The Forest Preserve District of Kane County’s Finance Department is accepting applications for the position of Buyer.
 
STARTING PAY RANGE:                                           $31.90 - $36.10 hourly ($66,352 to $75,092 annually)
                                                                                    *A 2.9% increase to this range is proposed in the draft FY25/26 annual budget effective 7/1/25.

HOURS/SCHEDULE:                                                 FULL TIME, 40 HOURS PER WEEK, MONDAY - FRIDAY
 
POSITION SUMMARY
Under the direction and supervision of the Director of Finance, the Buyer performs work purchasing a wide range of materials, supplies, services and equipment at the most favorable price consistent with quality, quantity and specification requirements. Reviews, develops and consults with departments on technical specifications of products and services desired. Ensures cost effective purchasing through analysis, coordinates customers and documentation, and recommends and processes requisitions and purchase orders.
 
ESSENTIAL POSITION DUTIES & FUNCTIONS
Operations:
• Meets with department directors and managers to assess needs for materials and services; acts as resource for procuring said needs and assists in supplier interface and negotiation.
• Oversees the public bidding process; prepares and publishes bid proposals, schedules and conducts bid openings; prepares bid tabulations and bid abstracts, together with department staff makes recommendations for bid award; implements award documents; and ensures all legal requirements are met.
• Conducts follow-up with vendors awarded bids; secures certificates of insurance, bonds, etc; ensures all necessary paperwork, including certified payroll and staff approvals are submitted prior to vendor payment.
• Oversees the preparation, distribution, and awarding of the following including:
  1. Requests for Proposals (RFP) for services
  2. Requests for Quotations (RFQ)
  3. Invitations for Bids Issuance
            including the execution of contracts for services and the compliance to contracts utilizing Bonfire.
• Negotiates with suppliers; analyzes requests for extensions or amendments to existing contracts and makes recommendations for approval or alternative solutions to management.
• Performs statistical analysis of market conditions and District needs to determine necessary changes in contracting strategy.
• Oversees the ordering of supplies and materials: develops and oversees procedures to accomplish this including the purchasing credit card and the issuance of purchase orders.
• Audits materials and services for purchase price and quality to ensure proper compliance with contracts.
• Supports departments in planning the timely execution of annual or multi-year contracts and prepares necessary contract documents.
• Acts as a chief resource for State of Illinois Purchasing Contract Agreements and all other joint purchasing agencies and related government pricing plans.
• Edits and updates the Purchasing Policy and Procedures Manual.
• Manages project tracking & purchase orders in New World Systems ERP Software (Tyler Technologies product).
• Manages the disposal process of surplus vehicles, equipment and other assets in the Public Surplus online auction portal.
• Possesses and maintains a valid and current Illinois Driver’s License free from suspension or revocation during term of employment; must maintain insurability with the District’s fleet insurance carrier.
• Attends professional conferences, workshops and seminars as appropriate within budget parameters and with Department Head approval.
• Obtains and maintains all required licenses and certifications and keeps up-to-date on professional trends and developments related to position accountabilities.
• Performs the job safely and in compliance with District policies, procedures, work and safety rules, the Employee Handbook, and applicable laws and regulations.

QUALIFICATIONS
 
• Minimum Age Requirement: 21 years of age.
• Education: Associate’s degree in business, finance, accounting, or other related field. Bachelor’s degree preferred.
• Experience: Three (3) years of purchasing experience required, preferably in governmental purchasing.
• Intermediate experience in Microsoft Excel and Microsoft Word required.
• Certifications/Licenses: Certified Public Purchasing Buyer (CPPB) or Certified Public Procurement Officer (CPPO) from the National Institute of Governmental Purchasing (NIGP)  or other relevant procurement certifications preferred.
• Experience with Bonfire eProcurement Solutions preferred.
• Experience with New World Systems ERP, a product of Tyler Technologies, preferred.

Compensation and Benefits
The starting pay range for this position is $31.90 - $36.10 hourly ($66,352 to $75,092 annually). A 2.9% increase to this range is proposed in the draft FY25/26 annual budget effective 7/1/25. The Forest Preserve District of Kane County’s Natural Resources Department is accepting applications for the position of Restoration Technician.

POSITION SUMMARY:
Under direct supervision of the Restoration Crew Leaders, the Restoration Technician performs a wide variety of assigned tasks and projects designed to improve the ecological health of District lands. May assist or mentor seasonals, interns and volunteers on day-to-day operational tasks. 

 
ESSENTIAL POSITION DUTIES and FUNCTIONS to be performed with or without reasonable accommodation:
Operations:
• Assists with day-to-day restoration and enhancement tasks, including but not limited to: brush removal (utilizing power equipment such as chainsaws, mowers & brush cutters), prescribed burns, management of invasive plants, heavy equipment operation (including tracked skid-steers and tractors), application of pesticides, and harvest and installation of native seed.
• Assists department staff in the collection of biological data, including tree surveys, floristic inventories and the monitoring of various wildlife species.
• Conducts routine equipment inspections and performs maintenance and repair of equipment, vehicles and tools.
• Operates vehicles of various sizes and weights in the loading, hauling and unloading of various equipment and material. Operates light and medium-sized construction and power equipment.
• Oversees intern projects, performs data entry and vegetation inventory and monitoring, occasionally.
• Assists with general maintenance and upkeep of department buildings.
• Participates in native plant propagation efforts (greenhouse, hoop house, and garden).
• Oversees work performed by contractors, occasionally.
• Represents a positive and professional image to the public and assists the public as needed.

