Job Summary
The Assistant Director of Special Education Academic Services collaborates with all Anchorage School District staff, parents, and community members to develop, monitor, and administer special education services. Specifically, the assistant director provides leadership of special education services within schools for students from kindergarten through age 21. The assistant director provides leadership support for the teaching and learning of students with disabilities; designs and provides professional development; assists in developing and monitoring budgets; assists in maintaining compliance with all applicable government regulations and ASD standards; and assists with the coordination of special education complaint resolution within ASD. The assistant director is under the general direction of the senior director of Special Education Instruction. This position has a retirement association with the Alaska Teachers’ Retirement System (TRS).
 
Job Requirements
The following are required:
1. A bachelor’s degree in special education or a related field from an accredited college or university.
2. A current Alaska teaching certificate by start date.
3. A current Alaska type B administrative certificate by start date.
4. A minimum of five years of experience in special education or a related field.
5. A minimum of three years of increasingly responsible teaching, administrative, or supervisory experience in special education, school, or district leadership; or any combination of experience and training that provides the applicant the knowledge, skills, and ability required to perform duties.

4. Monitors and provides oversight of student Individualized Education Programs (IEPs) to ensure appropriate accountability and compliance with state and federal laws and regulations.
5. Provides instructional leadership and technical expertise to special education staff members.
6. Prepares and submits various administrative reports as identified by the senior director and director of Special Education Instruction.
7. Responsible for staff development plans, professional development, training for certificated and classified staff, and training on special education topics and technical assistance for principals and other stakeholders.

Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

JOB DESCRIPTION

TITLE: Assistant Principal

QUALIFICATIONS:
1. A current Alaska Type T Teaching Certificate and a Type B Administrative Certificate.
2. Minimum of three years experience as a school administrator and/or teacher.
3. A Masters Degree in Educational Administration preferred.

ESSENTIAL FUNCTIONS:
1. Responsible for the implementation of observance of all Board policies and regulations by the school's staff and students.
2. Responsible for maintaining positive school and district relation and image within the village.
3. Responsible for maintaining a close school and district relationship within the village AEC.

POSITION OVERVIEW
 
The Business Manager is a key leadership role responsible for overseeing the financial operations of the district and leading long-range strategic planning to align organizational goals, enhance efficiency, and ensure sustained success. This position plans, directs, and coordinates the activities involved in financial reporting, budget management, audits, and business processes. Under the broad guidance and administrative supervision of the Superintendent, the Business Manager plays a critical role in ensuring the integrity of financial data, compliance with laws and regulations, and the dissemination of information to various stakeholders.  The Business Manager leads a team of professional and technical staff, ensuring that the day-to-day operations of the business office run smoothly and efficiently.
 
RESPONSIBILITIES
 
• Financial Management: Oversee the district’s accounting functions, including payroll, employee benefits, accounts receivable, and accounts payable, ensuring accuracy and compliance with all regulations.
• Budget Oversight & Financial Operations: Support budget development and management, recommend adjustments as needed, and monitor all financial operations. Prepare and manage the district's annual budget, ensuring alignment with strategic goals and financial sustainability.
• Audit and Compliance: Coordinate internal and external audits, ensuring timely and accurate completion while maintaining compliance with federal, state, and local finance laws.
• Data Integrity: Maintain the integrity of financial data posted to general ledgers, ensuring all financial records are accurate and up-to-date.
• Grant & Funding Processes: Manage expense and revenue budgets for all state and federal grants (e.g., Impact Aid, Titles I, II, III) and ensure compliance by preparing, submitting, and retaining financial reports for various agencies (e.g., AK/US DOL, USDA, OSHA, DEED, AASB, ACSA) on a monthly, quarterly, and annual basis. Participate with E-rate applications, bidding, and invoicing to ensure compliance with funding requirements.
• Financial Reporting: Prepare and present financial reports to the School Board, regulatory agencies, and other stakeholders.
• Procurement & Asset Protection: Oversee district property purchases and secure casualty/liability insurance to protect assets.
• Policy & Governance: Establish and enforce business policies and procedures to ensure consistent financial operations across departments. Attend School Board work sessions, regular meetings, and committee meetings as required.
• Department Leadership: Supervise, direct, evaluate, and support a team of professional and technical staff in the business office, providing guidance and training to ensure efficiency and high performance. Foster a collaborative work environment, promoting professional growth and development within the team.
• Diversity, Equity, and Inclusion: Lead and support diversity initiatives in financial operations, ensuring equitable allocation of resources and access to opportunities for all students and staff.
• Collaboration and Communication: Work closely with other district leaders to align financial strategies with the district’s educational goals. Maintain effective communication with staff, regulatory bodies, and the community.

QUALIFICATIONS
 
• Education: Bachelor degree in Accounting, Finance, Business Administration, or related field (Master degree preferred).
• Experience: Minimum of five (5) years in financial management, with at least three (3) years in a school district or governmental financial setting and two (2) years managing and supervising personnel.
• Skills:
  • Strong understanding of school district financial processes, including payroll, benefits, accounting, and auditing.

JOB PURPOSE:
The Director of Special Education will oversee all aspects of educational service delivery for our students with special education needs.  The Director will ensure that the school operates in compliance with all state and federal regulations, including, data collection, data storage and updates in a manner that meets all compliance expectations. 
The Special Education Director will ensure that the school is providing appropriate programs in the least restrictive environment for all students with special needs.  This will include management of the pre-referral and IEP processes, maintain student data, communicate with parents, locate and contract with service providers throughout the state, and ensure that the school operates in compliance with special education law and procedures at all times.  The Director may also have a limited teaching load.

QUALIFICATIONS:
Bachelors or Masters degree in Administrator or Special Education
Must possess, or be willing to obtain upon hire, an appropriate Alaska Teaching Certification
At least four years of successful teaching experience in Special Education or classroom experience
Expertise in special education law and compliance
Experience in policy (IDEA) and/or administration with Special Education
Excellent communication skills, both oral and written

DUTIES AND RESPONSIBILITIES 
 
• Monitor compliance with special education processes and timelines across all schools. Interpret and articulate special education regulations, policies, and procedures to principal, teachers, and parents so as to ensure compliance.

• Develop standardized processes, forms and protocols for all special education procedures.

• Establish and maintain a database of and relationships with school districts, intermediate units, private providers, community agencies, mental health clinics, etc.

• Establish procedures for placement, evaluation, assignment and re-evaluation of students with regard to the special education services program.

• Oversee and/or implement all aspects of student referrals, IEP development, diagnostic assessments, and annual/tri-annual reviews. Institute and maintain a documentation system within the Learning Management System that captures and organizes all such data.

• Conduct all school-based special education related meetings.

• Coordinate the set-up and delivery of IEP-mandated direct services to students, whether through direct in-house teacher support or contracted services with school districts or other qualified agencies.

• Oversee the development, tracking, dissemination and proper implementation of IEP-mandated accommodations for students with special needs during state testing events.

• Coordinate implementation and proper administration of the Student Support Team (SST) process. Participate in SST meetings as required.

• Collaborate with staff members of the local school team concerning all facets of programming for students with special needs, from pre-referral intervention to transition and dismissal.

• Work directly with parents, as needed, to answer questions and ensure that all school actions are in compliance, and also are in the interest of maximizing student learning in the Least Restrictive Environment.
