    GENERAL SUMMARY
    This position’s responsibilities are in the area of fiscal management.  The Chief Financial Officer plans, organizes, and coordinates the operation of the business office and oversees the technical accounting tasks concerned with the financial operations of the district. This is a cabinet level position.
     
    ESSENTIAL FUNCTIONS
    1. Serve as Business Manager and Auditing Officer for the district; participate in fiscal audits conducted by outside examiners and conduct internal audits on a regular basis.
    2. Function as the initial contact person with financial agencies.
    3. Provide guidance to district administrators (buildings and departments) regarding accounting procedures and annual district budget development.
    4. Monitor Special Education budgets to ensure compliance and overall district interests are met.
    5. Analyze and forecast revenues and the ending fund balance and trends as it relates to the financial status of the district.
    6. Direct and implement control mechanisms for the district’s accounting system.
    7. Prepare and provide fiscal data for the development of bond issues and special levies.
    8. Oversee required federal, state, and local financial reports.
    9. Work to maintain a high standard of service to principals, administrators, and all district staff to ensure educational opportunity and service to students and community.
    10. Serve on the superintendent’s cabinet and work collaboratively to promote program needs while meeting fiscal requirements and responsibilities
    11. Oversee the maintenance and implementation of budget monitoring systems and account code use systems.
    12. Provide oversight to contracts and lease agreements entered into on behalf of the district.
    13. Oversee payroll, employee benefits, garnishments, state and federal taxes, and retirement.
    14. Ensure compliance with all bond elections, including all continuing disclosure regulations over the terms of bonds, federal and state financing rules, laws, and regulations, and oversee the preparation of all reporting required for applicable federal and state agencies.
    15. Act as a liaison for the district in collaborating with legislators, state officials, local government officials, and citizen committees.
    16. Attend all Board meetings and interpret financial information for the Board, staff, and community.
    17. Perform such other duties as may be assigned by the Superintendent or designee.

    REPORTING RELATIONSHIPS
    This position reports to the Superintendent of the district.
     
     
    MENTAL DEMANDS
    Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; may occasionally deal with distraught or difficult individuals.
     
    MINIMUM QUALIFICATIONS
     
    Education and Experience
    Master’s degree with a major in business or public administration; or CPA (Certified Public Accountant).  Experience in all phases of school accounting services and recent experience supervising school district business office staff, or the equivalent.  Recent experience preparing school district budgets, expenditure reports to include cost analysis studies, investments, and annual financial statements.

    Required Knowledge, Skills, and Abilities
    Knowledge of principles of accounting, budget and fiscal procedures, laws and regulations applying to school district accounting operations and supervisory methods. Proficiency in computer application of the accounting system.  Ability to train, supervise and motivate personnel using collaborative skills. Demonstrated ability to analyze fiscal process/procedure problems and develop/implement solutions in a positive way.  Demonstrated ability to work collaboratively with district administrators.  Demonstrated leadership abilities.  Demonstrated ability to approach funding challenges proactively. Knowledge of the legislative process and ability to interpret legislation to realize impact to district.
     
    Licenses/Special Requirements
    Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation, abuse, injury or neglect of a minor.
     
     
    UNIT AFFILIATION
    This is a non-union, Executive Level 2 exempt position.