QUALIFICATIONS:
 
• Minimum Age Requirement:  21 years old
• Education:  Associate’s degree in ecology, botany, natural resource management, land management, or closely related field; Bachelor’s degree a plus.
• Experience:  One (1) year in natural resources, recreation, or closely related field; previous experience operating required equipment (see below); or an equivalent combination of relevant education, experience and training.
• Certifications/Licenses:  CPR/1^st AID/AED, CDL Class A, Pesticide Applicator; S-130/S-190 basic wildland firefighting training or equivalent; all licenses/certifications must be obtained and maintained within one year of employment.

• Carry out the proper pruning and horticultural practices of the existing plant materials in compliance with generally accepted plant maintenance for this region.
• Assist with the planting of new and annual plant materials.
• Maintain the gardens and grounds of Fabyan Forest Preserve including mowing, weeding, mulching, etc.

STARTING HOURLY RATE:                  $31.90
 
HOURS/SCHEDULE:                             NIGHT SHIFTS (1500-2300), WEEKENDS AND HOLIDAYS. MINIMUM 24 HOURS/MONTH. THE DISTRICT OFFERS FLEXIBIILITY TO ACCOMMODATE WORK SCHEDULES OF OFFICERS WITH CONCURRENT POSITIONS.
 
 
POSITION SUMMARY
Under general supervision, but regularly operating independently, serves as a peace officer and performs a wide variety of community-oriented police services and public assistance in alignment with the mission of the Forest Preserve District.  Work requires the ability to travel to and patrol a significant number of preserves as needed within an assigned shift.  General supervision is provided by the Director of Public Safety and the Police Sergeant.
 
 
ESSENTIAL POSITION DUTIES and FUNCTIONS to be performed with or without reasonable accommodation
 
• Works varying shifts performing security patrols, traffic control, investigation and first aid at accidents, detection, investigation and arrest of persons involved in crimes or misconduct.
• Works an assigned shift using independent judgment in deciding course of action being expected to handle difficult and emergency situations without assistance.
• Maintains normal availability by radio or telephone and responds to emergency radio calls.
• Carries out duties in conformance with federal, state and county laws and ordinances.
• Patrols assigned areas to provide a welcoming and safe environment within the preserves.
• Investigates misconduct involving misdemeanors, felonies and other law violations and to otherwise serve and protect.
• Arrests and constrains suspected law violators using reasonable and lawful methods.
• Interrogates suspects, witnesses and drivers, preserves evidence, investigates and renders assistance at scene of vehicular accidents, takes measurements and draws diagrams of scene.
• Summons ambulances and other law enforcement vehicles as needed based on the situation.
• Conducts follow-up investigations of crimes committed during assigned shift. 
• Seeks out and questions victim, witnesses and suspects including developing leads and preparing for cases and providing testimony.
• Searches crime scenes.
• Analyzes and evaluates evidence.
• Prepares a variety of reports and records in an accurate and timely manner.
• Practices the philosophy of community-oriented police work including assisting residents when necessary and appropriate and explaining laws and District ordinances to the public.
• Coordinates activities and exchanges information with other officers, other District Divisions, and other law enforcement agencies as needed.
• Maintains contact with the Director of Public Safety and Sergeant to coordinate investigation activities.
• Provides mutual assistance during emergency situations.
• Patrols forest preserve property by emergency equipped vehicle, on foot, bicycle, and/or by use of specialized vehicle (motorcycle, ATV, snowmobile, etc.)
• Provides first aid and CPR to injured preserve users and/or employees.
• Establishes positive relationships with community and preserve users and assists preserve users by providing information and answering questions.
• Maintains vehicles and equipment and reports any equipment failure or damage.
• Attends and/or completes all required training such as firearm training and obtains and maintains required certifications and/or licenses.
• Open and closes preserve gates as needed.
• Responds to emergency call-outs on a 24-hour, 7-days a week basis.
• Works irregular hours, including weekends, evenings and holidays.
• Possesses and maintains a valid and current Illinois driver’s license free from suspension or revocation during term of employment; must maintain insurability with the District’s fleet insurance carrier.

QUALIFICATIONS

• Completion of high school diploma or GED equivalent.
• Must be a graduate of a State of Illinois basic recruit academy and meet requirements for Illinois Law Enforcement Training and Standards Board for Certified Police Officer or eligible to receive a waiver of training.
• Must be legally able to work in the United States.
• Must have experience as a sworn law enforcement officer.
• Must hold a valid Firearm Owner’s ID.
• Must participate in and successfully complete all stages of the testing process, which may include, but are not limited to:
• Extensive background investigation
• Credit check
• Oral interview
• Post-offer psychological and drug test
