tracks progress of permits in review, working to process all permit submittals in a timely fashion
• Coordinates with utility companies (such as ComEd) on larger projects involving multiple locations and taking several years or months to implement; serves as the primary City of Evanston contact for this type of work; monitors progress, compliance with City of Evanston standards, and community member complaints related to the construction.
• Coordinates permit review and monitoring with other City divisions, including, but not limited to: Distribution, Sewer Streets, Sanitation, Forestry and the Community Development Department.
• Coordinates ROW permits with associated building permits.
• Investigates complaints from citizens, contractors and the general public; responds and resolves situations in accordance with City standards and parameters.
• Monitors active permits out in the field.  Performs site inspection, both scheduled and unscheduled, to enforce City of Evanston standards for work, site safety and obstructions within the public right-of-way.
• Maintains required contact information and shall be able to respond to emergency situations involving permitted trenches, obstructions and traffic control.
• Determines if traffic control provided by contractors meets minimum safety standards for the location, type and duration of the ROW obstruction.
• Must be familiar with and may assist with the management and processing of other types of public works permits, including but not limited to dumpster permits, moving van permits, block party permits and tree preservation permits.
• Calculates permit fees based on City of Evanston code and policies.
• Sets bonding amounts in accordance with Public Works Agency guidelines; receives and tracks bonds.
• Utilizes permit tracking and processing software to review plans and process permits.
• Helps develops online permit application forms, and makes recommendations for application process improvements.
• May assist of planning, designing and construction observation of municipal transportation and utility infrastructure, including roads, alleys, fiber optic, water and sewer systems.  Performs technical research and utilizes computers as aids in developing solutions to engineering problems.

Must possess at least three years of professional civil engineering experience, preferably in a municipal or county environment or, any combination of training and experience that provides the following knowledge, abilities, and skills:
• Possess and maintain a valid driver’s license and a safe driving record.

• Understanding of various phases of municipal engineering, MUTCD and Highway Capacity manual.
• Knowledge of various computer software including AUTOCAD, ArcGIS, word processing, and spreadsheet.

Guidance is provided through rules and regulations, policies and procedures, Unified Work Rules, Union Contract, Personnel Rules, and OSHA.  Additional guidance is provided by federal, state and City traffic sign and control regulations, safety regulations, and sign manufacturing equipment manuals.  Work is evaluated at least annually for the safe and skilled operation of equipment, quality of tasks, adherence to work rules, and performance in accordance with classification standard. 
 
PUBLIC CONTACT:
The employee has contact with other City employees and Contractors on a regular basis.  The employee may have periodic contact with the general public when in the field and will be required to answer questions and respond to concerns in a professional manner.

NATURE OF WORK:
This is a professional position requiring the performance of a variety of civil engineering and project management tasks, for a wide variety of City infrastructure improvement projects, including multimodal transportation, utilities, and park amenities. Tasks include completion of studies of engineering challenges, preparation of contract documents (plans and specifications), cost estimating, field inspection and completion of field reports, review and approval of contractor pay estimates and project closeout tasks. This position may also be responsible for the preparation of Requests for Qualifications and Requests for Proposals, and the hiring and supervision of consulting firms for the purpose of planning, design and construction of municipal infrastructure improvements.
 
The selected candidate is expected to work collaboratively with technical and non-technical colleagues as well as the public, while having considerable latitude in exercising technical judgement.  This position reports to a Senior Project Manager.
 
ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
• Plans, designs and directs construction and maintenance of civil site design, multimodal transportation, traffic calming, parking lots, alleys, water main, sewer, stormwater and park amenities.
• Prepares contract drawings utilizing engineering drawing software.
• Prepares contract technical specifications in compliance with Illinois Department of Transportation and other industry standards.
• Prepares Division 0 and Division 1 in compliance with City of Evanston guidelines and policies.
• Prepares engineering cost estimates for capital improvement projects.
• Understands and incorporates requirements of external agencies, such as the Illinois Department of Transportation, Illinois Environmental Protection Agency and the Metropolitan Water Reclamation District.
• Prepares permit applications and applies for permits in support of City infrastructure projects from the City of Evanston and from outside agencies,
• Works within the City of Evanston purchasing policies to procure engineering and contractor services.
• Provides field inspection of contractors and prepares field reports to document progress and issues.
• Investigates complaints from citizens, contractors and the general public; responds and resolves situations in accordance with City standards and parameters
• Reviews and approves contractor and consultant pay estimates.
• Supervises project closeout, including production of as-built drawings and .shp files for upload into the City’s GIS system.
• Prepares Requests for Qualifications and Requests for Proposals to contract with consulting firms for the purpose of planning, design and construction of municipal infrastructure improvements.
• Oversees the work of consulting firms contracted for the improvement of the City’s infrastructure.
• Performs technical research in developing solutions to engineering problems.
• Completes planning studies to resolve municipal infrastructure challenges.
• Prepares and implements traffic signal timing plans for isolated intersections, arterial systems and the downtown grid system.
• Prepares and/or evaluates traffic and parking impact studies.
• Prepares memoranda and reports for internal and external use.
• May attend community and neighborhood meetings, including evenings and weekends, to listen to concerns, present plans, and resolve issues.
• May prepare presentations and present in public meetings to discuss infrastructure issues and recommendations for improvements.
• May prepare and submit applications for grant and loan funding, as well as providing documentation for reporting requirements once grants are received.
• May review permits and submissions for private development and provide comments/recommendations.
• Drives a vehicle to job sites in various locations around the City of Evanston.
• Uses Personal Protective Equipment as appropriate to the task and environment.
• Performs other duties as assigned.
 
MINIMUM REQUIREMENTS OF WORK:
Must possess a Bachelor’s Degree in Civil Engineering, Environmental Engineering or substantially similar area from an accredited university.  Must possess an Engineer in Training (EIT) certification.   Possession of a Professional Engineer (PE) License from the State of Illinois is preferred. Must possess at least five years of professional civil engineering experience, preferably in a municipal or county environment or, any combination of training and experience that provides the following knowledge, abilities, and skills:

• Knowledge of construction techniques, methods and materials.
• Within 18 months, must obtain National Incident Management System (NIMS) certification in IS-700, IS-800, ICS-100 and ICS-200.
