Required Qualifications:
• A  Master’s Degree in Leadership, School Leadership, Education, Sports Management or a related field
• Minimum of 10 years of experience as a School or District Administrator

Must Possess Knowledge of Athletics
• Familiarity with a wide range of sports rules and regulations including the Delaware Interscholastic Athletic Association (DIAA) protocols.
• Must complete the National Interscholastic Athletic Administrators Association - Certified Athletic Administrator Training.
• The candidate for this position must complete The National Interscholastic Athletic Administrators Association Leadership Training Course 506: “Legal Issues II: Title IX and Sexual Harassment.” 
• Coaching experience: Helpful for understanding and supporting coaching staff.
 
General Description:
The Athletic Administrator for the Cape Henlopen School District provides leadership and oversight that ensures that all students have equitable opportunities, resources, and support in school sports programs. This role involves working with school and district leadership and facilities  to ensure that the district is compliant in all aspects of Title IX in Athletics which includes serving as the primary contact for Title IX concerns related to athletics at the middle and high school levels, providing training and education on gender equity for coaches, athletic staff, and school administrators, conducting regular Title IX audits and compliance checks in athletics and resolving complaints regarding gender-based disparities in school sports. This individual will supervise other members of the athletic department for middle and high school sports.
 
Essential Duties and Responsibilities of the Title IX Athletics Coordinator:
 
Equipment and Supplies
• Ensure that all teams have equal access to quality equipment and supplies.
• Monitor inventory and budget allocations to prevent disparities between boys’ and girls’ teams.
• Work with coaches to determine needs and develop fair replacement schedules.
• Address complaints or concerns regarding inequitable equipment distribution.
Uniforms
• Develop and implement a uniform replacement policy that is equitable across all teams.
• Ensure that uniforms are of comparable quality, style, and design for both boys' and girls' sports.
• Work with vendors and administration to manage uniform procurement fairly.
Scheduling of Games & Practice Times
• Ensure fair access to gymnasiums, fields, and other practice facilities for all teams.
• Work with athletic directors to prevent scheduling biases that favor one gender over another.
• Review game schedules to ensure equitable access to high-profile game times and venues.
• Address conflicts and concerns regarding practice/game scheduling.
Practice/Competitive Facilities - Locker Rooms & Training and Weight Training Facilities
• Monitor the condition and accessibility of locker rooms, weight rooms, and athletic facilities to ensure they are safe and equitable for all participants.
• Advocate for facility upgrades where gender-based disparities exist.
• Work with school administrators to develop fair policies for shared spaces (e.g., weight rooms and training facilities).
• Ensure that both boys' and girls' teams have access to appropriate training resources.
Allocation of Travel/Transportation
• Oversee transportation policies to ensure fair and consistent travel arrangements for all teams.
• Ensure that boys' and girls' teams receive equal accommodations for away games.
• Monitor travel budgets to prevent discrepancies in funding or support.
• Address any concerns regarding unfair travel policies or resource distribution.
Coaching
• Support efforts to recruit and retain diverse coaching staff for all teams.
• Ensure  orientation and training of coaching personnel, including 7.1 (certified coaches) and 7.2 coaches (coaches that are not current Cape employees).
• Ensure that coaching assignments are equitable between boys' and girls' teams.
• Advocate for equal access to coaching resources, training, and professional development.
• Monitor disparities in full-time, part-time, and volunteer coaching positions across sports programs.
 Publicity, Marketing & Media
• Communicates with appropriate news outlets regarding sporting events
• Ensure equal promotion and media coverage for both boys’ and girls’ sports.
• Work with school staff, local media, and athletic departments to fairly highlight all athletic programs.
• Monitor school websites, newsletters, and social media to ensure gender equity in coverage.
• Advocate for equal recognition of student-athletes (e.g., award ceremonies, pep rallies, announcements).
 Student Involvement
• Encourage student voice and leadership within the athletic program.
• Develop strategies and inclusive programming to increase student engagement in all sports activities.
• Support student-led initiatives and promote student involvement in identifying and addressing barriers to participation.
• Champion opportunities for all students to participate in schools sports programs at the middle and high school level.
 Budget, Booster Clubs, Donations, Fundraising
• Oversee the district-wide athletic budget for all sports programs
• Monitor booster club fundraising to ensure that financial support is equitably distributed.
• Develop policies to regulate how donated funds and sponsorships are allocated.
• Address disparities in fundraising opportunities and external financial support.
• Work with school administrators and community stakeholders to encourage equal support for all athletic programs.
 Additional Duties:
• Develops and evaluates appropriate rules and regulations governing the conduct of athletic activities.
• Establishes and enforces the physical, academic and training requirements of eligibility for participation.
• Prepares reports required by outside regulatory agencies.
• Assumes responsibility for coordination of game management and assures proper supervision at all home athletic contests.
• Prepares and sends to appropriate individuals approved high school eligibility listings of athletic participants, checks for satisfactory completion of physical examinations, parental permission forms and insurance coverage of participants.
• Develops broad budget allocations of athletic activities in cooperation with coaches, principals, and a representative from the district office, and assumes responsibility for ordering all supplies, uniforms, and equipment within the approved budget.
• Keeps records of results of all middle and senior high school athletic contests and maintains a file of all award winners.  Assists in planning an annual recognition program for school athletes.
• Represents the district at required state level meetings.
• Processes and submits extra duty payroll requirements.
• Serves as the chair of the Board’s athletic committee.
• Reports to the Board of Education, as required - must present an annual report to the Cape Board of Education.
• Assists with Sports Facilities management as needed.

Office for Civil Rights (OCR) Guidelines – Regulations and guidance from the U.S. Department of Education’s OCR on Title IX enforcement. State-Specific Title IX Regulations – Any additional laws or policies at the state level that expand or clarify Title IX compliance in K-12 education.
   • Must have current knowledge of health and safety guidelines and DIAA Sports Medicine information
   • Must be aware of relevant policies and procedures mandated by the State of DE for coaches and employees such as Criminal Background Checks, Child Protection Registry Forms & TB Tests.
   • Must have experience and a detailed knowledge of online systems such as Websites4sports for scheduling, transportation, roster input, coaches' input and their CPR/Concussion training dates. Also knowledge of Recruiting and Hiring  and Google Docs.

Game Manager
Reports to: Athletic Director

Job Summary: The Game Manager serves as the on-site representative of the Athletic Department during high school athletic events when the Athletic Director is unavailable. This individual ensures that all sports games are conducted safely, efficiently, and in compliance with school policies and league regulations. The Game Manager oversees event logistics, coordinates with coaches, officials, and staff, and handles any issues or emergencies that arise during the event.
 
Salary: Product Rate of $39.76 per hour.
Note: This is a part-time or on-call position to cover athletic events when the Athletic Director is unavailable.

Key Responsibilities:
• Serve as the point of contact and representative of the Athletic Director during high school sports events.
• Oversee game-day operations, ensuring that all activities run smoothly, from setup to breakdown.
• Coordinate with officials, coaches, event staff, and volunteers to ensure all roles are fulfilled.
• Ensure that the athletic facilities are prepared and safe for use by athletes, spectators, and staff.
• Enforce school policies, league rules, and safety regulations throughout the event.
• Manage any issues that arise, such as game delays, weather concerns, equipment malfunctions, or conflicts between teams, players, or spectators.
• Assist with crowd control, maintaining a positive and safe environment for participants and attendees.
• Respond to emergencies or injuries by contacting medical personnel and taking necessary actions to secure safety.
• Handle and report any incidents or concerns to the Athletic Director in a timely manner.
• Ensure that proper sportsmanship is demonstrated by both players and spectators.
• Manage post-event responsibilities, including securing equipment, facilities, and verifying that all areas are left in good condition.
• Complete and submit event reports, including any incidents or noteworthy occurrences.
Qualifications:
• High school diploma or equivalent; some college education preferred.
• Knowledge of high school sports, athletic department operations, and game management.
• Strong leadership, communication, and problem-solving skills.
• Ability to handle stressful situations, including emergencies and conflicts, in a calm and professional manner.
• Familiarity with safety protocols for athletic events.
• Ability to work evenings, weekends, and varying hours depending on the event schedule.
• Previous experience in a related role (e.g., sports coordinator, event manager) is a plus.
Work Environment:
• Must be able to work outdoors in varying weather conditions.
• Requires walking, standing, and occasionally lifting equipment or supplies.
• Evening and weekend work required based on the high school sports schedule.
